Hoboken, NJ Parking Rules: Snow Removal Parking Rules (2026)

Under Hoboken City Code § 190-36, part of Article XXIII, "Parking for Snowplowing, Snow Removal" (added 12-7-1994 by Ord. No. R-97, amended 11-6-1996 by Ord. No. R-214), a parking emergency exists whenever snow accumulation covers the street or highway, or whenever the municipality declares a snow emergency, and no vehicle may be parked on the streets the ordinance lists. That list, last amended 3-2-2011 by Ord. No. Z-87 and updated again through 2018, designates specific blocks by street, side and cross streets, including the south side of Fifth Street from Clinton to River, the north side of Ninth Street from Jackson to River, both sides of Observer Highway from Hudson to Henderson, both sides of Seventeenth Street from Willow to Jefferson, both sides of Washington Street from Observer Highway to the northern boundary, and the west side of Willow Avenue from Observer Highway to Eleventh Street.

The prohibition does not end when the snow stops falling: § 190-36B keeps the ban running until the streets have been plowed sufficiently that parking will not interfere with the normal flow of traffic. Section 190-37 lets any police officer or parking enforcement officer tow a vehicle left in violation, treating it as a nuisance and a menace to the safe regulation of traffic, and the owner must pay removal and storage costs before reclaiming the car. Signs must be posted under § 190-38 for the article to take effect.

The citywide parking violation schedule at § 190-44, amended most recently 4-22-2026 by Ord. No. J-28, sets the payable fine for a "No parking snow emergency street" violation of § 190-36 at $70, which has replaced the older $51 penalty printed separately at § 190-39.
