Parsippany-Troy Hills, NJ Trash & Recycling: Bin Placement Rules (2026)

Two sections of Chapter 354, Article I of the Parsippany-Troy Hills Township Code, adopted by the Township Council as Ord. No. 2005:32, control how garbage containers are kept and placed. Section 354-8 puts the burden on the occupant or occupants of every building to which collection service is afforded. They must provide reusable containers with lids, make the containers readily accessible for collection and removal, and keep them clean and in condition for safe handling. A container together with its contents shall not weigh more than 60 pounds or have a capacity greater than 35 gallons. Ashes will only be collected if double bagged prior to placement in the container. Section 354-9 adds that garbage shall be drained and can be wrapped in newspaper or placed in plastic bags before it is containerized to await collection.

Section 354-13 fixes the set-out window. All containers, bundles and bulky wastes shall be placed at the curb no earlier than 4:00 p.m. on the day prior to the scheduled collection day, and empty containers shall be removed from the curb no later than 7:00 p.m. on the scheduled collection day. Section 354-13.1 states that collection starts not earlier than 6:00 a.m., and containers or bundles placed later than 6:00 a.m. are not guaranteed collection.

The code prints no screening or placement-distance rule for ordinary garbage containers. Distance rules appear only for yard material: grass clippings, leaves and Christmas trees are kept not closer than 10 feet to any storm inlet drain, under §§ 354-10 and 354-12. Section 354-13.2 designates the Health Officer as Enforcement Officer.
