Woodland, CA Trash & Recycling: Recycling Requirements (2026)

Woodland Municipal Code Chapter 13.08 makes recycling part of a single mandatory utility subscription. Section 13.08.140 finds that periodic collection benefits public health and requires every owner or occupant of real property in the City to subscribe to solid waste, recyclable materials, and organic waste collection service; the City enforces that subscription through its contract with the authorized hauler. Section 13.08.160 sets the curbside window: containers may be set out no earlier than 24 hours before the scheduled collection day and must be out no later than 6:00 a.m. on collection day, holidays included, then pulled back to private property within 24 hours after pickup.

Containers must sit at least three feet from obstructions such as parked cars, fences, or mailboxes, with wheels in the gutter and handles facing the house. Section 13.08.170 layers on the substantive rules: no one but the authorized contractor, an alternative recycler, or the customer may take materials from an approved container at the curb, source separation of recyclables and organic waste is required citywide, and a recycling cart found to hold 10% or more nonrecyclable contaminants can be charged at the solid waste disposal rate rather than the recycling rate.

It is also unlawful for anyone to burn, scatter, scavenge, or take recyclable materials without the owner's consent, and containers can't be placed where they block traffic, sight lines, or building egress.
