Section 8.20.050 governs how every container, whether a residential cart, a commercial bin or a rolloff box, must be placed and stored throughout the City. Subsection (C) sets the curbside window: nothing may go into the street or public right-of-way before 4:00 p.m. on the evening preceding the normal collection time, and whatever was placed there must be pulled back by 8:00 p.m. on the day of collection, so a cart can sit at the curb for at most a little over a day. Subsection (D) requires container lids to remain closed whenever the container is unattended, and if the solid waste inside exceeds a single container's capacity, the resident or business must use a larger container or add more of them rather than overfilling one.

Subsection (G) then addresses where the container lives the rest of the week: at single-family dwellings, containers must be stored out of public view, in a side yard, rear yard or an enclosed area like a garage, except on the day designated for collection; only where the property's fencing or layout makes that impossible does the code allow storage in the area closest to the dwelling that is farthest from the street. Subsection (A) separately requires every container to be sealed and watertight and either supplied by, or approved by, the franchisee, or approved by the City Manager for self-hauling.

Violations are enforced by the City Manager or a code enforcement officer and, because Chapter 8.20 makes each day of a continuing violation a separate offense under § 8.20.121, an improperly stored or early-set cart can generate a citation every day it sits out.
