Flagstaff, AZ Parking Rules: Preferential Parking Districts (2026)

The Flagstaff City Council adopted the Comprehensive Parking Management Program by Resolution No. 2016-01 to regulate traffic and fund street improvements in Downtown, the Southside and surrounding high-demand areas, calling the covered zone the ParkFlag District. Administrative guidelines covering the district's boundaries, pay-to-park areas and hours, and parking permit types and eligibility are kept on file with the City Clerk and posted on the City website rather than printed in the code itself. The Office of Parking Manager, created within the Economic Vitality Division under the City Manager, writes and enforces those guidelines, maintains meters, lots and loading zones inside the district, and enforces parking at the Flagstaff Pulliam Airport.

A decision of the Parking Manager that is not an enforcement action can be appealed to the City Manager in writing within ten days of the decision; the City Manager must rule within ten working days, and an appeal does not pause enforcement of citations already issued. Money collected under the program goes into a separate Special Revenue Fund: until 450 new public parking spaces are built downtown, 20 percent of annual revenue must go only toward acquiring or developing new public parking downtown, and any change to the fund's use requires 60 days' public notice.
