512 makes it unlawful for anyone other than law enforcement or government personnel to install, use or operate a loudspeaker or sound amplifying equipment, fixed, movable or mounted on a sound truck, for instructions, talks, addresses or transmitting music to persons on a street, alley, sidewalk, park or public property, without first filing an application and obtaining a variance under Article 7 of the chapter. 513 separately bans transmitting amplified sound on any public street, sidewalk, alley, right-of-way, park or public place that is clearly audible more than 50 feet from the source, though it exempts noncommercial public speaking, assembly or activity covered by an issued permit.
Variance applications under Article 7 go to the Noise Control Officer, cost $75 (waivable at the NCO's discretion), are capped at 365 days, and can be appealed to the City Council within 15 days of the NCO's decision. 516, unless a posted warning sign about hearing impairment is displayed near each public entrance.
