Section 17.64.080, Refuse and Recycling Enclosures, applies to all residential and nonresidential properties, but subsection D.1 lets individually trash-serviced units simply store containers in a screened location on pickup day, while subsection D.2 requires a full enclosure for multiple-family, commercial, and industrial uses. That enclosure must have walls built of solid masonry with a decorative exterior finish matching the main building, standing a minimum of six feet high and sized to fit the number of dumpster and recycling bins the site needs (D.2.a); solid, heavy-gauge metal gates, with decorative gates encouraged in the Downtown Districts (D.2.b); a paved, all-weather floor and approach (D.2.c); and a cover or roof structure protecting the contents from weather (D.2.d).

Signage identifying which recyclable materials the enclosure accepts must be posted inside it (D.2.g), and any compactor installed in the enclosure must plumb into the sewer system to capture leaks and spills (D.2.f). Where the enclosure is visible from public view, its perimeter must be planted with shrubs or climbing evergreen vines under the City's screening standards in Chapter 17.70 (D.2.i), and every enclosure and compactor must meet the noise and odor limits of Chapter 17.76, Performance Standards (D.2.j).
