Avondale, AZ Home Business: Zoning Restrictions (2026)

The City of Avondale allows home-based businesses as 'home occupations' in residential districts subject to the conditions in Zoning Ordinance Section 28-33(l). The use must be conducted entirely within the principal dwelling unit or in a permitted accessory structure, and the residential character of the property must be preserved so the business is not apparent from the public way. Garages generally may not be converted to business use. Customers are generally prohibited from visiting the home to purchase goods or services, with a narrow exception for barber shops and beauty salons (limited to roughly 200 square feet, one wash station, and a small number of customers per day). Certain uses are expressly prohibited as home occupations, including massage parlors, restaurants, veterinary hospitals and offices, commercial kennels, dog grooming, and vehicle services. Only one off-street parking space is permitted for the home occupation, and limits apply to business vehicles - generally one business vehicle up to 10,000 pounds GVWR on the property, with deliveries by vehicles over 20,000 pounds prohibited except standard parcel carriers. Separately, as of January 1, 2024, fixed business locations inside Avondale - including home-based businesses - must obtain a city business license.
