Playing a radio, stereo, TV or amplified instrument loud enough to disturb neighbors is a public nuisance in Chula Vista at any hour under CVMC 17.24.040(C)(1), and it becomes an automatic violation if it's audible 50 feet away between 11 p.m. and 8 a.m.

Chula Vista requires mufflers on every vehicle exhaust, bars revving a motorcycle's engine in neutral, and prohibits screeching tires, unnecessary horn use, or racing an engine: all declared public nuisances under CVMC 17.24.040(C)(6), (9) and (10).

Chula Vista requires dogs to be leashed or confined whenever off the owner's property under CVMC 6.24.020 and 6.24.030, with narrow exceptions for sanctioned obedience trials, legal hunting, herding, and police work under direct control.

Chula Vista prohibits the possession of wild or exotic animals not normally domesticated in the United States under CVMC 6.04.070. This includes large cats, bears, primates, wolves, and venomous reptiles. Special requirements apply to large constrictor snakes and monitor lizards.

Chula Vista bars beehives within 600 feet of any residential building under CVMC 6.04.100, effectively closing off most residential lots to backyard hives unless the keeper fits a narrow school, medical-research, or supervised scientific-study exception.

Chula Vista enforces water conservation measures under CVMC Chapter 20.12 (Landscape Water Conservation) and applicable Sweetwater Authority or Otay Water District regulations. Landscape irrigation is subject to seasonal watering schedules and efficiency requirements.

Chula Vista encourages rainwater harvesting through its water conservation programs. Collecting rainwater from roofs in rain barrels is permitted and promoted to reduce reliance on imported water. No permit is required for standard residential rain barrel installations.

Chula Vista regulates artificial turf under its Landscape Water Conservation ordinance CVMC Chapter 20.12. Artificial turf is encouraged as a water-saving alternative and counts toward landscape requirements. Turf cannot be installed on slopes greater than 25% where the toe is adjacent to impermeable surfaces.

Chula Vista bars clients and customers from home-based businesses by default. CVMC 19.14.490(C) states there 'shall be no clients or customers on the premises at any time,' unless the Development Services Department itself determines limited customer traffic is warranted by the nature of the business.

Chula Vista treats licensed family day care homes as a right, not a special use: CVMC 19.24.020(D) lists 'small and large family day care homes' as a principal permitted use in the R-1 zone, matched in the R-E, R-2, and R-3 zones, with no conditional use permit required since the City repealed its separate large-family-day-care standards in 2023.

Chula Vista prohibits any sign advertising a home-based business. CVMC 19.14.490(L) states flatly that 'the home occupation shall not be identified by a sign,' reinforcing the broader rule in subsection N that a home business can't change how the residence looks or sounds from the street.

Chula Vista confines home occupations to residential (R) zones and layers on operational standards under CVMC 19.14.490: no added noise, dust, vibration or nuisance; no non-household equipment; and the business can't visibly alter the home's residential character.

A building permit is required for all in-ground swimming pool and spa construction in Chula Vista. Permits cover structural, plumbing, electrical, and safety barrier inspections. The application must include a plot plan showing pool location relative to setbacks and utilities.

Chula Vista requires a permit before any construction, enlargement, or development begins inside a Special Flood Hazard Area (SFHA): a building permit, land development permit, or other permit under CVMC Title 15, per CVMC § 14.18.110. The City Engineer serves as Floodplain Administrator, and violations are a misdemeanor under § 14.18.050.

While Chula Vista is not directly on the ocean, the city borders San Diego Bay. The Bayfront area is undergoing major redevelopment under the Chula Vista Bayfront Master Plan, a joint effort with the Port of San Diego. Development along the bayfront is subject to the California Coastal Act and Port Master Plan requirements. The Bayfront project will create parks, hotels, and public access along the waterfront.

Chula Vista bans any non-storm water discharge into its municipal storm drain system under CVMC § 14.20.100, backing a citywide NPDES program (Permit No. CAS 0109266) that also requires businesses to apply best management practices to keep pollutants out of runoff. The Director of Public Works administers and enforces the chapter.

Graded cut or fill slopes in Chula Vista may not exceed 2:1 (horizontal to vertical) under CVMC § 15.04.040, and the City Engineer or Director of Development Services can require a dedicated erosion control plan with the land development permit application under § 15.04.270(A)(11). The rules exist to keep graded land from becoming, in the code's words, barren and erosion-prone.

Chula Vista has not opted out of commercial cannabis. Chapter 5.19 CVMC authorizes a capped number of City Licenses. Non-storefront retailers, distributors, manufacturers, testing laboratories, and cultivators may only operate in I-L limited industrial, I-R research industrial, and I general industrial zones, subject to separate separation and permitting rules.

Chula Vista's licensed cannabis Storefront Retailers must clear specific separation distances from sensitive uses: 1,000 feet from any day care center or K-12 school, 600 feet from a treatment facility, youth center, youth-oriented business, or public/private park, and 150 feet from any residential zone. CVMC 5.19.060(B)(3) sets these three buffers, measured by the Development Services Director.

CVMC 15.29.020 sets up an expedited, administrative permitting track for small residential rooftop solar systems up to 10 kW AC, letting the Building Official approve applications and require just one consolidated inspection.

In the Chula Vista Bayfront's LCP Planning Area, commercial businesses with freeway exposure to I-5 are capped at two wall signs or one ground sign, 100 square feet of copy total, with only one wall sign visible at a time. Freeway-facing gas stations are capped at 50 square feet.

Window signs in Chula Vista's commercial and industrial zones may cover no more than 20 percent of the window area, under CVMC 19.60.500(A). Any non-painted sign is barred from being mounted on the outside surface of the glazed area entirely.

Chula Vista allows temporary noncommercial signs, including political messages, without a permit on private property during a window running four calendar months before any scheduled election through 10 days after, under CVMC 19.60.600(K). Size and setback limits apply by zone.

Chula Vista completely prohibits the construction, erection or use of any billboard, including digital or electronic message board displays, except those legally existing or holding an unexpired permit, under CVMC 19.60.050(E). Electronic message board signs are separately banned citywide as a 'flashing' sign type under CVMC 19.60.300(A).

Chula Vista bans flashing, intermittent or variable-intensity lights visible from any public street or adjoining property citywide, but carves out a specific exception for holiday lights during the month of December under CVMC 19.58.410. Outside that window, blinking string lights or movement-effect displays are a zoning violation.

Chula Vista allows only one unlighted garage sale sign, no larger than six square feet, placed on the property holding the sale. It can go up no more than a week early and must come down within two days after the sale ends.

Chula Vista enforces property maintenance standards through the Code Enforcement division. Common violations include deteriorated structures, peeling paint, overgrown vegetation, junk and debris, and inoperable vehicles. The city takes both a proactive and complaint-driven approach. Code Enforcement proactively inspects multi-family housing and hotels. Violations receive notices with compliance deadlines, and fines escalate for non-compliance.

Chula Vista's Unnecessary Lights chapter bars commercial and industrial light sources from beaming unshielded onto neighboring residential property, and bans residential lighting from 11:00 p.m. to 6:00 a.m. that spills over and disturbs adjoining homes, backed by a misdemeanor penalty.

Chula Vista ties mobilehome park rent increases above the annual CPI cap to a habitability check: before an above-cap increase can take effect, the City inspects the park within 21 days, and any "serious code violation" listed in the ordinance's Appendix Two can get the increase denied or reduced.

California's Tenant Protection Act (AB 1482) applies in Chula Vista. The law caps annual rent increases at 5% plus the local Consumer Price Index, or 10%, whichever is lower. AB 1482 applies to most residential rental properties built more than 15 years ago. Exemptions include single-family homes (with proper notice), duplexes where the owner occupies one unit, and new construction within the 15-year window.

Chula Vista's Residential Tenant Protection ordinance bars landlords from terminating a covered tenancy without "Just Cause", an enumerated at-fault or no-fault reason, and backs it with civil penalties up to $5,000 per violation per day for the City and $2,000 to $5,000 per day for a wronged tenant.

Chula Vista requires large trash generators to use bin or roll-off service through the city's authorized hauler, with compactors and containers pre-approved for compatibility. New construction over $20,000 must build a screened trash enclosure with a minimum five-foot masonry wall sized to hold the required containers.

Chula Vista makes it unlawful to place, dump, deposit, or throw any solid waste, plastic, glass, metal, paper, recyclables, organic waste, auto parts, or liquid waste, on any public street, alley, lane, or public place within city limits. CVMC 8.24.040 is enforced as a misdemeanor by default, carrying up to six months in county jail and a $1,000 fine under the city's general penalty section.

Chula Vista requires weekly garbage collection for every residence and business in the city and treats it as a mandatory service that "shall not be discontinued," per CVMC 8.24.010. Owners and occupants must subscribe to the City's Authorized Collector and pay for weekly pickup under CVMC 8.24.060, unless they secure a written self-haul exemption in advance.

Chula Vista collects leaves, grass, weeds, and tree or shrub wood as "Yard Waste" under CVMC 8.25.020, but excludes treated or processed lumber, bulky waste, and any nails, wire, rocks, or dirt mixed in. Loose brush and limbs can be set out without a container if bundled with natural-fiber twine into pieces no more than four feet long, 18 inches in diameter, and 35 pounds.

Chula Vista requires every garbage generator to store waste only in containers supplied by the City's Authorized Collector, kept watertight with securely fitted lids and sized to hold a full week's accumulation between pickups. CVMC 8.24.080 also requires enclosures large enough to hold the required containers plus room for ancillary services like grease rendering.

Chula Vista requires garbage to stay inside sturdy metal or plastic containers with tight-fitting lids, bans putting out hazardous or toxic waste like paints and solvents, construction debris, or items in someone else's container, and lets the Authorized Collector tag noncompliant containers before enforcement escalates under CVMC 8.24.090.

Chula Vista requires nearly every owner and occupant in the city to subscribe to curbside recycling and organic waste collection service, separate recyclables and organics from garbage, and pay the Authorized Collector's monthly fee, per CVMC 8.25.030. Skipping separation or contaminating a recycling cart can draw administrative penalties starting at $50 under CVMC 8.25.105.

Flying a drone in any Chula Vista park or recreation area is unlawful unless it's in a spot posted for that purpose by the Director of Public Works or covered by a Recreation Department permit: the same rule that bans model airplanes, go-carts, and sky lanterns in parks.

Chula Vista limits how long a peddler's cart, wagon, or vehicle can stand on a public street to sell goods: no stopping to vend anywhere in the city except at a bona fide buyer's request, and even then for no more than 10 minutes at any one spot.

Every mobile food facility vendor in Chula Vista must hold an annual City Vending Permit before selling at any location, under CVMC 19.58.440(G). Applicants must carry a business license, driver's license, commercial insurance, a commissary agreement, and a San Diego County health permit on file with the City.

Chula Vista regulates door-to-door solicitation through its business license requirements. Commercial solicitors must obtain a permit from the city. Solicitation hours are restricted to reasonable daytime hours. Solicitors must carry and display their permit upon request. Religious and political canvassers are exempt from permit requirements under First Amendment protections.

Chula Vista city parks are open only from 7:00 a.m. to 10:00 p.m. under CVMC 2.66.270, and anyone found inside a park during closed hours can be cited. Camping, lodging or sleeping overnight in a park during closure hours is separately banned by CVMC 2.66.260 unless a permit is issued.

Chula Vista bars anyone under 18 from any public place or business premises between 11:00 p.m. and 5:00 a.m., and makes it a separate misdemeanor for a parent or guardian to knowingly permit or, through insufficient control, allow a minor to violate curfew.

In Chula Vista's R-1 single-family zone, principal buildings are capped at two and one-half stories or 28 feet under CVMC 19.24.060. Accessory buildings top out at one and one-half stories or 15 feet, and height is measured from finished grade to the roof's highest point.

Chula Vista's R-1 zone sets front, side, and rear setbacks by lot classification in a table at CVMC 19.24.070, but CVMC 19.24.100 overrides it with a hard floor: dwelling units must sit at least three feet from any side property line (five feet in R-1-5) and 10 feet apart.

CVMC 19.24.180 limits R-1 single-family construction to 45 percent of lot area on parcels 7,000 square feet or larger, and to 50 percent (or 3,150 square feet, whichever is less) on smaller lots, counting patios, garages and accessory structures.

No one may plant a tree, palm, shrub or plant in a Chula Vista street or other public right-of-way without a Public Works Director permit specifying the kind, variety and location. Shrubs over two feet tall must sit at least 30 feet from intersections and 20 feet apart, and hedges, cacti and dense thorny shrubs are barred outright.

Clearing native vegetation or grading in Chula Vista's mapped MSCP conservation areas requires a Habitat Loss and Incidental Take permit before work starts. Chula Vista amends the California Fire Code to require at least a 1-inch water meter for any NFPA 13-D residential fire sprinkler system serving a Group R-3 dwelling, tightening the state model code specifically for one- and two-family homes citywide.

A detached patio cover in Chula Vista skips the building permit only if it's no taller than 12 feet and its roof covers 144 square feet or less, under CVMC § 15.06.080(B)(1)(b); a low deck or platform is exempt only if it stays at or under 30 inches above grade under § 15.06.080(B)(1)(h). Anything larger needs a permit.

Groups of 25 or more using a Chula Vista park picnic shelter or public area, and anyone holding a regulated park activity, need a permit under CVMC 2.66.310 and 2.66.320. Applications go in at least 14 days ahead, and reservations require a refundable cleaning/security deposit plus fees.

Chula Vista bans vendor stands, pushcarts, and blocking objects on sidewalks along parade routes, and confines everyone but participants, press, and staff to behind the curbline during parades and similar events.

Chula Vista requires a muffled generator, blower or power fan under CVMC 17.24.040(C)(7): running one without a device sufficient to deaden the internal combustion engine's noise is declared a public nuisance citywide.

Chula Vista treats felt vibration, not just decibels, as proof of an unlawful noise. Under CVMC 17.24.040(D)(2), any sound amplifier operated so a person feels vibration accompanying the sound 50 feet from the source is a prima facie violation, at any hour, anywhere in the city.

Chula Vista won't issue a conditional use permit for a bar, cocktail lounge, or nightclub if the Zoning Administrator finds the location would create an overconcentration of such venues. Approved permits carry noise conditions, including capped operating hours, and must meet the noise-control standards in CVMC Chapters 19.66 and 19.68 before opening.

CVMC 12.32.070 makes it unlawful to plant a named list of trees and shrubs, including blue gum eucalyptus, black locust and tree of heaven, several recognized California invasives, anywhere in the City's public rights-of-way, part of the Tree Ordinance's planting restrictions distinct from its removal-permit rules.

Since January 1, 2023, Chula Vista bans selling or possessing with intent to sell any flavored tobacco product, from menthol to fruit and dessert flavors, with narrow exemptions for shisha, premium cigars, and loose-leaf tobacco.

Chula Vista has no right-to-farm nuisance-immunity ordinance, but CVMC Chapter 19.20 establishes an Agricultural (A) Zone for rural, undeveloped land, permitting agriculture and one single-family dwelling by right while requiring a conditional use permit for poultry farms, kennels, riding stables and similar intensive uses.

Chula Vista bars maintaining a campsite on public property within 1,000 feet of schools, parks, MSCP conservation land, major transit stops, or designated shelter/safe-parking sites, under CVMC 9.90.040, with removal and abatement authority in 9.90.050.

Chula Vista runs a permitted pilot program for shared micro-mobility devices: dockless bikes, e-bikes, and electric scooters. Operating a rental scooter business without a City permit and business license is prohibited, and violations carry a minimum $100 fine.

Chula Vista's 2025 Electric Micromobility Vehicle Safety Ordinance bars motorized scooters from every sidewalk and, on roads posted 40 mph or faster, confines them to a striped Class II bike lane or separated Class IV bikeway under CVMC 10.73.080. Riders are capped at 15 mph even once inside a bike lane.

Chula Vista defines Class 1, 2 and 3 electric bicycles by cross-reference to state Vehicle Code Section 312.5 and layers on its own age, helmet and sidewalk rules under CVMC 10.08.101 and Chapter 10.73: no one under 12 may operate a Class 1 or 2 e-bike, and every Class 3 rider needs a helmet and cannot use a sidewalk at all.

Chula Vista caps industrial noise at the property line: 70 dB(A) any time for I-L and I-R light industry, 80 dB(A) for heavy industry. At a receiving home the limit drops to 55 dB(A) daytime and 45 dB(A) overnight. Municipal Code Sec. 19.68.030 sets the table.

Chula Vista has no data-center ordinance and no "data center" use category. Data centers locate in the I-L, I-R, and I industrial zones, permitted by right as an electronic, warehousing, or laboratory use, with site plan and architectural approval required for every project.

Chula Vista's Landscape Water Conservation ordinance requires new and rehabilitated landscapes of 2,500 square feet or more at industrial, commercial, cemetery, public and multifamily projects to irrigate with recycled or gray water wherever it is available, under CVMC 20.12.200.

Chula Vista does not run a turf-removal rebate program, but CVMC 20.12.180 restricts where and how much turf can be installed on new or rehabilitated commercial, industrial and multifamily landscapes, banning cool-season turf on those projects and capping warm-season turf at 15 percent of the landscape area.

Chula Vista implements state density bonus law through CVMC Chapter 19.90, letting housing developers apply for a density bonus plus incentives, concessions, waivers or reductions of development standards in exchange for including affordable units, formalized through a recorded density bonus agreement with the City.

Chula Vista requires every food establishment owner, operator, or manager to keep the premises free of rats, mice, roaches, ants, and other vermin. An infested establishment gets 30 days' written notice to abate, or the health officer summarily suspends the permit and closes the business.

Chula Vista requires anyone generating biohazardous sharps waste to use labeled, puncture-resistant containers and double-red-bag disposal, and flatly bans clipping needles or syringes before disposal. Violations carry a civil penalty of up to $15,000, enforced by the County's environmental health services division.

Chula Vista taxes every hotel, campsite and short-term rental stay at 10 percent of rent under CVMC 3.40.030. Operators must register with the Director of Finance and post a Transient Occupancy Registration Certificate before renting to transients, and short-term rental hosts owe the same tax under CVMC 5.68.040(B).

Chula Vista has no separate "cultural monument" category; instead its Historic Preservation Ordinance (Title 21) designates qualifying buildings, structures, sites and landscapes as historical resources onto the City's local register through Planning Commission review, using eligibility criteria in CVMC 21.04.100 and penalties up to $25,000 for unlawful demolition.

Chula Vista requires every tobacco retailer to hold a City Tobacco Retailer's Permit issued by the Chief of Police, in addition to a standard business license and any state Cigarette and Tobacco Products Retailer's License. Selling without one is a misdemeanor and blocks new permits for months to years.

Chula Vista requires any owner or operator of a private tow car or tow truck to hold a special Police Chief-issued license in addition to a standard business license before towing vehicles for the City. The Chief investigates each applicant's background before approving.

Operating a massage business in Chula Vista requires a Chief of Police-issued permit on top of a City business license, and every technician needs a valid CAMTC certificate. Businesses can open only 6 a.m. to 10 p.m.

Pawnbrokers in Chula Vista need a Finance Director license backed by written Chief of Police approval, plus a police-issued ID card for every employee. Licenses run two years; employee cards run one year.

Chula Vista requires a sexually oriented business regulatory license under CVMC Chapter 9.13 before operating, and zoning confines these businesses to the C-T zone or specified specific-plan areas, at least 500 feet from residential zoning, schools, parks or religious institutions, and 1,000 feet from another sexually oriented business.

Secondhand dealers in Chula Vista must hold a two-year Finance Director license backed by police approval, report daily transactions to police, and hold purchased goods unaltered for 30 days before resale.

Chula Vista bans skateboarding, roller-skating, and similar toy-vehicle use on streets, sidewalks, and public property within the city's business district, plus inside parking structures and public assembly grounds like trolley stations and the Civic Center, under CVMC 10.28.090.

Chula Vista bans smoking in restaurant dining areas, including outdoor patios, and within 50 feet of any restaurant entrance. Smoking is also prohibited anywhere on city-owned property, including every park, library, and City building parking lot, with violations charged as infractions.

A second loud-noise call to the same Chula Vista address within a year turns the party into a declared public nuisance. CVMC 17.24.060 puts the responsible person, host, tenant or property owner, on the hook for up to $1,000 per incident plus the cost of the police response, and owners who know about a tenant's first violation share the liability.

Chula Vista bans drinking or possessing an open alcoholic beverage in any City park during posted closure hours, and citywide in park-adjacent streets, sidewalks, plazas, parking lots or restrooms once the City posts no-drinking signs after a Council finding of alcohol-related problems there.

Chula Vista's smoking ordinance, adopted to prohibit "the smoking of tobacco, or any weed or plant," bars lighting a pipe, cigarette or vaping device in any public place and flatly bans smoking on all City-owned property, including every park, library, City building and their parking lots.

In Chula Vista's business districts, pedestrians must use a marked crosswalk to cross the street. CVMC 10.76.040 makes any other roadway crossing there unlawful. The City Engineer also controls where crosswalks exist and can post signs barring pedestrians from crossing at a specific one, under CVMC 10.76.030.

Chula Vista classifies business license tax by whether a business has a fixed location in the City. Fixed-location businesses pay under CVMC 5.04.140, no-fixed-location businesses (wholesalers, route deliveries, services) under CVMC 5.04.150, both keyed to the master tax schedule and capped by an annually adjusted maximum.

Chula Vista requires a City-issued license before anyone may operate a cardroom, caps the number of licenses at one per 40,000 residents, and bars issuance to anyone under 21, under CVMC 5.20.020 and 5.20.030. Absent an adopted gaming plan, cardrooms must close daily from 1:00 a.m. to 9:00 a.m.
