Parsippany-Troy Hills, NJ Trash & Recycling: Pickup Rules & Schedules (2026)

Chapter 354, Article I of the Parsippany-Troy Hills Township Code, adopted by the Township Council 12-20-2005 as Ord. No. 2005:32, sets when and how pickup happens. Section 354-13.1 provides that collection shall start not earlier than 6:00 a.m. Any containers or bundles placed at the curb later than 6:00 a.m. shall not be guaranteed collection, so the practical deadline is set by the crew start time, while § 354-13 opens the set-out window at 4:00 p.m. the day before and requires empty containers off the curb by 7:00 p.m. on the scheduled collection day.

Section 354-3(A) authorizes the Business Administrator to provide for collection of refuse, bulky waste and recyclables by contract or through Township employees, and to determine from time to time the extent and frequency of collections. Section 354-3(B) has the Director of the Department of Public Works promulgate the regulations on the manner, dates and times of recyclables collection, with copies at the Department of Public Works and the Township Clerk's office.

Section 354-12 covers Christmas trees and holiday greens, exclusive of garland, lights, decorations, tree stands and wires: they are placed at the curb pursuant to specific guidelines, not more than seven days before the scheduled collection time and not closer than 10 feet to any storm drain inlet. Bulky waste is picked up on the second collection day of the week, as § 354-1 defines it.

Section 354-13.2 designates the Health Officer as the Enforcement Officer of Article I. The Director of the Department of Public Works or a designee is authorized and directed to perform random inspections of garbage set out for disposal to determine whether recyclables are contained in it, in accordance with the Morris County District Recycling Plan, and to report violations to the Enforcement Officer for further investigation.
