Yorba Linda, CA Trash & Recycling: Dumpster Rules (2026)

Yorba Linda Municipal Code § 8.20.010 splits commercial containers into two size classes: a 'bin,' commonly called a dumpster, holds under 10 cubic yards, while a 'rolloff box' holds 10 cubic yards or more; both categories include compactors. Section 8.20.050(A) requires every container placed on a premises, including these commercial units, to be sealed and watertight and either supplied by, or acceptable to, the City's franchisee, or separately approved by the City Manager for self-hauling. A single commercial building, or contiguous and adjacent commercial buildings, may share one bin or rolloff box at a common location instead of each maintaining its own, but only with the City Manager's approval under § 8.20.050(E)(2); that approval may be delegated to the franchisee itself.

The City Manager's decision on a shared-container request turns on two factors written into the code: the type of solid waste each commercial premises generates, and the number of containers and collection frequency needed to protect public health, welfare and safety. Outside that shared arrangement, § 8.20.050(E) otherwise bars sharing another business's dumpster or cart altogether. Property owners planning a construction or demolition project must separately arrange for a rolloff box through a franchisee, or register as a self-hauler, under § 8.20.080, and failing to show proof of that arrangement to a City building inspector or code enforcement officer results in the project being red-tagged until the owner complies.
