Section 50.093 prohibits open dumping of solid waste, including bulky waste but excluding clean fill, on all lands such as roadsides, hollows, rivers, streams and lakes, citing both KRS 224.40-100 and the county's own chapter as the basis for the ban. Section 50.065 addresses the other side of the same problem: once solid waste is placed in an authorized storage container at the collection point defined in § 50.019, it becomes the property of the governing body or its authorized agent, and no person may add to it, separate it, carry it off, or otherwise dispose of it, which bars both scavenging through someone else's cart and dumping additional material into it.

Improperly stored waste that invites this kind of scavenging or dumping is separately treated as a public nuisance under § 91.01. A narrow carve-out exists for clean fill: § 50.094 permits inert material to be used as fill for agricultural, silvicultural or landscaping practices, site preparation for new construction, or debris filling under one acre, so not every deposit of material on land is unlawful dumping. Household hazardous waste has its own outlet rather than an excuse to dump it: the county must provide for its safe disposal at least once annually under § 50.095.
