Las Vegas requires permits for block walls over 2 feet in height. Standard wood, vinyl, or wrought iron fences under 6 feet in rear/side yards may not require a permit. The city has a specific fence/wall permit application. Front yard fences have strict visibility requirements.

Opening a veterinary hospital, clinic or animal shelter in Las Vegas requires a discretionary Conditional Use or Special Use Permit under LVMC 19.12.070, and the Unified Development Code layers on siting standards: collector-street access, full enclosure, sound and odor barriers, and a 25% cap on floor area used for boarding.

Keeping hogs or pigs in Las Vegas requires a special permit from the Animal Regulation Officer, plus at least 25 acres and 250 feet of separation from any neighbor's home.

Owning or exhibiting a wild animal in Las Vegas without a wild animal permit is a misdemeanor. LVMC 7.38.100 bans possession of any wild animal without a permit or receipt from the Animal Regulation Officer, and LVMC 7.38.010 sets the permitting process: a background investigation, a veterinarian's health certificate, and liability insurance starting at $100,000 for keeping an animal and $1,000,000 for exhibiting one.

Las Vegas treats feeding wild pigeons on any public or private property as a public nuisance, banning grain, seed, bread crumbs and other food scraps left out for pigeons unless done under a City permit.

Las Vegas requires every dog, cat, ferret, rabbit and potbellied pig over four months old to be spayed or neutered before an owner may harbor it in the city. LVMC 7.14.010 makes harboring an unaltered animal unlawful, and 7.14.070 sets misdemeanor fines of $225 for a first offense, $500 for a second and $1,000 for a third or later violation, cut by 80% if sterilization proof is produced within 30 days of the citation.

Pet groomers in Las Vegas must complete a City-approved training course on handling pets before getting or renewing a business license, per LVMC Chapter 7.43.

Las Vegas homeowners associations cannot use CC&Rs to stop a resident from installing water-efficient, drought-tolerant landscaping. LVMC 14.11.200 voids any covenant, deed clause, or association agreement that blocks xeriscape, as long as the design still clears the association's ordinary architectural review. Landscaping cannot be rejected solely because it is water-efficient.

Las Vegas caps weeds, turf grass, and uncultivated plant growth at eight inches: taller growth on a vacant or visible developed parcel is a public nuisance citywide.

Las Vegas bans spray irrigation of lawns and landscaping from 11 a.m. to 7 p.m. between May 1 and August 31, and further limits watering to specific days assigned by the Las Vegas Valley Water District.

Las Vegas allows home compost piles under Municipal Code 9.12.030, but only in the back yard, screened from the street, and behind a six-foot opaque fence.

Trimming, cutting, or removing any tree or shrub on a Las Vegas street, parkway, or public ground requires a permit from the Superintendent of Parks -- doing it without one is a misdemeanor.

Las Vegas bans new irrigated grass turf in single-family front, side and rear yards built after September 1, 2023, while city code explicitly recognizes artificial turf as acceptable residential landscaping.

Planting, trimming, removing, or otherwise interfering with any tree on a Las Vegas street, parkway, or public ground requires a permit from the Superintendent of Parks under Chapter 13.48.

Las Vegas home occupations generally cannot receive customers on-site at all. Only a cottage food operation, cottage cosmetics operation, or licensed dog/cat breeding approved under a Home Occupation Permit may have walk-in customers, and even those are capped at two people on the property at any one time under LVMC 19.16.180(G)(1)(c).

A Las Vegas Home Occupation Permit bans any signage identifying the business, on-site or off-site. LVMC 19.16.180(G)(1)(d) prohibits advertising the property's address or the existence of a home occupation by any medium; only a home phone number or PO box may be advertised, and only off the premises.

Las Vegas lets a resident run a family day care for up to six children or dependent adults inside an ordinary home as a permitted 'Individual Care - Family Home' use under the Unified Development Code, with no Special Use Permit and no added parking beyond what the residence already provides. Care for seven to twelve people instead requires a Group Home Special Use Permit.

Running a business from a Las Vegas home requires a discretionary Home Occupation Permit under LVMC 19.16.180 before any income-producing activity begins. The Director reviews each application against operational standards on employees, customers, floor area and vehicles, and can approve, condition or deny it. Tutoring and music lessons for two or fewer students at a time need no permit.

Las Vegas requires new pools to comply with the City's adopted Pool Code before construction can proceed.

Las Vegas enforces the 2018 International Swimming Pool and Spa Code (ISPSC) with the Southern Nevada Amendments (jointly adopted by Clark County, Las Vegas, North Las Vegas, Henderson, and Boulder City). Residential pool barriers must be at least 60 inches high, with no more than 4 inches between grade and barrier bottom. Gates must be self-closing, self-latching, and open outward from the pool. State law (NRS 444.110) backs the local barrier requirement.

Las Vegas caps a Residential Tiny House at 400 square feet of gross floor area, excluding lofts, and it must sit on a real foundation with utility hookups, not wheels. In R-3, R-4, C-1, C-2, T4-N, T4-M and T5-N districts, a standalone tiny house can only be built as part of a larger multi-family or mixed-use project.

Las Vegas requires building permits for sheds over 200 square feet. Smaller sheds may still require a permit if they have electrical or plumbing. All sheds must comply with setback requirements and cannot be in the front yard.

Las Vegas allows one Residential Accessory Dwelling Unit per lot as a conditional use under the Unified Development Code. The ADU can be attached, detached, or built within the primary home, but its gross floor area cannot exceed that of the principal dwelling, and it needs one parking space beyond the site's normal requirement.

Open fires are banned in every City of Las Vegas park, recreational facility and public plaza except inside a barbecue facility the City has built for that purpose. LVMC 13.36.020(A)(5) lists the prohibition alongside bans on glass containers, golf swinging and unauthorized camping. Violators face the Chapter 1.24 general penalty: up to a $1,000 fine, six months in jail, or both.

New and substantially improved homes in Las Vegas flood hazard areas must have the lowest floor built above base flood elevation, per the Drainage Design Manual.

Las Vegas bans dumping anything but clean stormwater into its storm drains, with the Director of Public Works enforcing NPDES permit and BMP requirements citywide.

Any construction or development in a Las Vegas special flood hazard area needs a development permit from the Director of Public Works, with lowest-floor elevation data and floodproofing certification required before work starts.

The City requires a development permit from the Director of Public Works before any grading, filling, or construction that alters drainage on a property.

Las Vegas requires a Special Use Permit for every cannabis dispensary and bars them within 1,000 feet of a school, 300 feet of parks, churches and child-care uses, 1,000 feet of another dispensary, and from Fremont Street west of 8th Street.

Las Vegas cannabis establishments must sit a minimum distance from schools, daycares, parks, and houses of worship. Title 19 zoning enforces 1,000-foot setbacks for dispensaries and shorter buffers for cultivation, production, and lounges.

Roof-mounted solar panels in Las Vegas are approved as a conditional use under LVMC 19.12.070, not as an accessory structure. Panels visible from a public street can project no more than 40 inches off the roof, and approved solar installations don't count toward the building's height limit under LVMC 19.06.040(D).

Garage sale signs in Las Vegas are regulated under LVMC Title 19 sign standards and Code Enforcement provisions. Signs may be placed on the property where the sale is occurring but are prohibited in public rights-of-way, on utility poles, street signs, or traffic signals. Signs must be removed immediately after the sale ends. Off-premises directional signs placed on public property are subject to removal by Code Enforcement.

Freestanding signs in Las Vegas commercial and industrial districts max out at 40 feet, but a sign within 200 feet of an elevated freeway right-of-way can rise 30 feet above that freeway's own grade. Signs readable from Interstate 15, Interstate 215, US 95 or Interstate 515 can reach 80 feet total, though that extra height needs City Council authorization after Planning Commission review.

Window signs in Las Vegas commercial and industrial buildings cannot cover more than 25% of a building elevation's total window area under LVMC 19.08.120(F)(18). In the P-O, O and C-D districts, combined wall and window sign area also cannot exceed what a wall sign alone would be allowed, and animated or electronic message signs are barred outright near single-family residential property.

In the Downtown Casino Overlay District, off-premise signs with rotating or changing messages must change content at least every 30 seconds under LVMC 19.10.100(C)(12), and every animated sign must run continuously 24 hours a day, changing no less often than every 30 seconds, per LVMC 19.10.100(C)(11).

Las Vegas regulates signs under LVMC Title 19, Chapter 19.14 (Sign Standards). Political signs on private property are constitutionally protected and generally permitted without a permit. However, signs must not be placed in public rights-of-way, on utility poles, or in medians. Political signs in residential areas are subject to size limits, typically not exceeding 6 square feet per sign face.

Weeds, turf grass, or uncultivated plant growth over eight inches tall on a vacant lot counts as a public nuisance under Las Vegas's Chapter 9.04, exposing the owner to abatement and misdemeanor penalties.

Las Vegas Municipal Code Chapter 9.04 lets Code Enforcement declare a "chronically-blighted property" a public nuisance and force the owner to abate it.

Off-premise signs (billboards) in Las Vegas need a Special Use Permit and an active sign certificate, and any illumination on the sign must meet the City's Electrical Code and Administrative Code permit standards before the sign can display an advertising message, per LVMC 19.12.120.

Las Vegas addresses light trespass through LVMC Title 19 development standards and nuisance provisions in Chapter 9.04. Outdoor lighting on one property must not unreasonably illuminate or create glare on adjacent residential properties. Ground-mounted or upward-directional lighting must include shields or baffles. Internally illuminated signs are prohibited on building elevations facing and within 200 feet of single-family residential zones.

Commercial and industrial development in Las Vegas must keep exterior lighting low-intensity and shielded under LVMC 19.08.040(E)(5): light cannot exceed 2.0 foot-candles in parking lots or 0.2 foot-candles at a residential property line, poles top out at 30 feet, and upward-directed fixtures need a shield or baffle to keep glare off neighboring land.

Las Vegas sets its local habitability baseline by adopting the Uniform Housing Code, 1994 Edition, by reference under LVMC 16.20.010, plus a City supplement that amends it. Breaking any requirement of that adopted Housing Code is a misdemeanor under LVMC 16.20.020, punishable by up to a $1,000 fine, six months in jail, or both, with each day of violation counted separately.

Nevada has no statute preempting local rent control. The constraint is Dillon's Rule rather than an express ban. There is no statewide cap, and a month-to-month rent increase requires 60 days' notice.

Nevada law allows a landlord to terminate a month-to-month tenancy with a 30-day no-cause notice. Las Vegas has no just-cause ordinance overriding NRS 40.251, so non-renewal without a stated reason is legal at lease end.

Any operator of a Las Vegas apartment house with four or more units must obtain an annual City business license and complete a Metro-run landlord training program before renting units.

Las Vegas requires tree trimmings, palm fronds and scrap lumber to be bundled and securely tied rather than dumped loose in a solid waste container. Bundles go out at curbside only on the household's scheduled bulky-item collection day, capped at six feet long and fifty pounds.

Any Las Vegas property connected to electric service must subscribe to city-franchised solid waste collection and pay quarterly charges: you cannot opt out unless the property has no electric utility service at all.

Las Vegas bans throwing or depositing litter on any street, sidewalk or public place under LVMC 9.12.070, and separately makes it unlawful to dump solid waste on private property under LVMC 9.08.040. Violating the litter ban is a misdemeanor carrying a $50 to $500 fine and 30 days to 6 months in the City Jail under LVMC 9.12.180, with every day a separate offense.

City code sets exact curbside hours for trash and recycling carts: out no earlier than 2 p.m. the day before pickup, in by midnight on collection day.

Commercial and multi-family dumpsters can't sit in the street, sidewalk or alley right-of-way, and must go in an enclosure when one was required or already exists.

Las Vegas residential recycling runs on a single-stream system under LVMC 9.08.117: customers with weekly collection use one wheeled cart for solid waste and one for recycling, no sorting required. Every other week the franchisee also picks up bulky items curbside. Interfering with carts or drop-off centers is separately banned under LVMC 9.08.080 and 9.08.120.

Las Vegas bans curbside trash and recycling carts in the street right-of-way or front yard except during a narrow set-out window before pickup.

The city's solid waste franchisee collects bulky household items like appliances, carpeting and mattresses every other week alongside curbside recycling, with bundled yard debris capped at six feet and fifty pounds.

Residential customers on weekly single-stream service must use the wheeled cart the franchisee provides for recycling, collected the same day as trash, under LVMC § 9.08.117.

Sidewalk vendors need a $150 city license and must follow strict distance limits from resorts, casinos, schools, parks and other food businesses.

Licensed sidewalk vendors in Las Vegas must stay 1,500 feet from resort hotels and arenas, 1,000 feet from gaming halls and the Fremont Street mall, and 500 feet from schools, parks, pools and rec centers.

Mobile food vendors need a City of Las Vegas business license under LVMC 6.55.020 before selling from a truck or trailer, plus a Southern Nevada Health District permit for the vehicle and a health card for the operator. Vendors also face strict location and timing limits, including no more than 30 minutes at one spot and no selling within 1,000 feet of an open school.

Posting a sign reading "No Peddlers or Solicitors" near your door legally bars door-to-door sellers under LVMC 6.62.120(E), unless you have personally invited them first. The same Section also bars peddlers from claiming exclusive rights to a location, working from a fixed stand, operating in congested areas, or entering a pedestrian mall without the mall management's approval.

Anyone who peddles or solicits door-to-door or on Las Vegas streets needs both a peddler/solicitor permit and a work card under LVMC 6.62.020, plus a $5,000 surety bond and a $50 nonrefundable application fee. Licensed City businesses and their own agents are exempt, but an agent working for someone else's business still needs an agent solicitation permit.

City of Las Vegas parks, recreational facilities and public plazas close overnight, and entering or staying past closing is a Chapter 1.24 misdemeanor. LVMC 13.36.110 lets the Parks Department set custom hours per site, but any park without posted hours defaults to an eleven p.m. to seven a.m. closure under Subsection (C).

Minors under 18 must be off Las Vegas streets by 10 p.m. on school nights and midnight on weekends, or face citation.

Las Vegas regulates structure heights under LVMC Title 19, Chapter 19.06 (Residential Districts) and Chapter 19.08 (Development Standards). In R-1 zones, the maximum building height is 35 feet or two stories, whichever is less. Height is measured from the finished grade to the highest point of the structure. Height exceptions may apply for chimneys, antennas, and mechanical equipment with screening. Commercial and mixed-use zones have different height allowances based on the specific zoning district.

R-1 single-family lots in Las Vegas can't cover more than 50 percent of the lot with buildings, under LVMC 19.06.070's Table 1. Detached accessory structures face a tighter cap: no more than 50 percent of the principal home's floor area, and the total footprint of all accessory buildings can't exceed 50 percent of the rear yard.

Single-family lots in Las Vegas' R-1 district must keep a 20-foot front yard, 5-foot side yards, 15-foot corner side yard and 15-foot rear yard under LVMC 19.06.070's Table 1. Minimum lot size is 6,500 square feet with 60 feet of width. Bay windows, eaves and mechanical equipment get limited setback encroachments.

Planting any tree within a City of Las Vegas parkway or street requires a permit from the Superintendent of Parks under LVMC 13.48.010. The Superintendent must approve the variety, exact location, soil and planting method before a single tree goes in the ground, free of charge, per LVMC 13.48.020.

Las Vegas caps residential garage and yard sales at two per calendar year, with each sale running no more than three days and daylight hours only, under the Unified Development Code's accessory-use rules.

Nevada provides a state-level HOA dispute resolution system through the Real Estate Division Ombudsman for Common-Interest Communities and the Commission for Common-Interest Communities. Most CC&R and NRS 116 disputes must go through ADR before litigation under NRS 38.310.

Las Vegas homeowners associations cannot enforce a covenant, condition, restriction, or association rule that prohibits or restricts flying the American flag. LVMC 16.56.010 declares any such CC&R clause void and unenforceable citywide. The association keeps limited enforcement power under 16.56.020: reasonable placement and safety rules, a cap on the number of flags, a portability requirement, and a residential height limit.

Filming that blocks a Las Vegas street or affects public safety or traffic requires a Public Works film permit, filed 5 to 60 business days ahead depending on the disruption's scale.

Commercial still photography in Las Vegas falls under the city's film permit law: a permit is required whenever shooting affects city property, traffic, or public safety, administered by the Public Works film administrator.

Las Vegas doesn't write its own plumbing rules; LVMC 16.28.010 adopts the 2024 Uniform Plumbing Code, including its Standards and Appendices, plus a separate document of Southern Nevada Amendments written specifically for the City. Both documents are on file with the City Clerk and control every plumbing permit issued in the City.

Every new residential structure in Las Vegas needs an automatic fire sprinkler system, no matter which model building or fire code edition the City has adopted. LVMC 16.17.010 ties the design standard to Section 903.3 of the International Fire Code and applies to any new building that qualifies as Residential Group R occupancy.

Elevators in Las Vegas, including Fremont casinos and downtown high-rises, must be permitted and annually inspected under NRS 455C by the Nevada Division of Industrial Relations Mechanical Compliance Section.

Las Vegas adopts the 2023 National Electrical Code with Southern Nevada Amendments, and any wiring work done without following it is a misdemeanor.

Every short-term residential rental licensed in Las Vegas must have carbon monoxide alarms installed to applicable code under LVMC 6.75.080(D), alongside the smoke alarms, evacuation maps and fire extinguishers the same Section requires for STR safety. The rule applies specifically to licensed short-term rentals, not to every dwelling citywide.

Las Vegas requires building permits for renovations involving structural changes, electrical, plumbing, or mechanical modifications. Cosmetic work does not need permits. The city uses the 2024 IBC with Southern Nevada amendments. Online permitting is available.

Restaurants and shops that want to convert on-street parking into outdoor seating need an encroachment agreement under LVMC 19.04.390.
