Riverside does not ban gas leaf blowers, but RMC § 7.35.010(B)(6) prohibits operating any lawn or garden tool between 10 p.m. and 7 a.m., and § 7.35.020(D) limits residential property maintenance to 7 a.m. to 10 p.m.

Riverside bans operating aircraft at the Municipal Airport in a way that causes unnecessary noise, and pilots must follow detailed VFR departure, approach, and pattern-altitude procedures designed to route flights away from housing.

Riverside doesn't ban barking outright: it runs a formal nuisance process under RMC Chapter 8.10. RMC § 9.12.040 makes it unlawful within Riverside to shoot, trap, snare, wound, poison, or kill any wild bird or wild fowl, or take their nests, eggs, or young, and extends the same protection to gray squirrels and other state- or federally-protected squirrels.

In Riverside, veterinary clinics and small animal hospitals must operate entirely inside a fully enclosed, air-conditioned building with no outdoor runs, per Municipal Code §19.430.030. Boarding is capped at two weeks unless tied to ongoing medical treatment, and applicants must submit a licensed acoustical engineer's soundproofing report with their discretionary permit application to keep clinic noise inside the building.

Riverside bans letting a dog run at large on any street, public place, unenclosed lot, or another person's property without permission. Cat owners still owe a poop-scoop duty under §8.04.150.

Riverside doesn't cap pets by a simple headcount in the noise or nuisance code: it does it through zoning. Keep five or more dogs, or ten or more cats, four months or older, on residential property for personal use and your home becomes a 'residential kennel' or 'residential cattery' under RMC §19.910, which triggers a mandatory Animal Control Director license under §8.18.020.

Pet grooming businesses (without overnight or long-term boarding) are permitted by right in Riverside's Office, Commercial, and Mixed-Use zones under the Permitted Uses Table, need a Minor Conditional Use Permit in industrial zones, and are barred from every residential zone -- except as a limited home occupation.

Riverside bars keeping a lion, tiger, bear, chimpanzee, gorilla, cougar, wolf, coyote, fox, lynx, poisonous reptile, or other dangerous or carnivorous wild animal on residentially zoned property. Carports and garages taking access from an alley in Riverside must be set back at least 25 feet from the alley's far boundary line under Zoning Code Section 19.440.030.D. Riverside recognizes a specific tiny-home-on-wheels category called a Movable Accessory Dwelling Unit, or MADU. Municipal Code Section 19.910.050 defines it as a towable, DMV-registered living unit between 150 and 430 square feet, built to ANSI 119.5 or NFPA 1192 park-model standards, permitted as an ADU on a residential lot.

Riverside's ADU rules set real numbers: a detached ADU can't exceed 1,200 square feet, new one-story ADUs under 16 feet need just a four-foot side/rear setback, height tops out at 20 feet for single-story units, and a single-family lot can host a primary home plus one ADU and one JADU, per §19.442.030.

Riverside caps truck idling at five minutes for any warehousing or distribution facility site under Municipal Code §19.435.040(A)(6), and temperature-controlled trucks can't idle their engines at all: they must plug into on-site electrical hookups at the loading dock instead, per §19.435.040(A)(8), adopted by Ordinance 7755 in 2026.

Riverside allows individual balloons and balloon arches at businesses only if securely tethered to a permanent structure and set back from driveways and the public right-of-way by a distance equal to the tether length, under RMC § 19.620.090(A)(3)(c). Any single balloon over 24 inches in diameter counts as a prohibited inflatable structure, and clusters cannot be tethered higher than the building itself.

Riverside bans new billboard construction outright under RMC § 19.623.020, but § 19.623.025 lets the City Council negotiate individual billboard relocation agreements that may include electronic message displays, consistent with the state Business & Professions Code outdoor-advertising provisions. Any resulting digital billboard must still meet the site, operation, and design standards of applicable state law.

Freeway-oriented signs in Riverside need a Minor Conditional Use Permit from the Planning Commission under RMC § 19.620.080(B)(7), plus findings that standard signage would be invisible from at least one-third mile before the freeway exit. California SB 329 prohibits Riverside landlords from refusing to rent based on source of income, including federal Section 8 housing choice vouchers, treating voucher refusal as illegal housing discrimination under the Fair Employment and Housing Act.

Under California's AB 1482, landlords in Riverside must have just cause to evict tenants who have occupied the unit for 12 months or more. At-fault causes include nonpayment, lease violations, and nuisance. No-fault causes include owner move-in, substantial renovation, and withdrawal from the rental market. No-fault evictions require relocation assistance equal to one month's rent. Riverside does not have additional local protections.

Every Riverside home must subscribe to city or contractor trash collection, or hold a self-hauler permit, and only city-authorized haulers may collect solid waste in the city at all, with residential service guaranteed at least once a week under RMC § 6.04.050.

Every property in Riverside must keep separate containers for solid waste, recyclable materials, and organic recyclable materials under Municipal Code Section 6.04.020(C). Automated-service properties get one container of each type standard, manual-service properties up to three, and mixing waste into a recycling bin can trigger contamination fees.

Riverside Municipal Code Section 6.06.040 requires business and multifamily covered generators to subscribe to organics recycling alongside solid waste and recycling service from the same franchised hauler. The mandate implements state laws AB 1826 and SB 1383, covering commercial food-scrap generators and qualifying multifamily properties, unless the City grants an exemption or waiver.

Every Riverside property that generates solid waste must keep enough standard automated or manual containers on site, and RMC § 6.04.020 makes it unlawful to use a cart with ragged edges or other damage: the city can suspend service or replace and bill a container not fixed within five days of notice.

Riverside requires civil unmanned aircraft flown for anything beyond hobby or recreational use, including commercial and media work, to carry FAA certification, obtain FAA exemptions, and notify the airport tower.

RMC § 9.08.090 bars flying drones or model aircraft anywhere in a Riverside city park except at a spot the Parks Director has specially set apart and authorized for that purpose. The same sentence also covers model rockets, golf-ball driving, archery, and other hazardous games.

Riverside's sidewalk food vendors -- pushcarts, wagons, and other non-motorized carts -- run under different location and hour limits than motorized food trucks. RMC § 5.38.115 caps operating hours at sunrise-to-sunset in residential areas and sunrise-to-midnight elsewhere, bars fixed-location vending on residential streets unless the vendor keeps moving, and sets buffers around fire hydrants, fire stations, hospitals, and police facilities.

Riverside requires every mobile food truck to carry two documents before selling a single item: a City business tax certificate under RMC § 5.36.050 and a County-issued Environmental Health permit under § 5.36.060, both displayed on the vehicle. Trucks may only operate sunrise-to-sunset in residential areas and sunrise-to-midnight everywhere else.

Riverside's Municipal Code, Chapter 5.36, spells out exactly where mobile food trucks can and cannot sell. Vending vehicles must be legally curb-parked, stay 100 feet clear of intersections and crosswalks, avoid metered stalls and bike lanes, and clear a 50-foot buffer from driveways. Trucks may run sunrise to sunset in residential areas and sunrise to midnight elsewhere, with both a City business tax certificate and a County health permit required.

Riverside lets residents block door-to-door solicitors outright by posting a sign, and caps solicitation hours citywide. RMC § 5.08.020 makes it unlawful to solicit at a property posted with a sign reading 'SOLICITING AT THIS LOCATION IS A VIOLATION OF LAW,' and § 5.08.040 bars all door-to-door solicitation before 8:00 a.m. or after 7:00 p.m.

RMC § 9.08.110 closes all developed Riverside parks from 10:00 p.m. to 5:00 a.m. and undeveloped parks from a half hour after sunset to a half hour before sunrise. Being present in a closed park is unlawful unless you fall under a listed exception.

RMC § 9.06.020 makes it unlawful for anyone under 18 to be in any public street, park, or other public place between 10:00 p.m. and 5:00 a.m., subject to six listed exceptions. A parent who knowingly allows the violation is guilty of a misdemeanor under § 9.06.040.

Riverside's residential zones each carry their own minimum front, side, and rear setbacks under Table 19.100.040.A: front setbacks range from 20 feet in the R-1-7000 zone up to 40 feet in RA-5, while side setbacks run as low as 7.5 feet and rear setbacks reach 100 feet in the Rural Residential (RR) zone. Zone-specific exceptions further modify these minimums for small or legacy lots.

Riverside caps how much of a single-family lot a structure can cover, and the number moves with the zone. Table 19.100.040.A sets a 30% maximum for RA-5, RR, RE, R-1-½ Acre and R-1-13000 lots, 35% for R-1-10500 and R-1-8500, and 40% for the smallest standard lot, R-1-7000.

Homes in most Riverside single-family zones, RA-5, RR, RE, and the R-1 variants, are capped at 35 feet and two stories under RMC §19.100.040, Table 19.100.040.A. Only the low-density RC zone is stricter, at 20 feet and a single story. Height is measured from finished grade to the roof's highest point.

No one may plant a tree or shrub along a Riverside public street or parkway strip without following policies the Park, Recreation and Community Services Commission adopts and the City Council approves, under RMC § 13.25.010. The same chapter gives the Commission exclusive authority to select which tree varieties may be planted.

Riverside doesn't require a permit or business tax certificate for a yard sale, but Chapter 5.49 of the Municipal Code tightly limits who can hold one and what can be sold. Sales are unlawful on residential property except as the chapter allows, only personal items the resident actually owns may be sold, and no one may rent out a lot to a third party to run a sale.

Riverside HOA architectural review follows Civil Code 4765: written procedures, fair reasoned decisions, and appeals. State law overrides restrictions on solar, EV chargers, ADUs, and drought landscaping.

Riverside requires an automatic fire sprinkler system in every new building under RMC § 16.08.145, amending California Building Code § 903.2. Riverside adopts the 2025 California Plumbing Code by reference under RMC § 16.12.020, covering 'the design, construction, installation, quality of materials, location, operation, equipment and maintenance of plumbing systems.' The Building Official keeps a certified copy on file, and RMC § 16.12.030 deletes several Chapter 1, Division II administrative sections including 104.3.3, 104.4.3-104.4.4, 104.5, 106, and 107.

Riverside adopts the 2025 California Electrical Code by reference under RMC § 16.16.020, regulating 'the erection, construction, demolition, equipment, use and maintenance of electrical systems' citywide. RMC § 16.16.051 bars any serving agency from energizing new wiring until the Building Official has inspected and approved it, and requires 24 hours' notice before an inspection.

California law, not a separate Riverside ordinance, requires every dwelling unit in the city with a fossil-fuel heater, fireplace, or attached garage to carry a State Fire Marshal-listed carbon monoxide device. Health and Safety Code § 17926 has covered Riverside single-family homes since July 1, 2011, and every other existing dwelling since January 1, 2013, with violations charged as a capped $200 infraction.

Riverside building permits expire automatically if work isn't started within one year or stalls for a year without a real inspection showing progress, per RMC § 16.04.310. All commercial and public elevators in Riverside must hold a current Cal/OSHA Elevator Unit permit and undergo annual inspection by a state-certified inspector under California Labor Code §7300-7324.2 and Title 8 California Code of Regulations §3000-3147. Commercial filming in Riverside is carved out of the special event permit system: RMC Section 2.28.050(C)(3) exempts filmmaking from Chapter 2.28 and sends producers instead to the film permit procedures in RMC Sections 5.70.010 through 5.70.090, administered separately by the City's film permit issuing authority.

No parade, procession, or funeral procession may occupy or march along a Riverside street without a City-issued permit under RMC Section 10.36.040. Because the City's temporary-use matrix administers parades as special events under Chapter 2.28, organizers apply through the same special event permit process the City Manager runs for block parties and other street events.

Closing a Riverside street for a block party requires a special event permit from the City Manager, filed at least 60 days before the event under Riverside Municipal Code Section 2.28.050. Because a block party is defined as a street closure for a festive residential or commercial gathering, the City Manager may condition the permit on notice and written approval from 50 percent of the owners or tenants along the affected street.

RMC § 9.08.120 requires anyone 18 or older to reserve a Riverside park facility through a Facility Reservation permit for regular events over 50 people, commercial sales, alcohol service, amplified sound, and other listed activities, filed 10 working days to 18 months in advance.

Riverside allows permanent outdoor dining incidental to an indoor restaurant only within a location the Community and Economic Development Director designates for that purpose under RMC §19.495.030(A). Restaurants using the public right-of-way for tables need a separate encroachment permit from Public Works plus liability insurance, and every outdoor dining area must follow the City's design guidelines.

Riverside requires anyone sponsoring a street fair, festival, farmers market, or similar gathering on City streets, parks or facilities to get a special event permit from the City Manager at least 60 days beforehand, under RMC Chapter 2.28. Vendor lists, insurance, cleanup deposits and cost-recovery fees all attach as permit conditions.

Riverside Municipal Code § 9.04.400(F) bars placing any structure or object that could hazard pedestrians on a public sidewalk between 11:00 p.m. and 5:00 a.m. without a permit, and subsection (G) declares any vehicle, object, structure, or construction material left on a public street, sidewalk, or bike path a public nuisance the Public Works Director can remove.

Riverside's Municipal Code makes the abutting property owner, not the City, responsible for repairing and maintaining the sidewalk area facing their lot, including curbs, gutters and parking strips. If an owner ignores a repair notice, the City can fix it and place the cost as a lien on the property.

Anyone placing facilities, structures, trees, landscaping, or irrigation in a Riverside street right-of-way or City easement must first obtain an encroachment permit and pay a processing fee set by City Council resolution.

Riverside bars and nightclubs holding an entertainment permit must keep noise from being 'unreasonably loud or disturbing' within 50 feet of the premises under RMC § 5.80.080(A)(22), restrict outdoor amplified sound to set daytime and evening hours, and, after three noise complaints in 30 days, face escalating Tier 2 and Tier 3 conditions that can cut off outdoor entertainment entirely.

Riverside does not operate a proactive city-wide rental inspection program. Rental habitability is enforced on a complaint basis by Code Enforcement under RMC Title 16 (Building and Construction) and California Civil Code Sections 1941.1 and 1941.3, plus state health and safety code.

The California Department of Food and Agriculture maintains the statewide Noxious Weed list (Food & Ag Code §7270+) that applies in Riverside. Arundo donax (giant reed), tamarisk (salt cedar), and pampas grass are specifically targeted for removal in the Santa Ana River corridor through regional invasive-species programs.

Homeowners in Riverside may install security cameras on their own property without a permit but cannot aim them into a neighbor's private areas (bedrooms, bathrooms, fenced backyards) where there is a reasonable expectation of privacy. California Penal Code Section 647(j) prohibits covert recording of people in private settings.

California Assembly Bill 1884 prohibits Riverside full-service restaurants from automatically providing single-use plastic straws; customers must specifically request a straw before staff may offer one with a beverage.

Riverside's Residential Agricultural (RA-5) Zone is built to keep working agriculture legal alongside a house. Municipal Code Section 19.100.030.A lists farms, orchards, aviaries and limited livestock as permitted uses, while Section 19.100.010.A ties the zone directly to preserving the area's agricultural character. Bigger operations still need a conditional use permit.

RMC § 9.04.400 bars sitting, lying, or otherwise obstructing movement on a Riverside public sidewalk or public way, but only after a law enforcement officer has first notified the person they are in violation. Exceptions cover medical emergencies, wheelchairs, permitted events, and benches provided for seating.

RMC § 9.11.030 makes it unlawful and a public nuisance to camp, maintain an encampment, or place bulky items on any Riverside public property, streets, sidewalks, parks, or open space, regardless of shelter-bed availability, unless the City Manager specifically authorizes it.

Riverside regulates shared electric scooters and bikes through operator permits, designated parking corrals, speed governors near UC Riverside and downtown, and state vehicle code rules requiring riders 16 and older to use bike infrastructure where available.

Riverside makes it unlawful to drive, park, or operate any vehicle or bicycle contrary to signs marking a street or sidewalk as a designated bicycle lane. Cyclists also owe all the same rules of the road as motor vehicle drivers.

The City of Riverside has no dedicated data-center ordinance. Title 19 does not list data centers, so the Community & Economic Development Director sites them in the BMP, General Industrial (I), or Airport (AIR) zones as a use similar to permitted research, warehousing, or manufacturing.

The City's noise ordinance caps exterior sound at 55 dBA daytime and 45 dBA at night at a residential property line. Unlike Riverside County, the City does not exempt cooling equipment: air conditioners and refrigeration devices are named, regulated noise sources.

If a Riverside landscape project uses the code's prescriptive compliance option instead of the full water-budget calculation, new turf is capped at 25% of the landscape area for homes and banned entirely on commercial and institutional sites under RMC §19.570.130(B)(4); turf is also barred on steep slopes and in narrow parkways.

California density bonus law gives Riverside developers extra units, height, and concessions in exchange for affordable, senior, or veteran housing set-asides, applying citywide on top of base zoning and stacking with state ADU and SB 9 rules.

Riverside property owners must exterminate rodent infestations the moment they discover them under RMC Chapter 6.22. Riverside requires anyone owning, operating, or managing a pawnshop or secondhand dealer establishment to hold a permit from the Chief of Police under RMC § 5.90.060, on top of a state pawnbroker or secondhand dealer license, a City business tax certificate, and a minor conditional use permit: all before the establishment permit will even be issued.

Riverside regulates tattoo and body piercing parlors as a "Personal Services" zoning use, permitted by right only in office, commercial and mixed-use zones. The city repealed its standalone tattoo-parlor licensing chapter (former RMC 19.405) in November 2023, leaving zoning placement as the sole citywide-code-based control on where a shop may open.

Any smoke shop, vape store, or other tobacco retailer operating in Riverside must hold a valid Tobacco Retail Establishment Permit from the city before selling any tobacco product or paraphernalia. The two-year permit under RMC § 6.24.030 is nontransferable, tied to one fixed location, and operating without it is declared a public nuisance subject to closure.

Riverside's home-occupation ordinance runs on a closed list. Municipal Code Section 19.485.030 opens 'Only the following business activities are permitted as home occupations' and enumerates nine categories from telecommuting to small electronics repair. Auto or vehicle repair is not among them, so a residential repair shop is not a lawful home occupation.

Riverside's non-consent, police-directed towing runs entirely through a contracted 'official police tow service' under RMC Chapter 5.15. Selected tow companies sign a City agreement with eligibility rules, must post an approved rate schedule in every truck, and charge no more than the City's maximum approved hourly rates - $252 standard, $291 medium duty, $361 heavy duty.

Riverside requires anyone operating a pawnshop or secondhand dealer establishment, including EcoATM-style kiosks, to hold a police-issued establishment permit on top of state licensing, a city business tax certificate, and a minor conditional use permit before opening.

No one may own, operate, or manage a massage establishment in Riverside without a permit from the Chief of Police. Applicants submit a sworn application, fingerprints, and a non-refundable fee, and the Police Department investigates before granting or denying the permit.

Riverside requires an Adult-Oriented Business Regulatory Permit from the Police Chief before anyone can operate a strip club, adult bookstore, arcade, or similar business. Applicants must submit a certified site drawing proving required buffers: 500 feet from another adult business or a residential zone, 500 feet from any church or park, and 100 feet from any school or day care center.

Riverside bans smoking, including electronic cigarettes, in any public place under RMC Chapter 6.23. City buildings, parks, restaurants, bars, stores, stadiums, gas stations, playgrounds, taxis, buses, and transit stops are all off-limits, whether the location is publicly or privately owned, whenever it is open to the general public.

Riverside Municipal Code § 9.07.040 makes it unlawful for anyone under 18 to consume cannabis, alcohol, or any other controlled substance in a public place or place open to the public. The rule sits inside the city's Social Host of Minors Accountability chapter, adopted to curb underage gatherings.

Jaywalking is illegal in Riverside's business districts. RMC § 10.40.050 requires every pedestrian to cross at a marked crosswalk there, and the same crosswalk-only rule reaches the unmarked side of any intersection that has a marked crosswalk, as long as the City has posted signs giving notice of the requirement.

Riverside Municipal Code § 9.04.120 makes it unlawful to loiter, stand, or sit at the entrance of any church, hall, theater, or place of public assemblage in a way that obstructs the entrance. The rule dates to the City's prior code § 21.33 and targets entrance-blocking, not loitering generally.

RMC § 9.04.400(E) makes it unlawful to urinate or defecate in public anywhere in Riverside, except in a urinal, toilet, or commode inside a bathroom or restroom enclosed from public view. The rule sits inside the City's broader 'Conduct on public property' section and is chargeable as a misdemeanor or infraction.

Riverside Municipal Code § 9.04.290 makes it unlawful to ride a bicycle, scooter, roller skates, skateboard, or similar contrivance on any sidewalk inside a business district, including the Main Street Mall between Sixth and Tenth Streets. The same prohibition reaches private sidewalks and parking lots in business districts once the owner posts a sign citing this section.

RMC § 9.05.030 makes it unlawful to drink or consume any alcoholic beverage in any public place in Riverside, and § 9.05.020 separately bars possessing an open alcoholic beverage container on posted premises next to off-sale liquor stores or in any City park. Violations are infractions under § 9.05.060.

RMC § 9.04.740 declares loud or unruly gatherings a public nuisance and makes the 'responsible party', host, tenant, or property owner, subject to fines. The City can order attendees to leave, cite the property, or arrest anyone committing a separate criminal violation during the gathering.

Riverside bans two different things under RMC §9.04.010: soliciting 'in an aggressive manner' anywhere in public, and soliciting at all in a list of specific high-risk spots, within 15 feet of a bank or ATM, from vehicle occupants, in parking lots after dark, on public transit, at gas pumps, near driveways, on medians and freeway ramps, and at outdoor dining areas.

Riverside sorts every business into a tax classification under RMC § 5.04.300 and bills annual tax on gross receipts.
