Flagstaff, AZ Parking Rules: Street Parking Limits (2026)

Flagstaff City Code § 9-01-001-0003 sets the City of Flagstaff's core stopping, standing and parking rules, applying at all times or as posted by signs and meters unless a driver must stop to avoid a traffic conflict or follow a police officer's direction. Subsection E(3)(a) lists absolute no-parking spots: on a sidewalk, in front of a public or private driveway (with a narrow exception for a U.S. mail carrier stopped only momentarily), within an intersection, within fifteen feet of a fire hydrant, on a crosswalk, within twenty feet of an intersection crosswalk, and within thirty feet of a stop sign, yield sign, signal, or flashing beacon.

Subsection E(3)(b) requires a driver parking against a curb to park parallel to it with the right-hand wheels within eighteen inches of the right curb, or within eighteen inches of either curb on a one-way street, which functions as Flagstaff's ban on parking facing against the flow of traffic. Subsection E(3)(c) bars diagonal parking with any part of the vehicle left in the roadway. A seasonal rule in E(7) also bars parking any personally owned vehicle on a public street between midnight and 7:00 a.m. from November 1 through April 1, with listed street exceptions and an earlier 3:00 a.m. start in several named downtown blocks.

The registered owner is presumptively liable for a parking violation under subsection B, subject to defenses in subsection C such as theft or a lapsed registration match. The Chief of Police and the Office of the Parking Manager, Parkflag, enforce these rules under subsection D, and subsection H sets a minimum base fine of $10 and caps the civil sanction at $250 per violation, excluding state surcharges; a driver has fifteen days to pay or request a hearing before the Flagstaff Municipal Court under subsections F and G.
