Under YLMC 8.20.020 the City Council grants the exclusive solid waste franchise, and Republic Services holds that franchise for Yorba Linda and unincorporated Yorba Linda. YLMC 8.20.030(A) makes trash arrangements mandatory: the owner, manager, tenant, or person in charge of each residential and commercial premises must either subscribe to collection with the franchisee or obtain a self-hauler permit. Collection occurs at least weekly (8.20.060). Single-family homes use three carts: recycling (green or blue-lid), organics (brown or green-lid) for yard waste, food waste, and food-soiled paper, and trash (black-lid). Missed carts are collected the next day, or Monday if missed on Friday. Occupying premises without keeping trash service in force is a public nuisance. Republic customer service is 800-700-8610.
Failing to maintain required trash service is unlawful and a public nuisance under 8.20.070(A). Chapter 8.20 violations are infractions ($100/$200/$500 for first/second/third within a year) or misdemeanors (up to $1,000 and/or six months) at the City's discretion.
