Section 429-1 defines an approved container elsewhere in the chapter, and § 429-2.A specifies it means a galvanized or plastic garbage can with handles and a tight-fitting cover, or properly tied plastic bags. Section 429-3 assigns responsibility for providing and maintaining those containers by property type: one- to three-family dwellings must have a proper and sufficient number of approved containers, with occupants responsible for keeping them in good repair and clean condition; owners, lessees or agents of buildings with more than three families must provide and maintain sufficient containers for the whole building; and commercial or nonresidential premises must do the same under the property's proprietor, manager or agent.

If a container becomes broken or otherwise illegal, § 429-3.D lets the Health Officer give 10 days' written notice before the Township treats the defective container itself as rubbish for collection. Set-out timing is fixed by § 429-4: containers can be placed curbside no earlier than 5:00 p.m. the day before pickup and must be removed no later than 10:00 p.m. on collection day itself, and § 429-4.5 restricts actual collection to 6:00 a.m. to 7:00 p.m., Monday through Saturday. Related rules round out curbside behavior: § 429-2.D caps a single garbage-and-rubbish container at 50 pounds, and bundled newspapers, magazines or collapsible boxes at 50 pounds per bundle; § 429-5 bars anyone from overturning, scattering or picking through containers or bundles set out for collection; and white goods and brush are appointment-only pickups scheduled through the Public Works Department rather than routine curbside placement.
