Under LAMC § 41.70.3, any vehicle used to dump or haul bulky items, hazardous waste, or solid waste onto property not designated for disposal is declared a public nuisance and is subject to seizure and forfeiture by the City. A peace officer or authorized public officer can seize the vehicle without a warrant on probable cause, and the registered owner has only 60 days to redeem it before the City Attorney pursues forfeiture in Superior Court.

Los Angeles requires that grass clippings and vegetative waste generated on development projects be recycled on-site or off-site and not introduced into the regular solid-waste stream under LAMC § 12.43.

Los Angeles bans flying a drone within 25 feet of any person other than the operator or the operator's helper: a rule that applies at concerts, parades, festivals, and any other public gathering citywide. LAMC § 56.31(b)(6) exempts only takeoff and landing, and violators face misdemeanor charges under the citywide penalty section, LAMC § 11.00(m).

Los Angeles bars flying a recreational drone within 5 miles of any airport unless the airport's own air traffic control tower gives prior express authorization. LAMC § 56.31(b)(1) applies citywide and covers the approach paths of LAX, Hollywood Burbank, Van Nuys, Santa Monica, and Whiteman airports, so most of the city sits inside a five-mile buffer requiring ATC sign-off before takeoff.

Los Angeles regulates commercial drone use under LAMC § 56.31, which defines any drone flown for business, commercial, or media purposes as a "Civil UAS." Civil UAS operators must follow FAA regulations, honor temporary flight restrictions and NOTAMs, and never fly carelessly or recklessly: the standard the city borrows from federal aeronautics law to police business drone flights citywide.

Recreational drones (Model Aircraft) in Los Angeles must stay within the operator's unaided visual line of sight, below 400 feet AGL, and operate only during daylight hours. Flying within 5 miles of any airport requires prior authorization from the airport air traffic control tower.

LAMC § 80.73 lets catering (food) trucks dispense food from most city streets, but imposes strict on-street conduct rules: no blocking the lane between the truck and the street's center, a marked litter receptacle at every stop, full cleanup before leaving, and dwell-time caps, 30 minutes per residential location and one cumulative hour within a half-mile of any commercial spot.

LAMC § 80.73(a).2.A bars catering trucks from dispensing food within 100 feet of any intersection, within 200 feet of a short list of named city parks and any freeway on- or off-ramp, and within 500 feet of any school property line: a citywide distance map that determines exactly where mobile food vending is off-limits.

In LA's R1 Zone outside Hillside and Coastal areas, all buildings and accessory buildings combined may not exceed 45% of the lot area (a 0.45 Residential Floor Area ratio), with additional massing controls for taller structures.

In non-hillside, non-coastal Los Angeles zones, R1/RS/RE9 buildings are capped at 33 feet (28 feet if roof slope is less than 25%), R2 buildings at 33 feet, and RE11/RE15/RE20/RE40/RA buildings at 36 feet (30 feet for low-slope roofs).

Solar energy systems, EV charging stations, satellite dishes, and drought-tolerant landscaping cannot be unreasonably restricted under California law. Review decisions must be made in good faith and applied consistently.

HOA assessments in Los Angeles are governed by the Davis-Stirling Act (Civil Code §§5600-5740). Regular assessment increases over 20% require member approval. Special assessments exceeding 5% of the annual budget require a member vote. Foreclosure for delinquent assessments cannot proceed unless the debt exceeds $1,800 or is 12+ months overdue. Partial payments must be applied to assessments before late fees or collection costs.

The Davis-Stirling Act requires HOAs and members to attempt Internal Dispute Resolution (IDR) and Alternative Dispute Resolution (ADR) before filing lawsuits. IDR under Civil Code §5900 allows members to meet with a board member to discuss grievances. ADR (mediation or arbitration) is mandatory before most HOA lawsuits per Civil Code §5930. Prevailing parties in enforcement actions may recover attorney fees.

CC&Rs (Covenants, Conditions & Restrictions) in Los Angeles HOAs are enforceable under the Davis-Stirling Act. Associations must follow fair and reasonable procedures before imposing discipline, including written notice and a hearing opportunity per Civil Code §5855. Fines for violations require a noticed hearing. CC&Rs cannot conflict with California law: provisions restricting solar, EV charging, political signs, or drought-tolerant landscaping are void.

Owners must submit retrofit plans within 2 years, obtain permits within 3.5 years, and complete work within 7 years of receiving a Department order.

Los Angeles mandates seismic analysis and retrofit or demolition of all unreinforced masonry bearing wall buildings constructed before October 6, 1933, with compliance deadlines based on occupancy risk classification. Buildings that do not meet minimum standards must be structurally altered or demolished.

Still photography shoots in Los Angeles run through a zoning exception, not a use that needs its own zone change. LAMC § 12.22 A.13 lets property in any zone host infrequent commercial motion-picture and still-photograph filming, but only after a permit is obtained from the City Council or its delegate: in practice, FilmLA administers the permit under Council-adopted rules.

Any electrical wiring installation, alteration, reconstruction, or repair in Los Angeles requires a Department of Building and Safety permit before work starts, per LAMC § 93.0201: including solar-powered stand-alone equipment like pole-mounted luminaires. Get caught mid-job without one, and the city adds an investigation fee on top of the regular permit fee, though a narrow same-week grace window can waive the harsher penalties.

Los Angeles requires a plumbing or fire sprinkler permit from the Department of Building and Safety before any plumbing, gas, rainwater, standpipe, or graywater piping work under LAMC § 94.103.1.1: covering everything from new fixture installs to sewer-line work. Routine repairs like fixing a leaky faucet are exempt, but where a permit is needed, fees start at $24 for issuance plus per-fixture charges under LAMC Table 103.4.

The "RFA" Residential Floor Area District allows LA neighborhoods to establish local floor area maximums that are higher or lower than the standard citywide code to preserve neighborhood scale and prevent over-size development.

Before a Los Angeles landlord can pull a permit for 'Primary Renovation Work' under the Rent Stabilization Ordinance, LAMC § 152.03 requires a Tenant Habitability Plan naming any contractor who will handle lead-based paint or asbestos and showing tenants won't be exposed to those hazards. Every Los Angeles building permit is tied to a fee based on construction value and to a mandatory inspection program. LAMC § 91.108.1 requires the Department of Building and Safety to inspect all permitted work through a final inspection before a Certificate of Occupancy issues, while § 91.107.2.1 sets the permit fee from the project's value under Table No. 1-A.

Los Angeles lets any dwelling host a small family day care home for up to eight children by right if state-licensed, per LAMC § 12.22 A.3(a). Large homes caring for up to 14 children need the same state license plus city conditions: drop-off space, rear-yard play areas, and a 300-foot buffer from any other large day care home nearby.

Los Angeles Municipal Code § 57.915 adopts Section 915 of the California Fire Code in its entirety, folding CO-detection installation, testing, and maintenance standards directly into the city's Fire Code (LAMC Article 7). LAMC Building Code Division 67 (§§ 91.6701–91.6717) sets Los Angeles's door- and window-hardware security standards for Group B, F, M, S and R buildings. Every swinging entry door must carry a deadbolt and deadlocking latch that's key-operated from outside but opens from inside without a key, per § 91.6709.2, enforced by the Department of Building and Safety.

All new one-family dwellings and detached accessory buildings in Los Angeles Hillside Areas must be equipped with an approved automatic fire sprinkler system; additions increasing floor area by 50 percent or more also trigger the requirement.

The Los Angeles Green Building Code requires all newly constructed buildings to be all-electric, with no gas piping or combustion equipment, effective for permits applied for on or after April 1, 2023.

All elevator equipment in LA must be inspected and tested by the Department of Building and Safety once every year. Buildings with passenger elevators must keep at least one operational at all times.

Under the 2024 Al Fresco Ordinance, eligible Los Angeles restaurants in commercial and RAS zones may operate outdoor dining areas without a separate CUP, but must prohibit music and entertainment and close by 10:30 p.m. or 11:00 p.m. near residential zones.

Any street fair, festival or similar Special Event in Los Angeles needs a written permit from the One-Stop Special Events Permit Office in the Bureau of Street Services under LAMC § 41.20. Sponsors must file at least 45 days before the event, pay a $312 late fee if they file within 21 days, and cover every City cost the event generates, including lost parking-meter revenue.

Los Angeles routes motion-picture, television and photography shoots around its regular Special Event permit desk. LAMC § 41.20(a) states the Bureau of Street Services' One-Stop Special Events Permit Office issues all Special Event Permits 'other than as provided for entertainment industry-related Special Events such as motion picture filming, television filming and photography,' which fall instead under § 41.20.1(d).

No person may conduct, manage, or sponsor a parade or assembly in Los Angeles without a written permit from the Board of Police Commissioners. Applications should be submitted at least 40 days in advance, but the Board must act on any application received at least 5 days before the event.

LAMC § 41.20 requires a written Special Event Permit from the Bureau of Street Services' One-Stop Special Events Permit Office for any event requiring a street closure, reserved parking, or elevated municipal services. Applications must be filed at least 45 days before the event, with a $312 late fee for applications submitted 21 days or fewer before the event.

Property owners and occupants must keep sidewalks, streets, and parkways free of obstructions including overhanging vegetation, debris, and structures. Placing anything in the public right-of-way without a valid permit is unlawful.

Los Angeles property owners are responsible for maintaining sidewalks, driveway approaches, curb returns, and curbs fronting their property in safe condition and ADA compliance. If the City orders a repair and the owner fails to act, the City performs the work and bills the owner: with costs potentially becoming a lien on the property.

Anything private that sits in a Los Angeles public street or sidewalk right-of-way, a fence, planter, sign, or utility vault, needs a Revocable Permit from the Bureau of Engineering under LAMC § 62.118.2(a), issued only if the City Engineer finds it won't interfere with street use or public access.

Los Angeles bans loading or unloading vehicles, or running dollies, carts, and forklifts, with impulsive or raucous noise within 200 feet of a residential building between 10 p.m. and 7 a.m. under LAMC § 114.03(a), though a Department of Transportation permit can extend hours to 6 a.m.-11 p.m. inside one mapped downtown-area zone.

Air conditioning, refrigeration, heating, and pool-pumping or filtering equipment may not raise noise at any neighboring occupied property or adjoining unit by more than 5 dB(A) above the ambient level. The rule applies in all zones citywide.

Any permit-required place of public amusement that uses sound amplification must soundproof its premises if the Board of Police Commissioners determines its music or noise is depriving nearby residents of the reasonable enjoyment of their property. The Board may suspend the permit until effective soundproofing is in place.

Vehicle theft alarm systems must automatically and completely silence within 5 minutes of the first audible sound. Audible status indicators, including arm/disarm chirps, are limited to 1 minute of total sound.

Los Angeles bars running a generator or other machinery between 10 p.m. and 7 a.m. within a residential zone or within 500 feet of one under LAMC § 112.04(a), and layers a citywide, round-the-clock ambient-noise-plus-five-decibel ceiling under § 112.04(b), with narrow carve-outs for emergency work, aircraft, and state-regulated vehicles.

The Systematic Code Enforcement Program (SCEP), created in 1998, provides routine inspections of all residential buildings with 2 or more rental units at least once every 4 years. Approximately 880,000 multifamily units are subject to SCEP. The LA Housing Department (LAHD) administers the program.

A Los Angeles tenant who loses elevator, security-gate, or air-conditioning service, or suffers any Civil Code § 1941.1 habitability violation, can file a Habitability Enforcement Program complaint under LAMC § 153.03 after giving the landlord 20 days' written notice. The Housing Department schedules a hearing 30 to 45 days later and can refer the unit for inspection or into REAP and rent reduction.

Anyone can trigger a Los Angeles Systematic Code Enforcement Program inspection by lodging a complaint about a residential rental property; LAMC § 161.603 lets the General Manager inspect the portions covered by the complaint, and § 161.604 requires written notice naming the purpose, date, and time before the inspector arrives. Confirmed violations get a written order with 30 days to fix, or 14 days if the condition is a serious risk.

California regulates invasive plants through the California Food and Agricultural Code and the Department of Food and Agriculture's noxious weed list. Los Angeles County Agricultural Commissioner enforces quarantines for specific pest plants. The California Invasive Plant Council (Cal-IPC) maintains an inventory of invasive plants with threat ratings.

Los Angeles encourages front yard gardens including drought-tolerant landscaping and edible gardens. LAMC Section 12.21 C.1 sets front yard landscaping requirements. California AB 2104 (2014) prohibits cities from banning drought-tolerant landscaping. LA offers rebates for lawn-to-garden conversions through LADWP's turf replacement program.

California is a two-party consent state for audio recording under Penal Code Section 632. Video-only surveillance cameras are generally lawful on your own property. Adding audio recording to security cameras triggers strict consent requirements. Cameras must not be aimed at areas where others have a reasonable expectation of privacy.

Penal Code section 25400 prohibits carrying a concealed firearm without a CCW. Los Angeles residents apply through the LA County Sheriff under shall-issue rules following Bruen, but SB-2 sensitive-place limits apply citywide.

California bans open carry of handguns under Penal Code section 26350 and openly carried unloaded long guns in incorporated areas under section 26400. Los Angeles is fully incorporated, so open carry is illegal everywhere in the city.

California Penal Code sections 25400 and 25610 require firearms transported by vehicle in Los Angeles to be unloaded, with handguns inside a locked container or trunk. Long guns must be unloaded but can ride in the cabin if encased.

Los Angeles prohibits the sale, offer for sale, or possession with intent to sell any flavored tobacco product (including menthol, fruit, mint, chocolate, and similar non-tobacco tastes) at any permitted tobacco retail location, effective January 1, 2023.

Los Angeles requires all tobacco retailers and wholesale distributors to verify by government-issued photo ID that every purchaser is at least 21 years old; distributing free or nominally priced tobacco products is also prohibited.

Los Angeles Ordinance 185489 (LAMC section 195.20) bars food and beverage facilities from automatically providing single-use plastic straws. Straws must be offered only on request and ideally non-plastic. California AB-1884 imposes a parallel statewide rule on full-service restaurants.

California AB-1276 and Los Angeles implementation require food facilities to provide single-use utensils, straws, condiment packets, and stirrers only when the customer specifically requests them or selects them at a self-service station.

Los Angeles bans the distribution, sale, or provision of expanded polystyrene (EPS/Styrofoam) products including food/beverage containers, egg cartons, food trays, shipping boxes, and packing peanuts by food/beverage facilities and retail establishments. Large businesses (26+ employees) had to comply by April 2023; all others by April 2024.

Los Angeles bans plastic single-use carryout bags at grocery stores, pharmacies, drug stores, and convenience stores (Article 2), and extends the ban to apparel stores, food/beverage facilities, hardware stores, and markets (Article 2.1). California Civil Code §3482.5 shields established agricultural operations from nuisance suits after three years of consistent activity. Los Angeles applies the state rule; the city has no separate right-to-farm ordinance.

Los Angeles's "A2" Agricultural Zone lets landowners farm, run nurseries, and keep aviaries and apiaries as a matter of right under LAMC § 12.06, without a conditional use permit. The zone carries forward every use allowed in the adjoining "A1" Agriculture Zone plus one-family homes, golf courses, and licensed livestock keeping on qualifying lots.

Federal law does not mandate E-Verify for most private employers, and California AB-1236 (2011) bars cities including Los Angeles from requiring private employers to enroll. LA enforces no E-Verify mandate.

Los Angeles is a sanctuary city under Ordinance 184145 (LAAC §22.890), barring city resources from federal civil immigration enforcement. California SB-54 reinforces the policy statewide and prohibits cooperation absent a judicial warrant.

LAMC § 41.18 bans sitting, lying, or sleeping in the public right-of-way near driveways, building entrances, fire hydrants, schools, parks, and other designated sensitive locations. Additional zones may be posted by City Council resolution with 14 days' advance notice.

LAMC § 56.11 prohibits storing unattended personal property or excess personal property (more than a 60-gallon container's worth) in any City public area. Tents may not be erected in public areas from 6:00 a.m. to 9:00 p.m., except during rainfall or when temperatures fall below 50°F.

LAMC § 41.18 prohibits sitting, lying, sleeping, or storing personal property in the public right-of-way in specific locations, including within 10 feet of driveways, 5 feet of building entrances, and 2 feet of fire hydrants. The City Council may designate additional prohibited zones near parks, libraries, shelters, and other sensitive uses after posting 14-day notice.

Shared e-scooters operate under the LADOT Dockless On-Demand Personal Mobility permit and LAMC §71.26. Riders must be 18+, wear helmets if under 18, stay off sidewalks, and stay under 15 mph. Operators must deploy fleet shares into designated equity zones.

LAMC § 80.66.1 lets LADOT designate curb zones for taxicabs and for other vehicles "operated in passenger transportation service by authority of the California Public Utilities Commission", the category that covers rideshare companies like Uber and Lyft, reserved for vehicles awaiting a pickup.

Los Angeles authorizes its Department of Transportation to establish bicycle lanes separated from vehicular lanes and requires cyclists to ride within them as directed by posted signs, striping, and pavement markings. LAMC § 85.09 makes it unlawful to ride a bicycle in a bike lane in any manner other than as the traffic control devices direct.

The City of Los Angeles has no zoning-code definition for data centers. They are reviewed under existing industrial, utility, or other use categories and locate by-right in the City's manufacturing (M) zones. Discretionary projects trigger CEQA review.

Data-center cooling and refrigeration equipment in Los Angeles may not raise noise more than 5 dBA above the ambient level at another property, under LAMC Section 112.02. Where ambient is low, presumed floors apply: 50 dBA day and 40 dBA night at homes.

The City of Los Angeles has not adopted a data-center moratorium, cap, or ban. Instead, Council File 26-0262 (February 24, 2026) directs City Planning to draft a definition and zoning framework, and asks LADWP to assess grid, water, and climate impacts.

The City of Los Angeles has no cryptocurrency-mining ordinance. A commercial mine is treated like any data-processing use: sited in industrial zones and bound by the City noise ordinance. Pending Council File 26-0262 would define crypto mining as a data-center use.

Los Angeles requires new buildings within 200 feet of an available city-recycled water line to run 100 percent of their water closets, urinals, floor drains, and process cooling and heating from that recycled supply. LAMC § 99.04.305.1 sets the mandate, with exceptions for additions, partial alterations, and unsuitable water quality.

Projects that set aside affordable units qualify for state-mandated density bonuses, parking reductions, and concessions under California Government Code Section 65915 and LAMC Section 12.22 A.25, with bonuses up to 50 percent.

Housing developments within one-half mile of a major transit stop are eligible for the TOC Affordable Housing Incentive Program, granting at least a 35% residential density increase in exchange for on-site affordable units. Under California Health and Safety Code §113948, every food handler in Los Angeles must obtain an ANSI-accredited food handler card within 30 days of hire. Cards are valid for three years and enforced by LA County DPH inspectors.

LAMC Section 186.02, the Citywide Hotel Worker Minimum Wage Ordinance, sets a higher minimum wage and healthcare contribution for non-managerial workers at hotels with 60 or more rooms, scheduled to reach $30 per hour by July 2028 under Ordinance 188251.

When a Los Angeles hotel with 50 or more guest rooms changes ownership or control, the new operator must maintain a preferential hiring list of the prior owner's workers and retain all hired workers for 90 days, during which they cannot be discharged without cause.

Los Angeles imposes a 14% Transient Occupancy Tax on any transient staying 30 consecutive days or less at a hotel, motel, inn, short-term rental, or home-sharing unit.

Los Angeles designates Historic-Cultural Monuments through a Cultural Heritage Commission recommendation and City Council adoption process; once designated, no demolition, substantial alteration, or relocation of a Monument may proceed without prior Commission review.

Los Angeles implements the Mills Act through Historical Property Contracts, allowing owners of designated Historic-Cultural Monuments or HPOZ Contributing Structures to enter a 10-year renewable agreement with the City in exchange for a reduced property tax assessment.

Buildings designated as contributing structures in a Los Angeles Historic Preservation Overlay Zone (HPOZ) require a Certificate of Appropriateness before any exterior changes can be made, and must obtain Zoning Administrator approval for commercial uses or reduced parking.

Non-consent police-directed towing in Los Angeles runs only through "Official Police Garages" under LAMC § 80.77.4: companies awarded five-year City Council-approved contracts for one of 18 service areas, charged uniform fees and a 7% gross-receipts fee to the City.

Electronic smoking devices (e-cigarettes, vape pens, e-hookahs) and all substances used in them are legally defined as tobacco products in Los Angeles, subjecting vape retailers to the full Tobacco Retailer's Permit requirement, the flavored-product ban, and 21+ age verification.

Operating a pawnshop in Los Angeles requires a written permit from the Board of Police Commissioners. Police officers may place 30-day hold orders on property acquired by pawnbrokers, and auction sales at pawnshop premises are limited to a maximum of two days per calendar month.

Vehicle dismantling, repair, or work in the A or R Zones is prohibited unless the activity is incidental to a permitted use and conducted inside a building or an area entirely enclosed from view by a wall or fence.

Los Angeles prohibits establishing adult entertainment businesses within 1,000 feet of another such business or 500 feet of schools, religious institutions, or public parks, and bars them from residential zones and several commercial zones entirely.

No person may operate a secondhand dealer or secondhand dealer-jewelry business in Los Angeles without a written permit from the Board of Police Commissioners. Police may place 90-day hold orders on acquired property, and dealers must hold all business-acquired goods for a Board-specified period before disposing of them.

Operating a Massage Establishment or Out-Call Massage Business in Los Angeles requires a Police Commission permit for each business location, in addition to any business tax registration certificate. Applicants must disclose prior convictions involving sex offenses or crimes of dishonesty.

LAMC § 41.47.2 prohibits urinating or defecating on any public street, sidewalk, alley, plaza, beach, park, or other publicly maintained place, or anywhere open to or visible from the public, except in an enclosed restroom or properly enclosed portable toilet.

LAMC § 41.59 prohibits soliciting, asking, or begging in an aggressive manner in any public place, and separately bans all solicitation within 15 feet of bank entrances and ATMs, in public parking lots after dark, and on public transportation vehicles.

LAMC § 41.50 prohibits smoking, including vaping and any electronic smoking device, in outdoor dining areas, City-owned buildings, and City-permitted farmers markets. Outdoor dining areas include all non-enclosed space within 10 feet of any area regularly used for consuming food or drinks.

LAMC § 41.58.1 prohibits loud or unruly gatherings at residences and imposes escalating administrative fines starting at $100 for a first violation and reaching $8,000 for a sixth or subsequent violation. Owners of the property where the gathering occurs may be cited even if they were not present.

Drinking any beverage over one-half of one percent alcohol on an LA street, sidewalk, park, playground or the Coliseum is banned outright under LAMC § 41.27(c), unless the specific spot is licensed for on-site consumption. A related rule bars carrying an opened container onto the sidewalk or lot right outside a liquor store, making that violation an infraction.

Loitering inside a Los Angeles railway station, electric railway station, airport or bus depot, or on the common carrier's adjacent grounds, is unlawful under LAMC § 42.11.1, unless the person is there to meet or see off a traveler. The ban doesn't reach restaurants or other independent businesses operating inside the same facility.

Skateboarders on LA public property must ride in the upright standing position, obey all traffic controls, and avoid reckless operation that endangers others or obstructs public use. The City Council may designate specific locations where skateboarding is prohibited entirely.

Los Angeles requires most commercial and residential development projects to pay an Affordable Housing Linkage Fee before receiving a building permit, calculated as a per-square-foot fee on new floor area using a City Council-adopted fee schedule. Projects with significant affordability commitments, ADUs, small additions, hospitals, and government institutions are exempt.

Los Angeles charges a 10% Parking Occupancy Tax on every paid parking transaction in the city under LAMC § 21.15.2. Operators of parking facilities, garages, lots, valet stands, collect the tax from occupants along with the parking fee and remit it to the Office of Finance. The tax applies whether the space is rented hourly, weekly, or monthly.

Los Angeles requires a separate business tax registration certificate for each classification of business operated at each location, under LAMC Sec. 21.06. Businesses with one dominant activity generating 80% or more of gross receipts may instead elect a single primary tax classification for the whole operation under Sec. 21.06.1.

Los Angeles imposes the "Homelessness and Housing Solutions Tax" (Measure ULA) on real property sales at 4% for transactions between $5 million and $10 million, and 5.5% for transactions of $10 million or more, effective April 1, 2023.

Los Angeles requires a written permit from the Board of Police Commissioners before anyone may run a card club, social card club, or card school. The Municipal Code defines these as any place charging a membership fee, admission fee, or card-playing fee, or collecting donations, and bars any permit from authorizing games the Penal Code or a City ordinance already prohibits.
