Hillsborough County does not enforce a pool fence ordinance - barrier rules come from the New Hampshire State Building Code under RSA 155-A. New Hampshire has adopted the International Residential Code (IRC) with state amendments. Residential pool barriers follow IRC Appendix AG (Section AG105), which requires a barrier at least 48 inches high with no openings allowing a 4-inch sphere to pass and self-closing, self-latching gates. Permits are issued by each city or town building department.

Hillsborough County has no county-level fireworks ordinance. New Hampshire fireworks law is found at RSA 160-C. 'Permissible fireworks' (consumer fireworks except those banned by RSA 160-B:16) may be possessed and displayed by adults 21 or older on private property with the owner's written consent or in the owner's presence, unless the city or town has voted to prohibit them under RSA 160-C:6. Display fireworks require a state license, municipal permit, and federal permit.

Hillsborough County itself does not regulate Accessory Dwelling Units. Under New Hampshire's Home Rule structure (RSA Title LXIV), zoning and ADU regulation is handled by the individual cities and towns - Manchester, Nashua, Merrimack, Hudson, Milford, etc. New Hampshire's statewide ADU enabling law at RSA 674:71-73 requires every municipality with single-family zoning to permit at least one ADU per single-family lot as a matter of right.

Hillsborough County has no county-level noise ordinance. New Hampshire counties have no operational regulatory authority over municipal nuisance matters - cities and towns regulate under RSA 31:39 (town bylaws) and RSA 47:17 (city bylaws). Statewide, RSA 644:2, III(a) makes it disorderly conduct to make 'loud or unreasonable noises in a public place' that would disturb a person of average sensibilities. Local quiet hours vary by municipality - Manchester (Chapter 94) and Nashua (Chapter 201) each set their own nighttime limits.

Hillsborough County does not administer floodplain rules - that authority lies with each city and town and the state. Communities including Manchester, Nashua, Merrimack, Hudson, Litchfield, Lyndeborough, Milford, and Mont Vernon participate in the FEMA National Flood Insurance Program (NFIP). Development in any FEMA Special Flood Hazard Area mapped on the Hillsborough County DFIRM (panel set 33011C) must comply with local floodplain ordinances. Wetland fill or dredge requires a state permit under RSA 482-A.
