Parsippany-Troy Hills, NJ Trash & Recycling: Recycling Rules (2026)

Chapter 354, Article I of the Parsippany-Troy Hills Township Code, adopted by the Township Council 12-20-2005 as Ord. No. 2005:32, splits recycling authority between the Township and its Department of Public Works. Section 354-3(B) directs the Director of the Department of Public Works to promulgate reasonable regulations for mandatory separation of recyclables and for the manner, dates and times of collection. Section 354-1 defines REGULATIONS as the rules, implementation dates, schedules of times and other requirements the Director promulgates, and copies must be available for public inspection at the Department of Public Works and at the office of the Township Clerk during regular office hours.

Section 354-5 lists what must be brought to the recycling yard: mixed paper, stumps free of dirt and rocks, demolition materials, building materials and industrial refuse. The recycling yard is the Municipal Recycling Center on Pumphouse Road off of Route 46 East. Section 354-1 lists recyclables as aluminum, grass clippings, glass, newspapers, plastics, corrugated cardboard, leaves, mixed paper, stumps, tin and steel cans, yard waste, vehicular batteries, white goods, motor oil and household batteries.

Section 354-6 provides that from the time of placement at the curb, recyclables are the property of the Township of Parsippany-Troy Hills or its duly authorized agent. Section 354-7 carves out groups or individuals authorized by the Director of the Department of Public Works, who can collect at curbside under the terms the Director prescribes, provided the collection does not conflict or interfere with Township pickup. Under § 354-13.2, the Health Officer is the Enforcement Officer, and the Director or a designee performs random inspections of garbage set out for disposal to check for recyclables, in accordance with the Morris County District Recycling Plan.
