Sacramento restricts gas-powered leaf blowers by time of day and sound level under SMC Chapter 8.68; CA AB 1346 phases out gas-powered SORE equipment statewide.

Sacramento bans motor noise "not reasonably required in the operation" of a vehicle, including backfiring and motor racing, and requires every combustion engine's exhaust to run through a muffler that prevents loud or explosive noise. Both are "specific unlawful noises" under City Code § 8.68.200, enforced with a mandatory oral warning before any misdemeanor citation.

Sacramento gives pre-existing industrial and commercial facilities a one-year grace period to meet the city's noise chapter, but only if they show reasonable efforts to cut excess noise during that year. Once the year ends, the facility is fully bound by the exterior and interior noise limits in Sacramento City Code Chapter 8.68, with no further exemption.

Sacramento City Code caps aircraft noise at Sacramento Executive Airport at 84.0 EPNdB measured at take-off. Any pilot who takes off or lands a louder aircraft commits a misdemeanor under City Code § 12.88.520. The airport director determines noise levels from FAA advisory circulars or actual measurement, and violators receive written notice before Penal Code § 836.5 citations issue for repeat offenses.

Concerts, athletic events and other outdoor activities using amplified sound in Sacramento are capped at 96 dBA Leq in September and October and 98 dBA Leq the rest of the year, measured within 150 feet of the source. Amplified sound must also stop by 10 p.m. Sunday through Thursday and by 11 p.m. on Friday, Saturday and specified holiday eves.

Sacramento exempts ordinary construction noise from its general noise ordinance only between 7 a.m. and 6 p.m. Monday through Saturday, and between 9 a.m. and 6 p.m. on Sunday. Outside those hours, or if machinery lacks a working muffler, the exemption disappears and the noise is treated as an ordinary violation.

Sacramento outlaws "the keeping of any animal, fowl, or bird which by causing frequent or long continued noise shall disturb the comfort or repose of persons in the vicinity." A barking dog that meets that standard is a specific unlawful noise under City Code § 8.68.200(L), enforced with a required oral warning before any citation.

Yelling, shouting or singing on Sacramento's streets between 10 p.m. and 7 a.m. is specifically declared unlawful noise if it disturbs nearby residents, and running a power saw, planer or other powered tool in that same overnight window is banned outright if it disturbs a neighbor's peace. Both sit in the city's list of noises unlawful without any decibel test.

Sacramento does not force every short-term rental host to stay on-site. Instead, City Code § 5.114.300(B)(1) lets the city manager impose an on-site presence requirement as a condition on a permit that is being suspended, revoked, or conditioned: a discretionary enforcement tool, not a baseline rule for all rentals.

A history of noise violations can cost a Sacramento host their short-term rental permit. City Code § 5.114.120(E) lets the city manager deny an application when the property owner or occupants have more than once been found in violation of Chapter 8.68, the city's Noise Control chapter.

A Sacramento short-term rental permit that was denied or revoked can lock the property out of the program for two years. City Code § 5.114.120(G) makes a prior denial or revocation within two years of a new application a stand-alone ground for the city manager to deny it again.

Sacramento's short-term rental code reaches booking platforms directly. City Code § 5.114.400 bars a hosting platform from accepting a fee for a booking unless the host holds a valid city permit, and treats the platform as a tax "operator" that must collect and remit the transient occupancy tax and keep records for city inspection.

Sacramento caps every short-term rental at six guests, whether the booking covers a single unit or, for hosts who live elsewhere, an entire lot. City Code § 5.114.200 sets the number and ties it to the short-term rental permit issued under Chapter 5.114, so exceeding the cap is a permit violation as well as a code violation enforceable by the city manager.

Sacramento bars a host from operating short-term rentals in more than one dwelling unit on the same lot unless that host's primary residence is inside the city. City Code § 5.114.100(D) ties multi-unit short-term renting on a single parcel directly to the operator living in Sacramento.

Every Sacramento short-term rental permittee must keep a written register recording each date lodging was provided, the number of lodgers per night, and the rent charged. City Code § 5.114.220 requires the log be kept in printed form for at least three years, and non-primary-residence hosts must mail an updated copy to the city every January, April, July, and October.

Non-primary-residence short-term rentals in Sacramento are capped at 90 aggregate rented days per permit term. City Code § 5.114.210 imposes the cap only on permittees whose rental is not their primary residence; owner-occupied primary residences carry no such annual limit.

Sacramento short-term rental permittees owe both the business operations tax under Chapter 3.08 and the uniform transient occupancy tax under Chapter 3.28, on top of a nonrefundable permit application fee and appeal fee the city council sets by resolution. City Code §§ 5.114.020 and 5.114.270 impose the fees and taxes as conditions of operating under Chapter 5.114.

Sacramento bars parking any commercial vehicle rated 10,000 pounds or more on private property zoned R-1 through R-5, R-O or RMX unless five conditions are met: one vehicle per lot, a paved slab, a six-foot screening fence, and 25-foot front and side setbacks, per City Code § 10.44.020.

A red curb in Sacramento means no stopping, standing, or parking at any time: the only exceptions are what the California Vehicle Code allows and a transit bus using a marked red bus zone, under City Code §10.36.130(A). Sacramento requires an administrative permit before installing electrified fencing, limits it to M-1/M-2 industrial zones with a 10-foot maximum height, and mandates a non-electrified perimeter wall, warning signage, and emergency-access features for first responders.

Sacramento's zoning code treats veterinary clinics and hospitals as a permitted use in the SC (Shopping Center) zone under Sacramento City Code § 17.216.510, but only if the entire business operates inside a building: outdoor boarding of animals is barred there outright. In the R-4 zone, § 17.208.510 caps clinics at 25% of gross floor area or 6,400 square feet, with zoning administrator approval required.

Sacramento lets a resident run a pet-sitting, grooming, training, or veterinary-care business from home only with an administrative permit under City Code § 17.228.210.E, but the grooming, sitting, training, or treatment work itself can't happen at the house. Sacramento requires dogs to be leashed or tethered whenever off their owner's property, and even on the owner's own property unless fenced, tethered or under the owner's direct control, per City Code §§ 9.44.020 and 9.44.220. Leashes and tethers can't exceed eight feet.

Sacramento requires a dog to be spayed or neutered at the owner's expense before a second or subsequent redemption from animal care services after being impounded for running at large, under City Code § 9.44.190. The manager can waive it for extenuating circumstances.

Sacramento requires every cat over four months old to be licensed by the city, and bans keeping an unsterilized cat unless the owner holds an unaltered-cat license or qualifies for a health exemption, under City Code § 9.44.430.

Sacramento prohibits feeding wildlife including deer, coyotes, turkeys, and waterfowl along the American River Parkway under SMC 9.44 and CDFW code.

Sacramento does not ban any dog breeds; California Food and Agricultural Code 31683 preempts breed-specific bans except for mandatory spay/neuter programs.

Sacramento aligns with California Assembly Bill 485 to ban the retail sale of dogs, cats, and rabbits in pet stores unless sourced from public shelters or qualifying nonprofit rescues, and city zoning rules govern where pet stores may operate.

Owning a wild animal in Sacramento requires a permit from the city's animal care services manager under City Code § 9.44.380. The permit requirement doesn't apply to licensed veterinarians, accredited zoos, state-licensed game farms, research institutions and similar exempt facilities.

California AB 1572 bans potable water use on ornamental turf at commercial and public sites; Sacramento allows residential artificial turf, but HOAs cannot forbid it under Civil Code 4735.

Sacramento encourages California native plants through the Model Water Efficient Landscape Ordinance (MWELO) and SMUD turf-replacement rebates.

Sacramento's strict tree canopy is protected by SMC Chapter 12.56; permits are required to prune city trees and Heritage trees above light maintenance.

Cutting down a protected tree in Sacramento comes with a mitigation obligation. City Code § 12.56.060 requires one-for-one replacement on lots with a house or duplex, or a 1-inch-DSH-for-1-inch-DSH ratio elsewhere, satisfied by planting, an in-lieu fee, or credit for preserved smaller trees.

Running a business from a Sacramento house needs either an administrative permit or a conditional use permit under City Code §§ 17.228.210–17.228.220. Listed occupations qualify for the faster administrative track if the applicant signs a declaration promising to meet every special condition; anything else, or any listed use that can't meet its condition, goes to the zoning administrator for a discretionary CUP.

Sacramento bans any sign, nameplate, or advertising at a home occupation's address outright. City Code § 17.228.230.A.7 applies the no-signage rule to every home business in the city, administrative-permit or conditional-use-permit alike, with no square-footage exception.

Sacramento caps client and customer visits to a home occupation at one per hour and eight per day under City Code § 17.228.230.A.4, and counts a parent with children as a single visitor. The cap applies unless the specific occupation's special condition or CUP already bars visits at the house altogether.

A small family day care home for up to 14 children is allowed by right as an accessory use in any Sacramento residential zone, including R-1 single-unit neighborhoods, with no conditional use permit or special zoning review required under City Code § 17.204.210.

Every swimming pool built in Sacramento must be completely enclosed by its own fence at least five feet tall, with no gaps, footholds, or climbable rails, and the only way in from outside has to be a self-latching gate that stays closed. Sacramento City Code treats every swimming pool as a structure, so building one requires the same building permit process used for any other structure. An application, and sometimes engineered plans, must be filed with the chief building official before excavation or installation begins.

Converting an existing garage or other accessory structure into an ADU in Sacramento does not trigger the interior side-yard and rear-yard setbacks that apply to new ADU construction. Section 17.228.105(B)(2)(c)(iii)(3)(a) waives setback compliance for an existing structure, or one rebuilt in the same footprint, that is converted into an ADU.

A single-unit lot in Sacramento may add up to two accessory dwelling units, one ADU plus one junior ADU, or two junior ADUs; duplex and multi-unit lots may add up to two ADUs. Detached units are capped at 1,200 square feet total, and attached units are capped at the greater of 50% of the primary home's floor area or 850-1,000 square feet depending on bedroom count.

A Sacramento junior accessory dwelling unit, capped at 500 square feet and built within the walls of the primary home, requires the property owner to live on site, unless the property is owned by a government agency, land trust, or housing organization. The requirement is locked in with a recorded deed restriction under Government Code section 66333.

A carport attached to a Sacramento home must follow the zone's height, setback, and lot coverage rules and meet minimum interior dimensions set in Sacramento City Code § 17.624.040 -- 10 feet wide by 20 feet deep for a single-unit or duplex dwelling, reducible to 8 feet wide with an 8-foot side-yard setback. Multi-unit dwelling carports follow the same 10-by-20 minimum.

Sacramento's Fire Code amendments treat a barbecue grill, barbecue pit, incinerator or outdoor fireplace as contained cooking equipment, separate from an open 'recreational fire.' Uncontained recreational fires must stay at least 25 feet from any structure or combustible material, and a fire permit is required to ignite or maintain a fire on public property or on private property without the owner's consent.

Sacramento requires new construction and substantial improvements in mapped flood zones to elevate the lowest floor at least one foot above the base flood elevation, with a stricter dual standard near Magpie Creek. Section 15.104.050(A)(3) sets zone-specific elevation rules, and a licensed engineer or surveyor must certify the finished elevation before the project is signed off.

A boat dock or marina anywhere in Sacramento's F (Flood) zone along the Sacramento or American Rivers needs a discretionary conditional use permit approved by the Planning and Design Commission before it can be built, under City Code § 17.200.310.

Sacramento City Code Chapter 8.116 caps engine idling for heavy trucks over 14,000 pounds GVWR, transport refrigeration units, and off-road equipment of 50-plus horsepower at five consecutive minutes, or five aggregate minutes per hour, at any one location. Drivers must shut engines off on arrival, and violations are infractions with added administrative and nuisance penalties.

Sacramento is an inland city located approximately 80 miles from the Pacific Coast and is not within the California Coastal Commission's jurisdiction. Coastal development permits under the California Coastal Act do not apply. However, development along the Sacramento and American Rivers and near local waterways is subject to environmental review, CEQA compliance, and permits from agencies such as the US Army Corps of Engineers and the Central Valley Flood Protection Board.

Sacramento City Code Chapter 13.16 bans any nonstormwater discharge into the city's storm drain system unless it falls within a listed exemption. Violations carry civil penalties up to $5,000 per day or $10 per gallon, plus misdemeanor criminal liability, enforced by the Department of Utilities.

No one may grade any site in Sacramento without first getting the director's approval under City Code § 15.88.060. Small jobs are exempt below set cubic-yard, depth, and slope thresholds, but everything else needs a grading permit, review for CEQA compliance, and payment of a city-council-set fee before work starts.

Sacramento adopts FEMA's flood insurance study and flood insurance rate maps by reference and applies Chapter 15.104 to every special flood hazard area in the city. No structure may be built, extended, converted, or substantially improved, and no land may be graded for development, in a mapped flood zone without full compliance with the chapter and a flood hazard evaluation from the local administrator.

Sacramento has not opted out of commercial cannabis. Chapter 5.150 and Title 17 Article IX affirmatively license dispensaries, cultivation, manufacturing, testing and delivery citywide through a conditional use permit. The zoning administrator approves CUPs for dispensaries sited more than 600 feet from sensitive uses and for any production use; the planning and design commission handles closer dispensaries and consumption lounges.

Sacramento requires cannabis dispensaries and many other cannabis businesses to maintain a 600-foot buffer from K-12 schools, day cares, and youth centers, mirroring California Business and Professions Code 26054 statewide minimums.

California Proposition 64 (2016) and Health and Safety Code 11362.2 allow adults 21+ to cultivate up to six cannabis plants per private residence. Sacramento permits indoor home cultivation but restricts outdoor visibility.

Sacramento's building official must run a fast-track review for small residential rooftop solar systems under City Code § 15.08.180. Eligible systems top out at 10 kW AC or 30 kW thermal on a single-unit or duplex home. A complete application matching the city's checklist gets same-review approval, and only one inspection is required unless the system fails.

Under the California Solar Rights Act (Civil Code §714 and §714.1), HOAs in Sacramento cannot prohibit or unreasonably restrict solar energy system installations. Any HOA rule that effectively prevents installation or significantly increases cost is void and unenforceable. HOAs may impose reasonable aesthetic requirements that do not significantly reduce system efficiency or increase cost by more than $1,000.

Sacramento bans new digital billboards outright except through a city council agreement. Section 15.148.965 lets the council authorize digital billboards only on city-owned or city-leased land next to a freeway, capped at 85 feet to the display face, a 700-square-foot display face, and still images held at least 8 seconds with no motion or flashing.

Sacramento City Code § 15.148.910 caps permanent window signage at two signs per ground-floor occupancy and four square feet of total area, for every building except those in the R residential and A agricultural zones. The signs count on top of whatever exterior signage the rest of Chapter 15.148 already allows that occupancy.

Sacramento City Code § 15.148.850 has banned new off-site signs and billboards within 660 feet of any freeway right-of-way, visible to freeway traffic, since April 4, 1970: existing ones may not be altered or relocated either. On-site signs in that same freeway band face separate size and height caps under § 15.148.860, which differ by commercial or industrial zone.

Sacramento regulates signs under City Code Chapter 15.148 (Sign Ordinance). Political signs on private residential property are broadly protected under the First Amendment and California Election Code §18370. The City cannot prohibit political signs on private property during election periods. Signs in the public right-of-way are prohibited and subject to removal. There are no permit requirements for temporary political signs on private property.

Sacramento treats a garage- or yard-sale sign as a permit-exempt "temporary sign": in residential, agricultural and open-space/business (R, A, OB) zones the total display area of all temporary signs on a parcel is capped at 10 square feet, height at 6 feet, and display at 180 days per calendar year, with strict placement limits.

Every vacant lot owner in Sacramento must register the property with the city, pay a vacant lot program fee, and designate a local contact: lots that rack up two or more code-violation orders in 36 months become 'nuisance vacant lots,' triggering a monthly monitoring fee and a mandatory posted sign until the property is cleared.

Sacramento declares any building the chief building official finds dangerous a public nuisance and orders it repaired, demolished, secured or vacated under City Code Chapter 8.96. Owners get 30 days to start work and face daily misdemeanor charges plus steep civil penalties for noncompliance.

Sacramento requires shielded, non-spillover exterior lighting on every off-street parking facility citywide under City Code § 17.608.040.L, setting minimum illumination levels, vandal-resistant fixtures, and a landscaping-coordination rule so light standards do not glare onto adjacent streets and properties.

Sacramento City Code Section 8.100.550 declares any building endangering the life, health, safety or welfare of occupants a "substandard building," and Section 8.100.560 spells out inadequate sanitation -- missing plumbing, no hot water, inadequate heat, rodent infestation, lead hazards -- as one of the disqualifying conditions, backed by the city's notice-and-order and posting enforcement machinery.

Under Sacramento's Tenant Protection Program, a rent increase is not effective until the landlord delivers written notice to the tenant, and that notice must include the information the city's tenant protection program administrative procedures require. Any increase beyond the annual cap also requires the landlord to first go through the §5.156.060 hearing process.

Sacramento prohibits landlord conduct intended to force tenants out, including utility shut-offs, lock changes, threats, and constructive eviction tactics, with civil penalties under the Tenant Protection & Relief Act.

Sacramento requires landlords to pay relocation assistance equal to roughly two months of rent when terminating a tenancy for no-fault reasons such as owner move-in, withdrawal, or substantial remodel under the Tenant Protection Act.

No-fault grounds like owner move-in and market withdrawal require at least 120 days' advance written notice.

No one may lawfully rent housing in Sacramento without registering each unit with the city and paying the annual rental housing inspection program fee, under Section 8.120.060. Registration runs five years, requires a named local contact within 35 miles of city hall, and lapses early if the owner misses a fee payment or fails to report changes within 30 days.

Operating a massage business in Sacramento requires a city permit good for only one site.
