Section 8-108 sits in Chapter 8-100, Nuisances, alongside the Code's other exterior-storage restrictions, including the ban on junk vehicles at Section 8-105 and prohibited outdoor storage of building materials at Section 8-107. The rule applies to both soft-sided and hard-sided containers, covering everything from a rented metal roll-off box to a fabric-walled bag-style storage unit. Outside of construction activity, a resident who places a dumpster or ground-level storage container on a residential property has 30 days before it becomes a Code violation, whether the container is being used for a move, a cleanout, or general storage.

The rule relaxes only when the placement is tied to an active building permit; in that case, the container may remain on site, but it must be removed within six months of the date the City issued the building permit, regardless of whether construction has finished. The section does not carve out an extension process for that six-month clock, so a homeowner mid-renovation needs to plan removal around the permit date rather than the completion date. Section 8-108 was reenacted as part of the December 2, 2025 overhaul of Chapter 8-100 under Ordinance 2334, which replaced the prior 1982-derived nuisance chapter's dumpster language.
