Moore, OK Trash & Recycling: Recycling Rules (2026)

Section 17-207 of the Moore Code of Ordinances governs private trash, garbage and recycling haulers operating inside city limits. For nonresidential customers, a private hauler may only serve industrial, commercial or other nonresidential customers with the city manager's approval, on the public works department's recommendation, and only if the city itself cannot provide the needed service. For recyclables specifically, customers may contract with a private service, but that service must supply its own suitable containers and must collect at-home or at the front door rather than at the curb, keeping private recycling pickup separate from the city's own curbside program.

Any private recycling hauler, like any private trash or garbage hauler, must furnish the city clerk a certificate of insurance showing public liability coverage, workers' compensation coverage, and automobile liability on the vehicles used to haul the material, each in amounts set by the city per occurrence, and must keep that coverage in force for the entire time it contracts with any Moore customer. Section 17-204's vehicle standards, requiring hauling vehicles to be built so material cannot fall or blow out and to be kept clean and sanitary, apply to these private recyclable-hauling vehicles as well as to city trucks.
