Section 12-2-2B entitles each billing address to one automated garbage cart and a second automated cart for recyclables at no charge, both built to work with the city's automated lifting system; a household needing more capacity, or more than one dwelling unit at a single address, can request additional carts for the fee set in Title 4, Chapter 6. The operations division can deny a recycling cart to multi-family dwellings, homeowners associations, commercial businesses or schools that lack a refuse account or have limited space for collection.

Placement rules in section 12-2-2C require that only recyclables the public works director has approved go into the recycling cart, that corrugated cardboard be cut into pieces no larger than two feet by two feet, and that recyclables sit loose in the cart rather than bagged, so crews can visually confirm the contents. on collection day, spaced at least three feet from other carts and five feet from obstructions such as trees, parked cars or mailboxes, and empty carts must come back off the street as soon as practicable afterward.

The city retains ownership of every cart, tracks it by serial number tied to the service address, and holds the customer responsible for damage from hot ashes or similar material, for repainting over graffiti, and for securing carts at a vacant property against theft.
