Yorba Linda, CA Trash & Recycling: Pickup Rules & Schedules (2026)

Placing trash at the curb is not, by itself, a right in Yorba Linda; it is conditioned on having an active service relationship with the City's franchisee. Section 8.20.070(J) makes it unlawful for anyone to place solid waste adjacent to a street or public right-of-way for franchisee collection without first subscribing for that service, closing off the workaround of putting waste out for pickup while never paying for or registering the service. That subscription requirement pairs with § 8.20.060, which sets the pickup schedule itself: subsection (A) requires weekly service as a floor, but subsection (C) gives the City Manager power to direct a different, more frequent schedule for a specific property.

If the City Manager determines that once-a-week collection isn't sufficient to prevent a public nuisance at a particular premises, because of unique circumstances there, the Manager may send the owner written notice requiring solid waste removal on a more frequent basis, and may also require additional containers or larger ones. Together the two sections mean a resident cannot simply set bags out and expect pickup: the address must be an active subscriber or hold a self-hauler permit, and the City retains authority to tighten the pickup schedule beyond the weekly minimum on a case-by-case basis.

Pickup crews themselves are also restricted under § 8.20.070(O), which limits how long a collection vehicle may be parked on a City street between routes.
