Woodland, CA Trash & Recycling: Collection Schedule (2026)

Woodland Municipal Code Section 13.08.140 declares that the public health, safety, and welfare of Woodland residents is served by periodic collection of solid waste, recyclable materials, and organic waste from every place in the City, and it requires every owner or occupant of real property in Woodland to subscribe to that collection service; the same section extends the public-benefit finding to periodic street sweeping citywide. Because the service is mandatory rather than optional, Section 13.08.140 makes property owners liable for the collection charges the City sets, and that liability continues unless the property is vacant and the owner has given the City written notice to discontinue all City utility service to it.

The City may run the collection service itself or contract it out under Section 13.08.030, and Section 13.08.060 lets the City Council set the contract agent's rates, require a performance bond, and set insurance requirements; Section 13.08.130 lets the Council fix maximum rates for collection and street sweeping under Public Resources Code Section 40059 and adjust them for pickup frequency and the relative cost of collection, transportation, and disposal, so long as the rates apply uniformly to the same class of customer. Failing to subscribe does not exempt a property from these charges: Section 13.08.170(B)(2) restates that all residents and commercial businesses must subscribe to collection service from an authorized contractor, and unauthorized removal of waste from a customer's container or curbside by anyone other than the customer, the City, or the authorized contractor is a separate offense under the same section.
