Sec 17-203, 'City To Furnish Service,' states that the city shall furnish garbage and trash hauling service to the city and that no other person may remove or cause to be removed garbage, refuse, rubbish or waste from any refuse container or receptacle, or transport such waste through or over city streets, without proper authorization as required by law. This makes unauthorized scavenging or hauling of a resident's set-out trash a code violation, not just a nuisance. Sec 17-207 allows industrial, commercial and other nonresidential customers to contract with a private hauler only with city manager approval, granted only when the city cannot itself serve that customer's needs, and any private hauler must file a certificate of insurance with the city clerk.

Sec 17-209 sets the collection rate structure: curbside recycling is provided bi-weekly for all residential customers for one designated recycling container at an added monthly cost set by council resolution. Sec 17-206 separately bars dumping garbage, rubbish or waste anywhere in the city unless specifically authorized, requiring disposal beyond city limits at a suitable site. Public Works administers the collection program under these sections, while Sec 17-210 sets the penalty for violating any Chapter 17-2 regulation as provided in the general penalty of Sec 1-108, a fine of up to $500, in addition to any other remedies available to the city, and Sec 1-109 treats a continuing violation as a separate offense each day it persists.
