Each cart must sit at least three feet from other automated carts so the collection vehicle's lifting mechanism has unobstructed use, and at least five feet from obstructions such as trees, parked vehicles or mailboxes, so the truck can approach without damaging the cart, the surrounding obstacles, or itself. Section 12-2-2(E), Removal of Empty Cart, then requires that every emptied cart be pulled back off the street as soon as practicable, and bars leaving any cart on the street past the end of the assigned collection day unless the city itself delayed collection.

The chapter also protects the carts once they are out: Section 12-2-2(F) ties each cart to a serial number recorded against the customer's address, and Section 12-2-2(G) keeps ownership of the cart with the city while making the customer responsible for its safe use and storage. Section 12-2-4(B) separately makes it unlawful for anyone other than the city or its representatives to tamper with a cart, remove its contents, or move a cart from where it was placed for collection, reinforcing that placement and retrieval of the cart is the customer's job on the schedule the code sets.
