Torrance regulates fence materials through its land use code. Front yard hedges and shrubbery limited to 4 feet. Standard fencing materials are permitted.
Under the Torrance Municipal Code, fences and walls must be constructed of durable materials appropriate for their location. Existing privately-owned block walls, planter walls, or fences encroaching into the right-of-way require encroachment permits from the Engineering Division. Fences must be maintained in good repair and not create hazardous conditions. Construction materials and methods must comply with the adopted building code. The Building & Safety Division reviews permit applications for structural adequacy and code compliance.
Fences in disrepair or constructed of inappropriate materials may be subject to code enforcement action through the Environmental Division.
