Under YLMC 8.20.050(C), no bin, cart, roll-off box, or other container may be placed adjacent to or in a street or public right-of-way for collection before 4:00 p.m. the evening preceding the normal collection time, and all containers so placed must be removed by 8:00 p.m. on collection day. Lids must remain closed whenever the container is unattended (8.20.050(D)); if waste exceeds capacity, a larger container must be used. At single-family dwellings, carts must be stored out of public view in a side or rear yard or garage except on collection day (8.20.050(G)); where screening is impossible, carts go adjacent to the dwelling farthest from the street. Sharing another's container is generally prohibited except for approved multi-family or commercial arrangements.
Carts out early, left out past 8:00 p.m., with open lids, or stored visibly on non-collection days violate Chapter 8.20 and are enforced by Community Preservation as infractions up to $100, $200, and $500 for repeat offenses.
