Flagstaff, AZ Parking Rules: Loading Zones (2026)

Under Flagstaff City Code § 9-03-001-0001, the City Council designates and regulates truck, hotel and other loading zones on City streets. Commercial loading zones restrict stopping or parking to the exclusive purpose of expeditiously loading or unloading goods, wares and merchandise, and only between 9:00 a.m. and 6:00 p.m. on any day except Sunday, with a hard forty-five-minute cap. Hotel loading zones operate at any hour of the day or night, but a vehicle may sit there only for the expeditious loading or unloading of goods and merchandise, or the loading or unloading of bona fide hotel guests and their luggage, and never longer than forty-five minutes.

A third category, alley loading, applies citywide: stopping or parking in any alley within City limits is unlawful except for the expeditious loading and unloading of goods, wares and merchandise, again capped at forty-five minutes. Loading zone violations fall under the same Title 9 traffic-parking enforcement scheme as other stopping and standing violations: a City law enforcement officer or ParkFlag notice-of-violation process files a complaint in Flagstaff Municipal Court, and the vehicle owner has fifteen calendar days to pay the civil sanction or request a hearing before a default judgment issues.
