Flagstaff, AZ Parking Rules: Abandoned Vehicles (2026)

Chapter 6-07, Inoperable Vehicles, defines an inoperable vehicle as any vehicle, trailer or semi-trailer subject to Arizona registration under A.R.S. Title 28 that is not functioning, not drivable, or unregistered. Section 6-07-001-0002 requires sheltered storage for any such vehicle on private property, meaning inside a garage, carport, or under a vehicle cover if parked in a driveway; unsheltered storage, meaning parking or placement anywhere outside a garage or carport within view from a public right-of-way, is declared a nuisance outright. Section 6-07-001-0003 makes the owner of the property and the owner of the vehicle jointly and severally responsible for abating that nuisance, either by removing the vehicle, moving it into sheltered storage, or repairing it so it runs; the last registered owner of record is presumed to be the vehicle's owner unless there is a police theft report or proof the title has changed hands.

The rule applies only within the Flagstaff City limits and covers registered-type vehicles and trailers, not general junk or scrap; a fully junked vehicle that cannot be restored falls instead under the separate 'junk vehicle' definition in the Littering chapter, Section 6-06-001-0001. The current sheltered-storage standard was tightened by Ordinance 2023-31 in December 2023, which also renumbered the chapter's penalty section. Code Compliance, within Community Development, is the enforcing division for inoperable-vehicle nuisance complaints in the City of Flagstaff.
