Albemarle County does not set a fixed number of garage sales per year, but it does regulate them wherever a property also runs a home occupation in the Rural Areas zoning district. Sec. 18-5.2A(l)(12) bans rummage or garage sales as a home occupation "other than those determined by the zoning administrator to be occasional," in Albemarle County outside Charlottesville and Scottsville.
