Article III of Chapter 92, adopted in 1959, targets dumping directly. Section 92-15 makes it unlawful for any person, firm or corporation, or an agent of either, to place, throw or maintain trash, rubbish, or liquid or solid vegetable or animal matter in or near a public highway, any other public place, or any lot or piece of ground in the Township, whenever the material endangers public peace, comfort, safety or health, and it reaches inaction as well as an affirmative act. Section 92-16 backs that up by making it unlawful to keep or let remain, on any premises, garbage, decayed or offensive matter, trash or rubbish of any kind, so a property owner cannot simply let dumped material sit once it lands there.

These provisions sit alongside, and can overlap with, the Chapter 108 nuisance rules, which separately forbid throwing refuse into a ravine, ditch, gutter, street, township waters or any exposed public or private ground. The dumping article gives the Township its own standalone enforcement path, distinct from the recycling and refuse-collection penalties in Article I of the same chapter, so a dumping citation does not depend on whether the property receives Township refuse service.
