Chapter 17.48 LEMC allows home occupations in residential zones if the use is conducted entirely within the dwelling, carried on by residents, and clearly incidental and secondary to the residential use without changing the character of the home or neighborhood.
Under LEMC 17.48.010, a home occupation is any use customarily conducted entirely within a dwelling and carried on by the inhabitants, that is clearly incidental and secondary to the dwelling use and does not change the structure's character or harm the neighborhood. LEMC 17.48.020 ensures these accessory uses stay compatible with the residential neighborhood. The standards in LEMC 17.48.050 prohibit on-site sales or display, an office open to non-residents, outside storage of materials, and storage of hazardous or combustible materials. The use cannot generate traffic beyond what is normal or use commercial delivery vehicles beyond normal residential service, and cannot alter the residential appearance. Vehicles used are limited to autos and light trucks up to 1-1/2-ton capacity.
Violation of any LEMC 17.48.050 standard is cause for immediate revocation of the home occupation permit, and the operator is subject to penalties under the Municipal Code. Zoning and business violations are handled by Code Enforcement.
