Caldwell, ID Animal Ordinances: Veterinary Clinic Zoning (2026)

Caldwell City Code Section 10-01-10 defines two distinct veterinary land uses. A 'Clinic / Hospital - Large Animal' is any building or business establishment used for veterinary care of agricultural or exotic animals, while a 'Clinic / Hospital - Small Animal' covers veterinary care, and small animal grooming, for dogs, cats, primates, birds, waterfowl, reptiles, rodents, and similar domestic pets treated on an outpatient basis. Table 10-06-03, the Land Use Schedule for Commercial Districts (C-1, C-2, C-3, C-4, H-C), treats these two uses very differently.

A large-animal clinic or hospital is not allowed at all in C-1, requires a Special Use Permit in C-2, and is permitted outright in C-3, C-4, and H-C. A small-animal clinic or hospital is permitted outright in C-1, C-2, and C-3, is not allowed in C-4, and is permitted in H-C. In practice this means a veterinarian wanting to treat livestock, horses, or exotic species inside the C-2 zone along a corridor near residential neighborhoods must first secure discretionary Planning and Zoning approval, while a small-animal practice can open by right across most of the commercial spectrum.

The distinction reflects the noise, odor, and outdoor holding-pen concerns tied to large-animal care compared to an indoor small-animal clinic. Any veterinary use sited in the city must also comply with the general animal-keeping sanitation and nuisance standards of Section 10-12-03-3, which bar noise, odor, or waste that disturbs neighboring properties regardless of zoning classification.
