Chapter 73 of the Abington Township Code governs both dumpsters and portable storage units like PODs, Pack Rats or Bagsters, treating them together as a single 'unit.' Section 73-3 requires a property owner to obtain a permit from the Township Code Enforcement Department before placing a unit, though there is no fee for the initial permit. Section 73-4 limits placement to 30 days including delivery and removal days, with up to two 30-day extensions available for cause at $25 each, and Section 73-5 caps total placement at 90 days absent a written justification.

Section 73-6 dictates where a unit can go: placement in the public right-of-way or a residential front yard is prohibited unless driveway placement is not feasible, in which case Code Department approval and Traffic Safety Officer hazard placards are required. Units belong in the driveway at the point farthest from the street, and any required parking spaces must stay usable. Section 73-7 limits residential properties to one unit at a time, sized no larger than eight feet six inches tall, 10 feet wide, or 22 feet long.

Section 73-9 bars using a portable storage unit to store solid waste, construction or demolition debris, recyclables, business inventory, commercial goods, or hazardous material, and the Township may inspect contents on reasonable notice. Section 73-10 lets the Township remove an overstaying or unsafe unit without notice and lien the removal cost against the property. Chapter 73's permitting and location rules do not apply to units used under an active demolition or construction permit, per Section 73-2.
