Richardson Code Ch. 13, Art. III, Div. 2 prohibits unreasonably loud noise at all hours. Sec. 13-72 makes it unlawful to create noise offensive to ordinary sensibilities. Sec. 13-74 prohibits noise detrimental to life or health. Construction noise is specifically restricted between 6 PM and 7 AM.

Under Sec. 13-75(9), construction noise near residential areas is unrestricted 7 AM to 6 PM weekdays. Before 7 AM, after 6 PM, and on weekends, construction must not exceed permissible octave band decibel limits. A permit from the city manager's office is required for after-hours work.

Sec. 13-75(3) declares playing any radio, TV, phonograph, or musical instrument with volume disturbing the peace, quiet, comfort, or repose of persons in any dwelling to be loud and disturbing noise. Sec. 13-75(13) prohibits drums, loudspeakers, or devices used to attract attention at businesses.

Industrial and commercial noise in Richardson is regulated by zoning-based performance standards and the general noise ordinance. The Telecom Corridor hosts data centers and light manufacturing subject to property-line sound limits.

Richardson bans letting an animal unreasonably bark, howl, crow, or make unprovoked loud noise that disturbs a person of ordinary sensibilities for at least 15 minutes. A prosecution requires a complaining witness and a dated, timed audio or video recording.

Richardson sets no decibel or audible-at-a-distance limit for vehicle noise. Section 13-75 instead bans loud car radios, rattling out-of-repair vehicles, muffler-less exhaust, and loudspeakers mounted on moving trucks as 'loud, disturbing and unnecessary' noise offenses enforced by Richardson police.

Short-term rental guests must comply with Richardson's general parking ordinances under Ch. 13, Art. I. On-street parking is subject to the same rules as all residents, including restrictions on RV parking and front yard parking prohibitions.

Richardson requires every short-term rental owner to collect and remit hotel occupancy tax under Chapter 12 of the city code, and to provide the director or finance department a guest and tax accounting within 30 days of a request, even when a listing platform collects the tax.

Richardson requires a valid short-term rental registration certificate before any STR can operate, with a separate certificate for each individual unit. Certificates are nontransferable, expire December 31 each year, and can be denied or revoked at the city's discretion.

Richardson bars short-term rental guests and owners from making noise that violates the city's noise ordinance, and ties habitual noise complaints directly to STR registration revocation. Two or more noise-related convictions at an STR within 12 months count as a habitual nuisance, letting the director pull the property's registration for a full year.

Richardson's Fire Code amendments prohibit open burning and bonfires outright citywide, extend any Collin or Dallas County burn ban into the city automatically, and let the fire code official order any open burning extinguished.

Richardson adopts the International Fire Code (2021 Edition) per Sec. 8-27, which requires smoke alarms in all residential units. Texas Property Code Sec. 92.255 also requires landlords to provide working smoke alarms in rental properties.

Richardson bans bonfires outright and requires any permanently installed outdoor firepit to sit at least 10 feet from a structure or combustible material. Recreational fires and outdoor fireplaces must be constantly attended and backed by a fire extinguisher until fully out.

Richardson regulates on-street parking under Chapter 22 (Traffic). Vehicles must be parked parallel to the curb with right wheels within 18 inches. A minimum 10 feet of roadway width must remain clear for traffic.

Richardson bars parking a car, truck or motorcycle in the front yard or a corner side yard on anything but an approved paving surface. Section 13-1(b) makes it unlawful for property owners in residential, duplex or apartment districts to let vehicles sit on dirt, grass or gravel between the front wall and the property line.

Richardson defines curb and freight loading zones and lets the city traffic engineer decide where they go. Loading in an alley is capped at 30 minutes, and tractor-trailers and other road tractors can't load or unload on residential streets at all, except for a moving van.

Richardson prohibits parking the same vehicle on a public street for more than 24 continuous hours, and restricts overnight parking of commercial vehicles, RVs, and trailers in residential areas.

Richardson prohibits parking box trucks, semis, dump trucks and any vehicle over 23 feet long, eight feet wide or ten feet tall on residential, duplex, townhome or apartment property, including the street out front. Section 13-3 also caps visible business-marked vehicles at one per residential lot.

Richardson bans parking a recreational vehicle, boat, trailer or manufactured home in the front yard, a corner side yard facing the street, or on vacant residential land, unless it sits in a side or rear yard fully screened by a six-foot fence or hedge. Owners get four loading and four vacation exceptions a year, each capped at a set number of days.

Junked vehicles that are wrecked, dismantled, or inoperable without current registration or safety inspection may not be kept in public view. Richardson Code Enforcement actively enforces these provisions under Chapter 14 (Nuisances).

Richardson requires a fence permit from the building inspection department before building any fence over two and a half feet tall. The application must include plans and specifications the chief building official approves, and the finished fence has to pass inspection.

Richardson caps residential fences at eight feet along rear and side property lines, but only three feet in the front yard, and requires a five-by-20-foot clear sight triangle at every alley-street intersection so fences do not block traffic visibility.

Richardson allows wood, concrete, masonry, chain link, wrought iron, metal tubing, vinyl and fiberglass composite fencing, but bans barbed wire, razor ribbon, sheet metal, corrugated steel and fiberglass panels or plywood repurposed as fence material citywide, with one industrial-zone exception.

Richardson does not have breed-specific legislation. Under Sec. 5-7, any animal may be declared dangerous or vicious through a complaint and hearing process with the Director of Health. Dangerous animals may be ordered removed from the city or destroyed.

Richardson makes it unlawful to own, possess, keep, or harbor any wild animal within the city, with no household-pet exception. Only government entities, public zoos, research institutions, licensed exhibitions, rodeos or circuses, and licensed wildlife rehabilitation centers are exempt.

Richardson does not require spay/neuter citywide, but Sec. 5-17(b) lets the city force an unaltered dog or cat to be spayed or neutered before release once it has been impounded twice or more, with the animal shelter's fee charged to the owner.

Richardson permits residential beekeeping subject to hive setbacks, colony limits based on lot size, and registration under Texas Agriculture Code Chapter 131 for beekeepers with six or more colonies.

Richardson caps backyard flocks at eight hens and bans roosters outright under City Code Sec. 5-18. Chickens must live in a covered, predator-proof coop giving at least one square foot of roosting area and ten square feet of outdoor run per bird.

Under Sec. 5-9(1), dogs must not run at large. Off-premises, dogs must be on a leash no more than 6 feet long. On premises, dogs must be confined by a substantial fence or secured by a metal chain/leash. All dogs must be vaccinated and microchipped.

Richardson requires tree branches and vegetation to clear seven feet above sidewalks and 14 feet above streets and alleys. Section 13-141 also makes property owners trim growth back one foot from paved alley pavement and caps encroachment into unpaved alley or utility easements at one foot.

Richardson encourages xeriscape and native-plant landscaping. Texas Property Code 202.007 prohibits HOAs from banning drought-resistant landscaping, subject to reasonable design standards.

Richardson enforces its Water Conservation Plan and Water Resource Emergency Management Plan citywide, requiring every water user, including irrigation customers, to follow the stage restrictions the city manager orders. A first violation draws a warning letter; a second draws a municipal court citation and a fine up to $2,000.

On nonresidential, multifamily and undeveloped property in Richardson, cutting down a protected tree (6-plus inches DBH) or a specimen tree (24-plus inches DBH) requires a permit from the development services director first. Removing one without a permit is a separate offense per tree, punishable by up to $2,000. Developed single-family and duplex homes are exempt.

Richardson permits artificial turf in single-family rear yards and in commercial landscape applications, with standards for quality, drainage, and installation. Front-yard use may be restricted in some zoning districts or by HOAs.

Richardson allows and encourages residential rainwater harvesting. Texas Property Code 202.007 prohibits HOAs from banning rain barrels and cisterns, though reasonable location and color standards may apply.

A home occupation or no-impact home-based business in Richardson cannot generate more vehicle traffic than a residential street normally carries. No-impact operations also cannot push customer cars onto the street, and client and employee parking has to fit within the home's own off-street spaces.

A Richardson home occupation cannot advertise itself with any sign at all. Section 10(a)(6) bans interior and exterior signs, advertisements, or displays that promote the business, and Section 10(a)(5) separately forbids anything visible from outside indicating the home is used for more than a dwelling.

Richardson allows a home occupation as an accessory use in a residential dwelling only if it stays incidental to living there: no more than 20 percent of the home's floor area, conducted entirely indoors, no exterior building changes, and no more than one non-resident employee.

Richardson permits home-based child care through a registered family home permit capped at six children during school hours and eight at any other time, counting the caregiver's own kids. Operators need a health department permit, an annual inspection, and city council approval through a public hearing to care for more than eight and up to 12 children.

Texas cottage food law allows home production of non-hazardous foods without local permits, but annual sales cannot exceed $50,000.

Under Sec. 6-212, every swimming pool, spa, or hot tub containing water over 24 inches deep must be completely surrounded by a fence, wall, or solid structure at least 4 feet high with self-closing, self-latching gates. Openings may not allow passage of a 4-inch sphere.

Above-ground pools over 24 inches deep require a permit in Richardson and must meet pool barrier, setback, and electrical standards.

Richardson zoning has no true accessory dwelling unit category. The only living-quarters accessory building it allows in single-family districts is a 'servants' quarters,' and the zoning definition bars it from ever being rented out or used as a separate dwelling, and strips it of any kitchen or its own utility hookups.

A Richardson tool or storage shed skips a building permit only if the roof area is 40 square feet or less. Anything larger falls under the zoning ordinance's accessory-building limits: one story, a 12 or 25-foot height cap, and a 3-foot side and rear setback.

Richardson's amended fire code bars charcoal grills, open-flame cookers and similar devices from combustible balconies and decks, and requires 10 feet of clearance from combustible construction elsewhere. Single-family and duplex homes are exempt, and sprinklered buildings get a pass too.

Richardson requires new construction and substantial improvements to residential structures in a special flood hazard area to sit with the lowest floor, including any basement, elevated two feet above the base flood elevation. A licensed engineer or land surveyor must certify the elevation on a FEMA certificate, and floodways bar new fill or building outright unless engineering proves no rise in flood levels.

Richardson makes every property owner and every contractor personally responsible for stopping silt, earth and topsoil from washing off a site onto city streets, sidewalks, storm drains or drainage easements, and the city can withhold permits, plats and certificates of occupancy until an uncontrolled site is stabilized.

In Richardson's FEMA special flood hazard areas, any new or substantially improved residential structure must have its lowest floor, including basement, elevated a full two feet above the base flood elevation, verified by a FEMA elevation certificate.

Richardson has adopted the 1989 Storm Drainage Design Manual, prepared by Shimek, Jacobs and Finklea, as the city's controlling storm drainage standard. The manual overrides any conflicting city ordinance, resolution or policy on storm drainage design and applies to every subdivision, development and drainage improvement inside the city and its extraterritorial jurisdiction.

Only state-licensed low-THC Compassionate Use dispensaries are legal in Texas; Richardson zoning does not establish recreational or medical marijuana dispensary categories.

Home cultivation of marijuana is illegal in Richardson under Texas Health & Safety Code Chapter 481, with penalties ranging from Class B misdemeanor to felony.

Texas Property Code Section 202.010 (SB 398) bars Richardson HOAs from prohibiting solar panels, limiting them to reasonable aesthetic conditions.

Residential rooftop solar installations require a Richardson building and electrical permit, with structural review for mounting and NEC compliance for wiring.

Richardson caps window signage at 25 percent of the total visible window area per facade under Sec. 18-96(35), counting poster marquee signs toward the same limit, and no permit is required for a window sign that meets the section's design rules.

Temporary holiday lighting and decorations in Richardson are exempt from sign permits but must comply with electrical safety, setback, and noise rules.

Electronic message signs in Richardson must hold each message at least four minutes, change it within two seconds, skip all flashing or animation, and cap brightness at one foot-candle at the property line, under Sec. 18-96(8), with a city sign permit required before installation.

Richardson regulates signs under Chapter 18. Texas Election Code Sec. 259.001 broadly protects political signs on private property. Local governments may not prohibit political signs except for reasonable time, place, and manner restrictions related to safety.

Richardson regulates temporary signs including garage sale signs under Chapter 18. Signs must not be placed in public rights-of-way or on utility poles. Garage sale signs should comply with the city's temporary sign provisions.

Owners of vacant lots in Richardson must keep grass and weeds under 12 inches, remove trash and debris, and secure the property against dumping.

Richardson enforces property maintenance standards under Chapter 14 (Nuisances) and minimum property standards. Properties must be free of trash, debris, and accumulated materials. Code Enforcement conducts daily residential inspections.

Every outdoor light fixture in Richardson, in any zoning district, has to be built and aimed so its beam does not cross the property line. The zoning ordinance's performance standards ban glare or direct illumination intense enough to create a nuisance or interfere with a neighbor's use of their land.

Richardson caps how bright a light can be at a property line: outdoor lighting in any zoning district cannot exceed one foot-candle measured at the boundary. City, county, or school-owned park and athletic field lighting is the only carve-out from that numeric ceiling.

Rental habitability in Richardson is governed by Texas Property Code Chapter 92 and the city's property maintenance code. Landlords must provide working smoke alarms, keep buildings weather-tight, and remedy conditions that materially affect tenant health and safety.

Texas Local Government Code 214.902 preempts rent control; Richardson may not cap rents or annual increases on private residential property.

Texas does not recognize just-cause eviction; Richardson landlords may decline to renew a lease for any lawful, non-discriminatory reason.

Richardson lets residents set out brush, shrubs, tree trimmings, lawn clippings, logs and boards for collection only if tied in bundles or stacked, or placed in a receptacle, and every bundle or filled container is capped at 50 pounds. Richardson requires garbage and recycling receptacles to sit at the rear of the property next to the alley where one exists, or at the front edge of the sidewalk where there is no alley, and only where the solid waste crew can reach them. Carts may not stay on the public right-of-way except on the days the solid waste superintendent designates for collection.

Richardson provides weekly curbside trash collection. Most homes have alley pickup. Trash must be out by 7 AM on collection day. Bags may not weigh more than 50 lbs. Non-collection day set-out is prohibited under city ordinance.

Texas Health and Safety Code section 365.012 criminalizes dumping bulk loads of litter or solid waste at any place that is not an approved solid waste site, and the penalty scales with the size of the load: a Class C misdemeanor for five pounds or less, up to a state jail felony once the dump reaches 1,000 pounds, 200 cubic feet, or a closed barrel or drum.

Richardson requires every front-loading and roll-off container in commercial, retail, apartment, office and industrial areas to sit on an engineered concrete pad and be screened by a six-foot enclosure matching the main building. Containers need a 52-foot turning radius when perpendicular to the access lane, or a 30-degree angle otherwise, and it is unlawful to park within five feet of one.

Richardson makes it unlawful to dump, throw or place garbage, rubbish, refuse, junk, ashes, wastepaper, weeds, grass cuttings, rock or other waste on any public street, alley or public property, and bans the same materials on private property unless the dumping happens while removing or cutting them. The director of health or the solid waste superintendent investigates violations, which carry fines up to $2,000 per offense.

Richardson residents must set out recyclables only in blue disposable containers, which the city collects at least once a week. Garbage, trash or waste placed in a blue container will not be picked up, and any other container color, such as black or white, is reserved for regular trash and garbage.

Recreational drone use in Richardson is governed primarily by FAA Part 107 and the FAA Recreational Flyer rules, with Texas Government Code Chapter 423 preempting most local restrictions. Richardson does not have a standalone recreational drone ordinance but restricts takeoff and landing in city parks without permission.

Richardson bans mobile food vending on any street with four or more marked traffic lanes and, on residential streets, allows a vendor to stop only when a customer flags them down, for no more than 15 minutes. On private property the vending must sit in a non-residential zoning district, such as commercial, office or industrial, as an accessory use to the property's main business.

Richardson requires anyone running a mobile food unit on a public street or sidewalk to carry both a police department solicitor's permit and a health permit from the director of health. To run a food truck in Richardson you need a mobile food vendor license from the Texas Department of State Health Services. As of July 1, 2026, that single statewide DSHS license replaced Richardson's separate $250 city permit.

Richardson requires anyone soliciting funds, going house to house to sell goods or services, or distributing handbills on private property to first obtain a permit from the police department. Canvassers who are not selling anything or asking for money are exempt. Home solicitation is also barred before 9 a.m. or after 30 minutes past sunset, and on Sundays and major holidays.

Richardson parks close nightly at 10:30 p.m. and reopen at 5:00 a.m.; Sec. 15-61(a)(20) makes it unlawful to remain, stay or loiter in a park during those hours, and Sec. 15-63(b) separately bars parking or standing a vehicle in a park lot overnight on the same schedule.

In Richardson's R-1250-M single-family district, a house is capped at two stories, with the first story limited to 25 feet and the second to 15 feet, while a detached accessory building like a garage or servants' quarters tops out at one story and 12 to 25 feet depending on its footprint.

Richardson's R-1250-M single-family district requires a 30-foot front setback, a 25-foot rear setback, and a side setback that scales with lot width from 7 to 15 feet, with narrow carve-outs letting eaves, fireplaces and bay windows project up to two feet into the setback.

Richardson caps total building footprint at 32 percent of the lot in the R-1250-M single-family district, with a grandfathered 35 percent for subdivisions platted and filed before March 31, 1975, and separately limits detached garages and accessory buildings to 8 percent of the lot.

Richardson's tree code sets a higher protection tier for its biggest trees: any tree with a caliper of 24 inches DBH or more is a "specimen tree," and removing one requires replanting at double the ratio required for an ordinary protected tree. Developed single-family and duplex residential lots are exempt.

Richardson caps garage and occasional sales at three per address and three per resident within any rolling 12-month period, each capped at 72 consecutive hours, under Sec. 13-157. A city permit is required before the sale begins and must stay posted from the street.

HOAs in Richardson may operate architectural review committees to approve exterior modifications, subject to Texas Property Code 209.00505. State law caps review timelines, limits denial grounds, and requires a written procedure with member appeal rights.

HOA disputes in Richardson follow Texas Property Code 209 procedures requiring written notice, an opportunity to cure, and a member hearing before enforcement actions such as fines, suspension, or legal action. Many disputes resolve through internal grievance processes before litigation.

CC&R enforcement in Richardson is governed by Texas Property Code Chapter 209, which requires recorded enforcement policies, reasonable notice, and graduated remedies. Unrecorded or selectively enforced restrictions can be challenged under state law.

HOA assessments in Richardson are collected under the authority of recorded dedicatory instruments and Texas Property Code Chapter 209. State law requires priority of payment application, notice before foreclosure, and a member right to a payment plan.

Before anyone builds, alters or resurfaces a walk, drive, curb, gutter or paved area on public property in Richardson, the building inspection department has to authorize it first. That happens either through a contractor's voucher tied to an existing building permit, at no extra charge, or through a standalone concrete permit with a fee from the Master Fee Schedule.

Portable and standby generators in Richardson must operate within the city's noise ordinance decibel limits, which are stricter at night and in residential zones. Permanent standby installations also require a building permit and setback compliance.

Every single-family, duplex, and townhome rental in Richardson must be registered with the Chief Building Official within 30 days of first occupancy, renewed each year with a $75 nonrefundable fee, and subjected to an annual exterior inspection of the property.

Richardson makes it a criminal offense to be found asleep on any sidewalk, street, alley, public thoroughfare or park in the city. Section 13-52, carried forward from the 1966 Code, is the city's tool for clearing overnight encampments from public rights-of-way and parkland.

Riding a motor-assisted scooter, whether it's your own or a rental, on a Richardson street or highway requires a Richardson Police Department permit if you're 12 or older and don't hold a driver's license. Texas Transportation Code Sec. 707.020 bars every city in the state, Richardson included, from implementing or operating a red light or photographic traffic-signal camera: House Bill 1631 shut the industry down statewide effective June 2, 2019. Richardson's own 2007 civil-penalty camera ordinance, City Code Sec. 22-185 through 22-193, still sits in the book but cannot lawfully be enforced today.

Commercial pest control in Richardson requires a Texas Department of Agriculture (TDA) Structural Pest Control Service license. Landlords must address infestations that affect habitability, and termite inspections are commonly required for real estate and construction.

The only exception is work an owner or tenant does on their own vehicle for personal use; a repair shop, detailing operation, or mechanic side business run from a residence is an illegal home occupation.

Massage establishments cannot open in Richardson without a special permit issued by the city council, and only inside a nonresidential or non-apartment zoning district. The permit follows a public hearing and plan commission recommendation, and the council can attach conditions an operator must satisfy before getting a certificate of occupancy.

Inside the Galatyn Park Urban Center, Richardson bans skateboards, roller skates, roller blades and similar devices on any public or private street, sidewalk, parking area, Galatyn Plaza, or the Charles W. Eisemann Center once the city or the property owner has posted that area off-limits, under Sec. 13-160.

Richardson makes it a misdemeanor for three or more people to congregate and loiter anywhere on a drive-in restaurant's premises, other than inside the restaurant building or a legally parked car, under Sec. 13-100(3), part of a broader set of drive-in-restaurant conduct rules in Division 3 of Chapter 13.

Richardson makes it an offense to solicit money by coercion, and separately bans any solicitation within 25 feet of an ATM, bank entrance, pay phone, self-service car wash, fuel pump or public transit stop. Section 13-53 defines coercion broadly, covering blocking a person's path or persisting after a refusal.

Richardson bans possessing or drinking alcohol in any city park under Sec. 15-61(a)(15), unless the person is at a city-permitted event with authorized alcohol sales and got the drink from that approved vendor. The Bush Central Barkway dog park bans alcohol outright, with no event exception.

Richardson bans smoking in every public park, including recreation fields, pools, playground equipment, concession stands and restrooms, and within 25 feet of any door or window opening into an enclosed area. Restaurant and bar patios are carved out as an exception under Code of Ordinances Sec. 10-98.
