Flagstaff, AZ Parking Rules: EV Charging (2026)

Flagstaff's fee schedule for municipal utilities, City Code Chapter 7-04, sets a separate charge for anyone who parks at a City-owned EV charging station, whether downtown or anywhere else in the city. Section 7-04-001-0010(J) splits the charge into two pieces: a per-kilowatt-hour rate while a vehicle is actively drawing power, and a separate per-minute idling fee once the driver stops charging but keeps the vehicle in the space. The energy rate equals the cost Arizona Public Service Company bills the City per kilowatt-hour, including APS service charges, adjustors, taxes and fees, plus 10 percent; the Director or a designee recalculates it periodically by dividing the total APS bill for the City's public charging accounts by the total energy consumed.

Idling is defined as continuing to occupy the charging space after the battery is fully charged or after the posted time limit. It costs $0.07 per minute, or $4.20 an hour, at downtown locations: the City Hall parking lot, the public library lot on West Aspen Avenue, the Wheeler Park lot, the Route 66 visitor center lot, and any other City charger inside the downtown business improvement and revitalization district. Every City-owned charger outside that downtown taxing district charges $0.04 per minute, or $2.40 an hour, to idle.

These figures were most recently amended by Ordinance 2026-08, effective April 7, 2026, and before that by Ordinance 2025-10 in 2025, showing the City revisits the schedule almost every year as APS rates change. The section sits inside the same solid waste and utility rate chapter that also funds the City's environmental management fee and sets landfill tipping charges.
