Hillsborough County does not enforce a pool fence ordinance - barrier rules come from the New Hampshire State Building Code under RSA 155-A. Communities including Manchester, Nashua, Merrimack, Hudson, Litchfield, Lyndeborough, Milford, and Mont Vernon participate in the FEMA National Flood Insurance Program (NFIP). Development in any FEMA Special Flood Hazard Area mapped on the Hillsborough County DFIRM (panel set 33011C) must comply with local floodplain ordinances. Wetland fill or dredge requires a state permit under RSA 482-A.
