Parsippany-Troy Hills, NJ Trash & Recycling: Recycling Requirements (2026)

Article I of Chapter 354 of the Parsippany-Troy Hills Township Code, adopted by the Township Council as Ord. No. 2005:32, makes recycling mandatory. Section 354-2(A) requires all owners, lessees and occupants of residential, commercial and institutional property in the Township to separate recyclables from other trash and garbage and either bundle them separately for pickup or deliver them to the recycling yard. Section 354-2(B) covers commercial, institutional, multifamily and single-family developments that do not use curbside collection: they remain subject to mandatory source separation and must submit documentation of recycled tonnage every quarter to the Township Recycling Coordinator. Section 354-2(C) makes each of these parties responsible for removing the leaves along the gutter of the roadway adjacent to their property.

Section 354-4 sets the preparation rules, which must be followed in strict conformity. Newspapers, magazines and corrugated cardboard are each separated and secured in bundles not to exceed 12 inches in height, and those bundles cannot be contained in plastic or paper bags. Glass, plastics and aluminum are combined in suitable, reusable containers supplied by the owner, lessee or occupant, and containers made of paper or cardboard are deemed not suitable.

The definitions in § 354-1 narrow what qualifies. Plastic containers marked Type 1 (PETE) and Type 2 (HDPE) are recyclable, while plastic flower pots and plastic dishes are not. Glass excludes blue glass and flat glass commonly known as window glass. Mixed paper, stumps free of dirt and rocks, demolition materials, building materials and industrial refuse are not curbside items and must be brought to the recycling yard under § 354-5.
