Section 9-130(e) of the City of Tamarac Code lists minimum standards for maintaining residential premises, and subsection (e)(4) governs where and when garbage and recycling carts may sit outside. As a baseline rule, refuse containers must be kept in good condition and completely screened from view from the adjacent right-of-way at all other times, meaning a cart left permanently visible at the curb or beside a driveway violates the standard even between collection days. The ordinance carves out a single, narrow set-out window: containers may be placed out for pickup no earlier than 7:00 p.m. the evening before the scheduled collection day, and must be brought back in and screened again no later than 11:00 p.m. on the evening of the actual pickup day.

That means a resident cannot roll the cart out days early or leave it curbside for days after collection; the window runs roughly sixteen hours from the earliest permitted set-out to the latest permitted removal. The same subsection (e) separately addresses bulk trash under paragraph (5), capping bulk items at four cubic yards and barring placement on the swale more than forty-eight hours before a scheduled pickup, a related but distinct standard from the routine refuse-container rule in paragraph (4).
