Ogden City Code Section 12-2-1 puts garbage and refuse collection, including recycling, under the supervision of the operations division of the public works department, though the mayor may instead contract the work out to a private hauler under Section 12-2-1(B). Any such contract must require the contractor to follow the same chapter 2 rules the city crews follow. " Under Section 12-2-2(B), the city furnishes one garbage cart and one recycling cart free per billing address; a customer needing more capacity, or with more than one dwelling unit at a single billing address, can obtain additional carts for the fee set in Title 4, Chapter 6.

The operations division can deny a recycling cart to multi-family buildings, HOAs, businesses or schools that lack a refuse account or have limited collection space. Special cleanup days for bulky items like tree limbs, appliances, mattresses and furniture are separately authorized by the mayor under Section 7-2-2. Collection itself only happens on the regular garbage or refuse days set by order of the operations division, per Section 12-2-4(A)(4), and only material placed in the automated carts on those days qualifies.
