Under section 12-2-1C, the mayor has the power to designate special cleanup days, and on those days the public works department may collect large items that are otherwise unacceptable during normal service, naming tree limbs, appliances, mattresses and furniture as examples, but only if the mayor has authorized that particular collection. Outside a designated cleanup day, section 12-2-3A specifically excludes large bulky waste items such as appliances, furniture or metal objects from the materials city crews or contractors will pick up, along with hazardous or radioactive waste, septic and holding-tank waste, hot ashes, large quantities of dirt, sod, rock or concrete, and large quantities of construction and demolition debris.

A resident with refuse that does not qualify for collection can instead dispose of it at an approved solid waste facility during the facility's normal business hours, under section 12-2-3B. Section 12-2-4 also makes it unlawful to set out any of these prohibited materials curbside, whether in an automated cart or not, except when the special cleanup day itself authorizes it, and separately bars anyone but city staff from tampering with, emptying or moving an automated cart already set out for collection.
