Parsippany-Troy Hills, NJ Trash & Recycling: Yard Waste Collection (2026)

Section 354-11 of the Parsippany-Troy Hills Township Code, amended 9-23-2014 by Ord. No. 2014:29, governs yard waste, which § 354-1 defines as tree branches, shrubbery, brush, twigs and hedge trimmings. Under subsection A, yard waste including grass clippings, leaves and small branches must be bagged in biodegradable paper bags or placed in reusable containers not larger than 35 gallons or weighing in excess of 60 pounds. Branches no thicker than three inches in diameter can be tied in bundles no higher or longer than three feet or weighing in excess of 60 pounds. Subsection B requires the material to be placed so it does not spill or blow into the street and come into contact with stormwater, and property owners must maintain their containers and promptly clean up and properly dispose of spilled yard waste.

Subsection C sets a three-season calendar. From April 1 through September 30, yard waste goes to the curb not more than two days before the scheduled collection time. From October 1 through November 30, the window opens to seven days. From December 1 through March 31, yard waste shall not be placed at the curb.

Section 354-10 separately governs grass clippings and leaves: biodegradable paper bags or properly labeled reusable containers, contents not exceeding 60 pounds, placed not more than seven days before collection and not closer than 10 feet to any storm inlet drain. Because the code prints both windows, the two-day limit in § 354-11(C) is the safer schedule from April through September. Section 354-2(C) also makes owners, lessees and occupants responsible for removing leaves along the gutter of the roadway next to their property.

Subsection D assigns enforcement to the Department of Public Works of the Township of Parsippany-Troy Hills, and any person can start enforcement by registering a complaint with that Department.
