Laguna Niguel has no municipal-code ban on driveway parking, but vehicles must not block sidewalks and most residential driveways sit within HOA communities whose recorded CC&Rs govern surfacing, screening, and what may be stored on-site.
The Laguna Niguel Municipal Code does not prohibit residents from parking passenger vehicles on their own paved driveways. Two constraints apply. First, California Vehicle Code 22500(f), enforced locally, bars parking so as to block a public sidewalk, so a car overhanging the sidewalk at a driveway's foot is citable. Second, because most residential neighborhoods are homeowner-association developments, recorded CC&Rs typically dictate driveway matters, keeping vehicles on paved surfaces, screening stored vehicles, and limiting the number and type in view; the association enforces these and may tow under CVC 22658. Off-street parking design is set by the zoning code (Title 9), and curb-cut work in the right-of-way needs a Public Works encroachment permit.
Blocking a public sidewalk from a driveway is citable under CVC 22500(f). HOA driveway and storage violations (lawn parking, unscreened RVs, excess vehicles) are enforced by the association and may bring a tow under CVC 22658.
