Section 32-72 makes it unlawful to deposit garbage, trash or any kind of waste on any vacant, occupied or unoccupied premises in Doral, on any street, alley, parkway or park, or in any canal, waterway, bay, ocean, pool or lake within city limits, except where another provision of the article specifically allows it. Enforcement runs through Section 32-75: the code compliance department is authorized to enforce the article, and a code compliance officer may enter a building, structure or premises at any reasonable time upon presenting proper credentials to inspect for violations.

The existence of dumped waste is treated as prima facie evidence that the occupant, or the owner, agent, manager or operator if the property is vacant, created or placed it there. When an officer finds a violation or an accumulation that creates a health hazard or nuisance, the officer serves a written notice specifying a correction deadline and any fine due, delivered personally, by certified mail, or by posting on the premises if the responsible party cannot be found. Section 32-76 lets the city manager remove the waste itself and bill the actual cost to the property's occupant or owner if a violation is not corrected in time, and unpaid fines or costs become a lien on the property once the special magistrate enters an order.
