Ogden, UT Trash & Recycling: Illegal Dumping (2026)

Ogden City Code Section 12-3-1, Littering, is the citywide dumping ban: it is unlawful for any person to throw, deposit, place, or discard litter in any manner or amount on any public or private property within the corporate limits of the city, except in containers or areas lawfully provided for that purpose. The chapter also targets dumping tied to hauling and disposal. Section 12-3-4 requires anyone hauling garbage, market waste, construction or demolition debris, or similar loads to secure or cover the material so nothing falls onto city streets, and separately, Section 12-6-3 governs the city's sanitary landfill: subsection C makes it unlawful to dump material at the landfill other than the type authorized by the posted sign, and subsection D makes it unlawful to dump at any place within the landfill area that is signed or otherwise noticed against dumping.

Penalties escalate depending on which section is violated. A general littering violation under chapter 3 is a class C misdemeanor under Section 12-3-8, and the sentencing judge may add a requirement that the offender spend at least one hour cleaning up litter from an area the judge designates. Failing to correct a violation of the construction-site litter accumulation rule (Section 12-3-5) or the waste receptacle rule (Section 12-3-6) after a notice of violation and the warning period expires can also trigger enforcement. Dumping violations at the landfill under chapter 6, by contrast, are a class B misdemeanor under Section 12-6-5, and a convicted business or person's city license is also subject to revocation.
