Parsippany-Troy Hills, NJ Trash & Recycling: Collection Schedule (2026)

Chapter 354 of the Parsippany-Troy Hills Township Code builds the collection schedule in two layers. The first is authority. Under § 354-3, the Business Administrator can provide for pickup of refuse, bulky waste and recyclables by contract or through Township employees, and decides the extent and frequency of collections. The Director of the Department of Public Works then promulgates regulations on the manner, dates and times for collecting recyclables, and a copy of those regulations stays available for public inspection at the Department of Public Works and at the office of the Township Clerk during regular office hours.

The second layer is what residents do on set-out day. Under § 354-13, containers, bundles and bulky wastes go to the curb no earlier than 4:00 p.m. on the day prior to the scheduled collection day, and empty containers come off the curb no later than 7:00 p.m. on the scheduled collection day. Section 354-13.1 adds that collection starts not earlier than 6:00 a.m., and containers or bundles placed at the curb later than 6:00 a.m. are not guaranteed collection. Container rules sit in § 354-8: reusable containers with lids, kept clean and readily accessible, no more than 35 gallons and no more than 60 pounds with contents, and ashes are collected only if double bagged.

Yard waste runs on a seasonal clock in § 354-11. From April 1 through September 30 it goes out no more than two days before collection, from October 1 through November 30 no more than seven days before, and from December 1 through March 31 it cannot be placed at the curb. Leaves and grass clippings under § 354-10 stay at least 10 feet from any storm inlet drain, and Christmas trees under § 354-12 go out no more than seven days ahead. The Health Officer is the designated Enforcement Officer under § 354-13.2, and Public Works performs random inspections of set-out garbage to check for recyclables.
