Local Rules Near North Las Vegas

A dog, bird or other animal that causes frequent or long-continued noise disturbing a neighbor's comfort or repose is a code violation under North Las Vegas's noise ordinance. It's treated the same as any other prohibited noise, with a misdemeanor penalty for the owner.

North Las Vegas confines construction, excavation, demolition and repair noise to 6:00 a.m. to 9:00 p.m. under the city's Noise Control chapter. Work outside those hours needs the building official's sign-off, though summer projects near homes get an earlier 5 a.m. start.

Between 11 p.m. and 7 a.m., North Las Vegas bars loud radios, phonographs and musical instruments, plus yelling, shouting and singing on public streets, when it disturbs neighbors' rest. The same clock applies to both, under the city's general Noise Control chapter.

North Las Vegas bans unnecessary horn honking and un-muffled vehicle noise under Municipal Code § 8.28.020. Subsection A outlaws sounding a car, truck, motorcycle or bus horn except as a genuine danger signal, and subsection G requires every engine, from motor vehicles to dirt bikes, to run through a muffler that prevents loud or explosive exhaust noise. Both are misdemeanors under § 8.28.040.

North Las Vegas's only fixed decibel number in its noise code applies to racetracks: motor vehicle and loudspeaker sound can't exceed 88 decibels measured at the property boundary. Every other noise source in the city is judged by disturbance, not a meter reading.

Aircraft noise over North Las Vegas is federally preempted by the FAA. Nellis AFB military operations and North Las Vegas Airport (VGT) general aviation drive overflights.

North Las Vegas bans running a loudspeaker or sound amplifier so loud it becomes a public nuisance, interferes with traffic, or disturbs public peace, at any hour. A separate rule targets radios and phonographs played loud enough to disturb neighbors, especially between 11 p.m. and 7 a.m.

North Las Vegas caps how many guests a short-term rental can sleep. NLVMC 5.02.270(D)(2) limits occupancy to two persons per bedroom, excluding children under 12, and sets an absolute ceiling of ten people per residential unit regardless of its size or bedroom count.

Operating a short-term rental in North Las Vegas without a permit escalates fast: Municipal Code § 8.70.020 sets a $1,000.00 civil penalty for a first violation, $2,500.00 for a second, $5,000.00 for a third, and $10,000.00 for a fourth, a per-violation strike schedule enforced by the Code Enforcement Division, separate from the flat fine imposed on a permitted operator who breaks permit terms.

North Las Vegas makes short-term rental hosts personally responsible for telling every booking platform their listing is licensed. NLVMC 5.02.270(E) requires a notarized affidavit confirming the city business license number has been provided to every online platform where the rental is listed, filed after the license is issued.

North Las Vegas requires every short-term rental to install outdoor noise monitoring equipment and cap outdoor sound at 65 decibels. NLVMC 17.20.030(F)(16)(e)-(f) mandates a thirty-day recording device in outdoor common areas like the pool, backyard, porch, or patio, and sets a 65-decibel limit measured at the property line, on top of the city's general residential noise rules.

North Las Vegas only allows individual room rentals inside a short-term rental when the owner actually lives there. NLVMC 17.20.030(F)(16)(l) limits room-by-room rentals to owner-occupied homes and requires a floor plan with the conditional use permit application. Non-owner-occupied properties may still run as a whole-unit short-term rental, but subsection (b) caps them at one reservation at a time.

North Las Vegas classifies short-term rentals as "transient lodging" that requires a conditional use permit plus a business license, and only the property owner may apply: the ordinance layers in separation distances from other rentals and resort hotels, mandatory outdoor noise monitors, and a 65-decibel property-line noise cap.

North Las Vegas treats short-term rentals as transient lodging for tax purposes: NLVMC 5.22.010(F) applies the city's 13 percent transient lodging tax to every residential unit operating as a short-term rental, on top of a separate $900 annual business license fee required under NLVMC 5.02.270 just to hold the rental license itself.

North Las Vegas requires every short-term rental to carry commercial-grade liability coverage before the city will issue a license. NLVMC 5.02.270(C)(5) sets the floor at a certificate of insurance with general liability coverage of not less than $500,000, filed as part of the application and every annual renewal.

North Las Vegas restricts where short-term rental guests can park. NLVMC 17.20.030(F)(16)(i) limits guest vehicles to the property's garage, driveway, or a public street, and bars parking that blocks traffic or access to neighboring properties. The condition is part of the conditional use permit every short-term rental must obtain before it can operate.

A North Las Vegas short-term rental cannot get a business license without first securing a conditional use permit. NLVMC 5.02.270(B) requires applicants to meet the zoning standards of NLVMC 17.20.030(F)(16) and obtain a conditional use permit from the Planning and Zoning Division before the city will even accept a business license application.

North Las Vegas allows fireworks sales only through a nonprofit organization holding a city permit. NLVMC 5.02.160 sets a $50 permit fee per sales location, bars anyone else from retailing fireworks, and requires the nonprofit to apply by the second Tuesday in May with proof of $100,000 liability coverage and a refundable $50 cleanup deposit tied to the booth's condition.

North Las Vegas bans burning combustible refuse, garbage, waste materials, tar, rags, oil-soaked materials, auto salvage, wire, in any outdoor open fire, per Municipal Code § 8.04.080. The ban lifts only for narrow official, training, fire-hazard-prevention, or agricultural purposes; a separate permit scheme covers incinerators.

North Las Vegas requires an annual Fire Code permit for LP-gas (propane) under Municipal Code § 15.92.070, tied to IFC Subsection 105.6.27. The Division of Building and Fire Safety charges $80.00 per category for the annual permit, or $100.00 for a temporary permit, with added fees if the deadline is missed.

North Las Vegas requires vehicles to park parallel with the curb, headed with traffic, and within 18 inches of the curb under Municipal Code § 10.48.010. Section 10.48.050 layers on specific no-parking zones, within 15 feet of an intersection, on a crosswalk, or within 5 feet of a driveway, enforced through the City's civil parking-fine schedule.

North Las Vegas paints curbs in four colors under Municipal Code § 10.48.230, each with a fixed legal meaning: red bars all parking, yellow marks a freight loading zone, white marks passenger loading, and green caps parking at twelve minutes. An unpainted curb doesn't guarantee parking is allowed, the paint only flags some restrictions, not all of them.

North Las Vegas signs its curb loading zones at the discretion of the City Traffic Engineer under Municipal Code § 10.48.160, and once posted the time limits are strict: three minutes in a passenger curb loading zone, thirty minutes in a freight zone. Businesses wanting a dedicated zone must apply for an annual permit and pay a City Council-set fee under § 10.48.170.

North Las Vegas creates residential permit parking zones through the City Traffic Engineer under Municipal Code Chapter 10.50, requiring proof of high nonresident parking demand or nearby special events plus a 51% resident petition. Approved zones exempt permit-holding residents from posted time limits for a $20 fee.

North Las Vegas doesn't ban ordinary cars from parking on the street overnight, but two rules limit what can sit there: non-motor vehicles like trailers and boats can't be parked on a street for more than thirty minutes between 1:00 a.m. and 6:00 a.m. under § 10.48.105, and any vehicle, motorized or not, that stays parked on the same street for more than seventy-two straight hours violates § 10.48.080.

North Las Vegas bans leaving a commercial semitrailer, commercial vehicle, or any vehicle or trailer 24 feet long or 8,000 pounds or heavier unattended on public streets 60 feet wide or less. Municipal Code § 10.48.090.B carves out exceptions for active loading, unloading, or visible service work, but routine overnight parking of a work truck on a narrow residential street is prohibited.

North Las Vegas bars unpaved front-yard vehicle storage. Under Municipal Code § 10.48.100, any vehicle stored or repaired in the front yard of a residential ('R') zoning district must sit in the driveway on a surface paved with concrete, asphaltic concrete, or another approved dust-preventing material, and it must rest on fully inflated tires rather than blocks or jacks.

North Las Vegas bans abandoning a vehicle anywhere in the city, public street or private lot, without the property owner's consent under Municipal Code § 10.61.020. On public streets specifically, a vehicle left in the same spot more than seventy-two hours is also a separate abandoned-vehicle violation under § 10.61.010, and the city can tow it at the owner's expense.

A North Las Vegas homeowner can keep only one motor home or recreational vehicle on residential property, and it has to sit in the rear, side, or corner side yard, never the front, on a paved surface. Municipal Code § 17.24.040.C.3.b also requires a six-foot screening wall with decorative gates around the parked unit.

North Las Vegas exempts fences six feet tall or shorter from a building permit, but anything taller triggers the general permit-required rule in Title 15's Building Administrative Code. Section 15.72.140.A requires a permit before any regulated structure is erected, and Section 15.72.140.D.2 carves out only 'fences not over six feet (1829 mm) high' from that requirement.

North Las Vegas caps most residential fences and walls at eight feet, cuts that to forty-eight inches in the front yard, and cuts it further to twenty-four inches inside the clear-vision triangle at corner lots and driveways. Section 17.24.070.A.3.a-b and A.2.a.iv set the numbers, and a quarter of any front-yard fence above thirty-six inches must be open rather than solid.

North Las Vegas Municipal Code requires every fence or wall to sit entirely inside the builder's own lot unless the adjoining owner signs a written agreement allowing it on the shared property line. Under § 17.24.070.A.1, a homeowner cannot simply assume a neighbor's consent to split the cost or straddle the boundary: the agreement must be in writing before construction, and the same written-consent rule governs how the fence's height is later measured across that line.

North Las Vegas bans several common fencing materials outright and sets minimum specs for the ones it allows. Chain-link, razor wire, barbed wire, corrugated metal, bright colored plastic, and unfinished CMU block are all off-limits for perimeter walls under Section 17.24.070.B.1.e.ii, while any chain-link or wire fence that is permitted must use at least eleven-gauge wire with no barbed top under Section 17.24.070.A.2.a.iii.

North Las Vegas caps freestanding retaining walls at six feet and requires them to be decorative, while a fence or screen wall built on top of a retaining wall can't push the combined height past twelve feet. Combination walls over nine feet also need a five-foot landscaped buffer behind the sidewalk, and the retaining wall itself must be engineered to carry the added load.

North Las Vegas declares roosting and lingering wild pigeons a public nuisance and makes it unlawful under NLVMC § 6.11.010 to feed them, grain, seed, bread crumbs, or scraps, on public or residential property, aiming to stop congregating flocks before they become a health hazard.

North Las Vegas makes it unlawful under NLVMC § 6.08.060 for an owner to let any animal run at large or trespass on public or private property. Animals caught loose are impounded for at least 72 hours and can be reclaimed only after proof of ownership and a $25 fee plus daily boarding costs.

North Las Vegas allows up to four chickens per single-family home under NLVMC § 17.20.030(F)(9), but bans roosters and home slaughter outright. Chickens must stay in a covered, fenced enclosure at all times, kept at least 25 feet from a neighboring residence or the applicable zoning setback, whichever is greater.

North Las Vegas bans keeping or publicly exhibiting any wild animal under NLVMC § 6.10.040: a flat prohibition, not a permit system. The code defines 'wild animal' broadly to include raccoons, monkeys, skunks, lions, tigers, bobcats, deer, bears, opossums, beavers, and bats, among other species not traditionally kept as household pets.

North Las Vegas requires every dog and cat harbored in the city to be spayed or neutered, per Municipal Code § 6.16.010. Exceptions exist only for animals a veterinarian certifies as medically unfit for the procedure, animals in a shelter or rescue with its own spay/neuter policy, and animals kept under a dog or cat fancier's permit.

North Las Vegas bans pet shops from selling, bartering, or giving away dogs, cats, rabbits, or potbellied pigs unless the animal came from an animal shelter, nonprofit humane society, or nonprofit rescue. Municipal Code § 6.13.145 is a source-restriction ordinance: pet shops cannot stock these four species from commercial breeders or brokers, and must document each animal's origin for at least a year.

North Las Vegas doesn't require every pet to carry a microchip, but NLVMC § 6.08.080 makes it a condition of getting an impounded dog, cat, potbellied pig, ferret, or rabbit back: the animal must be microchipped, with the owner paying the implant cost, before Animal Protection Services will release it.

Every cat over three months old in North Las Vegas must carry a City license for life, per Municipal Code § 6.08.010. The annual fee is $10 for a sterilized cat and $25 for an unsterilized one, dropping to $5 and $15 for senior citizens, and proof of rabies vaccination is required before a license issues.

North Las Vegas outright bans veterinary clinics and other animal-service businesses from operating as a home occupation. NLVMC 17.20.030(F)(7)(b)(v)(2) lists a 'veterinarian establishment' alongside animal grooming, kennels, and animal boarding as uses prohibited at any home occupation location, regardless of the zoning district or dwelling type.

North Las Vegas criminalizes animal hoarding under NLVMC § 6.12.080, banning anyone from knowingly keeping so many animals that each one can't get adequate care. A first conviction carries up to a $500 fine and six months in jail; a second brings a mandatory 10-day minimum jail term and up to a $1,000 fine.

North Las Vegas bars feeding birds, fowl, or other animals in city parks, recreation facilities, and trails: grain, birdseed, bread crumbs, popcorn, and other food scraps are all off-limits. The rule protects wildlife health and keeps animals from congregating around park visitors, and it's enforced under the same Chapter 12.16 penalty as other park violations.

North Las Vegas has no citywide backyard composting ordinance, but its Urban Agriculture Overlay District regulates composting for community gardens and urban farms. NLVMC § 17.16.050.M.4.g caps compost and fertilizer storage at 50 cubic feet per half-acre and requires odor, infestation, and runoff controls.

North Las Vegas's foreclosure property-registration program counts artificial turf as compliant landscaping. City Code § 15.34.060(B)(1) defines "landscaping" to include "artificial turf/sod designed specifically for residential installation," so a registered mortgagee can satisfy yard-maintenance duties with synthetic turf.

North Las Vegas protects water-efficient, drought-tolerant landscaping once it is installed: the turf-restriction ordinance bars removing water-wise plantings to put in turf, and no HOA covenant, deed clause, or CC&R can force a lawn or block water-efficient landscaping. The rule sits in the city's Chapter 13.08 water-conservation code, enforced by the Director of Utilities.

North Las Vegas code enforcement can order any property owner to clear weeds and noxious plant growth once vegetation, including turf and lawn areas, exceeds ten inches in height. Ignoring the written abatement notice brings civil citations starting at $250 plus abatement costs billed to the owner.

North Las Vegas property owners must keep trees, bushes and shrubbery clear of the public right-of-way under Section 12.08.300: ten feet above sidewalks, sixteen feet above streets, six feet from streetlight wires and poles, and clear of sight lines around traffic signs and signals, or face a City order to cut it back.

Rainwater harvesting for single-family residential outdoor use is permitted in North Las Vegas under NRS 533.027, which allows rooftop collection without a water right. Arid climate makes yields modest.

Removing or replacing a tree on a North Las Vegas public street or right-of-way requires permission from the Municipal Forester or Parks and Recreation Director first, under Section 12.15.110. The City itself can take down a City tree that's dead, diseased, hazardous or an emergency risk under Section 12.15.100, but won't remove a healthy tree just because of leaf or seed litter.

North Las Vegas bans daytime irrigation citywide from May 1 through August 31, 11 a.m. to 7 p.m., and locks spray irrigation to a seasonal watering-day schedule the Utilities Department assigns by watering group. Chapter 13.08.050 sets the days, exemptions, and penalties for turf, garden, and shrub watering.

A general home occupation in North Las Vegas cannot make "house calls" at or in front of the dwelling, and an office run as a home occupation in a two-family, tiny house, or multifamily unit is barred outright from letting any customer or client visit the home for business.

Every home occupation in North Las Vegas needs a permit from the Community Development Department before it opens, plus a current business license: the operation is capped at 10 percent of the dwelling's floor area (or it must meet Building Code standards) and can employ only one non-resident helper.

North Las Vegas bars every home-based business from displaying any exterior sign. City Code § 17.20.030(F)(7)(b)(iii)(7) forbids window displays, signage on the dwelling or on vehicles parked at the property, exterior storage, and any other outward sign that the home houses a business. The rule applies to every home occupation the city approves in a single-family, mobile home, tiny house, or two-family dwelling.

A family day care home or family home child care operation needs a conditional use permit in North Las Vegas's O-L, R-E, R-EL, R-1, and R-CL residential districts and must comply with all applicable state child-care statutes; it's permitted outright only in certain business and redevelopment zones.

North Las Vegas exempts a storable above-ground or wading pool with walls entirely above grade, and a portable spa with integral equipment, from a building permit under Municipal Code § 15.72.140(D). A permanently installed above-ground pool exceeding 5,000 gallons is not exempt: it needs a Building Division permit, valued at $16.00 per square foot under the Chapter 15.72 fee schedule.

North Las Vegas amends the adopted International Swimming Pool and Spa Code's structural-wall barrier option. Under Municipal Code § 15.84.010, when a dwelling wall doubles as part of the pool barrier, any door, pet door, gate or low window opening onto the pool must carry a listed water-hazard entrance alarm or an equivalent self-closing, self-latching door.

A detached shed or accessory building on a North Las Vegas single-family lot must meet the main house's front-yard setback, keep 5 feet from the house, and stay under 600 square feet and 25 percent of the rear yard, unless the lot is 15,000+ square feet, which allows up to 1,200 square feet.

North Las Vegas zoning treats tiny houses as a distinct residential use. A tiny house park or subdivision needs a minimum five-acre site, lots at least 40 feet wide and 50 feet deep, and 5-, 15- and 10-foot side, street and rear setbacks under Municipal Code § 17.20.020(A)(4). Every unit must tie into City water and sewer, and IRC Appendix Q governs construction.

Converting a garage into living space in North Las Vegas requires a conditional or special use permit and proof the neighborhood already supports it: at least three prior legal garage conversions, or three homes never built with a garage, within a 300-foot radius. Converted space can't become a second kitchen or dwelling unit, and the homeowner must replace the lost parking with a new two-car pad.

Accessory dwelling units in North Las Vegas's O-L, R-E, R-EL, and R-1 districts need a special use review approval, not just a building permit, under NLVMC 17.20.030.F.2.c. The lot must be at least 6,000 square feet, the ADU capped at 800 square feet (400 for a tiny house), and no more than one ADU is allowed per lot.

North Las Vegas exempts barbecue pits, grills, and outdoor fireplaces used to prepare food from its open-burning ban. Municipal Code § 8.04.080(B) says nothing in the ban 'shall be construed to prohibit or make unlawful' cooking on your own private property, or on someone else's with permission, so smokers and grills are allowed without a burn permit.

North Las Vegas restricts cooking fires in city parks to permanent grills the Parks Department has approved and installed, or, while camping in a designated area, a barbecue grill the City provides or a portable propane grill used per the manufacturer's instructions. Any other personal cooking apparatus needs the Director's prior written approval.

North Las Vegas bans discharging anything but stormwater into the City's storm-drain system under Municipal Code § 8.50.080(A), part of the Chapter 8.50 stormwater regulations adopted to meet the City's NPDES permit. A long list of exempted flows, irrigation runoff, air-conditioner condensation, non-commercial car washing, firefighting water, is allowed; everything else needs NDEP authorization and City Manager approval.

North Las Vegas requires a grading permit from the Department of Public Works before any land is cleared, graded, or otherwise disturbed if the work would create a dust nuisance, under NLVMC 16.20.130. Developers must also get a separate Clark County dust control permit before clearing, and design drainage to city and Clark County Regional Flood Control District standards under NLVMC 16.20.090.

North Las Vegas zones flood-prone land into a Floodway Overlay District (F-1) and a Floodplain Overlay District (F-2) under City Code § 17.12.070. F-1 blocks any development that would raise flood levels; F-2 defers to the drainage-control regulations in Chapter 15.40.

North Las Vegas requires every marijuana establishment to clear a minimum 1,000-foot buffer from schools and a 300-foot buffer from community facilities, with dispensaries also kept 1,000 feet from each other and every establishment type kept 1,500 feet from businesses holding a nonrestricted gaming license. A surveyor's plat proving compliance is required before the City will even schedule a hearing.

North Las Vegas has not opted out of cannabis: every marijuana establishment, from cultivation to retail, is a permitted land use here, but only after a special use permit and proof the state Department of Taxation has already accepted the license application. Approved establishments must operate from a stand-alone building, in an appropriately zoned district, with a single public entrance and no outside storage.

North Las Vegas regulates rooftop and ground-mounted solar under § 17.24.140.D.1 of the zoning code: arrays can't sit in the front yard, must clear a 3-foot setback from property lines, and are capped at 20 feet in height if freestanding, on top of standard building and electrical permit compliance.

North Las Vegas bans new off-premises billboards outright but lets an existing legally non-conforming billboard convert to digital under NLVMC § 17.24.150.I.4: only within 300 feet of I-15, capped at 672 square feet, with static messages held a minimum six seconds and no motion, flashing, or animation.

In North Las Vegas's downtown redevelopment area, NLVMC § 17.24.170.F caps ground-level window sign coverage at 25 percent of the window or door area and 10 percent per window on the second floor, and bans window signs above the second story entirely.

North Las Vegas bans garage/yard sale signs on public property outright. On private property a sign needs the property owner's authorization, and every sign must come down immediately once the sale ends, per Municipal Code Section 5.21.030.D.

North Las Vegas requires a $125 per-candidate fee before any portable political sign goes up. NLVMC § 17.24.160 caps residential-district signs at 32 square feet, commercial/industrial signs at 128 square feet, and requires removal within 15 days after the election.

North Las Vegas enforces blighted and dangerous structures under the 1994 Uniform Code for the Abatement of Dangerous Buildings, adopted at City Code § 15.24.010. The building official can order repair or demolition and recover the cost as a lien against the property.

North Las Vegas can order the owner of any real property, improved or vacant, to clear debris, rubbish and refuse or clear weeds and noxious plant growth under Municipal Code § 8.75.020. The rule applies to unimproved lots the same as occupied parcels, and § 8.75.030 requires written notice describing the violation and a compliance deadline before penalties attach.

North Las Vegas caps exterior lighting under NLVMC § 17.24.080. Light spilling onto a public street can't exceed one footcandle at the street centerline, light at an adjacent residential property line is capped at one-half footcandle, and fixtures need full-cutoff shielding so no light projects above the horizontal plane.

North Las Vegas requires all exterior lighting for parking areas, signs, and structures to be shielded so it does not spill onto neighboring property or the night sky. Section 17.24.080.A.2 requires lighting to be arranged so as to deflect light away from any adjoining residential zone or from the public streets, and to carry full-cutoff shielding so that light will not spill out onto surrounding properties or project above the horizontal plane.

North Las Vegas requires every dwelling unit, guest room, and congregate residence to have heating and air conditioning capable of holding 70 degrees Fahrenheit. City Code § 15.20.030 amends the Uniform Housing Code's Section 701 to make this the local habitability floor, banning unvented fuel-burning heaters outright.

North Las Vegas requires every property connected to water service to subscribe to solid waste collection and pay for it: there is no opting out. Municipal Code § 8.20.260 ties trash service to the water account and only allows a customer to stop paying if the premises has no water connection for a full billing period.

North Las Vegas sets minimum dumpster and container sizes for every business, sliding from one cubic yard up to service scaled by unit count for apartments and motels. Municipal Code § 8.20.160 also requires every commercial dumpster to be marked with the owner's name and phone number.

North Las Vegas makes it a misdemeanor to throw or deposit solid waste, hazardous waste, construction debris or recyclables anywhere but a licensed transfer station or disposal site. Municipal Code § 8.20.060 bans dumping in streets, alleys or on another's property, and § 8.20.100 separately outlaws dumping into another person's container or onto their premises.

North Las Vegas curbside recycling runs through the City's exclusive solid-waste franchisee, not a citywide mandate. Municipal Code § 8.20.120(B) requires the franchisee to supply recycling containers to any customer who requests one, at no extra charge. Recyclables and trash carts follow the same street-placement and pickup-day timing rules.

North Las Vegas doesn't run curbside bulk-item pickup; large or assorted trash goes through a paid one-time on-call collection instead. Municipal Code § 8.20.210 sets a flat $210.44 charge for an 'Assorted Trash Pick-up,' plus per-cubic-yard rates for one-time container pickups arranged through the exclusive franchisee.

In North Las Vegas, only the City, its exclusive franchisee or their agents may collect curbside trash and recycling: scavenging or interfering with a set-out cart is unlawful. Municipal Code § 8.20.140 bars anyone else from removing, tampering with, or participating in curbside recyclables collection.

North Las Vegas residential trash and recycling carts may not sit in the street right-of-way or the front yard between the house and the front lot line except on collection day. Municipal Code § 8.20.120 sets when carts can be curbside and requires enclosures where a development approval calls for one.

North Las Vegas bans operating a drone in any city park not designated for that purpose, and even in a designated drone park, flying is barred outside posted operating hours without the Parks Director's written permission. The rule sits in Chapter 12.16's parks-conduct code, separate from any FAA recreational or commercial drone rule.

North Las Vegas requires every sidewalk vendor to hold a City business license under NLVMC § 5.60.030, pay a $150 annual fee, and carry a Southern Nevada Health District permit before setting up a cart. Vending is banned between 9 p.m. and 8 a.m. and within 1,500 feet of resort hotels, large event venues, convention facilities, and highway medians next to parking lots.

Operating a mobile food vendor in North Las Vegas requires a City business license under NLVMC 5.30.030, with a $30 semi-annual fee, proof the vehicle meets Southern Nevada Health District requirements, and a police background investigation and suitability finding for the applicant before the license issues.

North Las Vegas mobile food vendors cannot sell, solicit, or park within 1,000 feet of any school during school hours or for one hour after dismissal, and can only operate between one hour after sunset and three hours after sunrise. Vendors serving a bona fide construction job or a commercial business are exempt from the curfew under NLVMC Chapter 5.30.

Anyone going door-to-door in North Las Vegas taking orders for goods or services must first obtain a permit and license under NLVMC 5.48.010. Unaccompanied minors under 18 can't loiter or be on North Las Vegas public streets from 10 p.m. to 5 a.m. Sunday–Thursday or midnight to 5 a.m. Friday–Saturday under Municipal Code § 9.28.010. Parents who allow it face the same curfew violation under § 9.28.020.

North Las Vegas sets minimum yard setbacks by residential zoning district in Table 17.24.010-2. In the R-1 Single-Family Low Density District, a single-family home on a lot of 6,000 square feet or more needs a 15-foot front setback, 5-foot interior side, 10-foot corner side or other right-of-way, and 15-foot rear yard, with a separate 20-foot front setback for any attached or detached garage.

North Las Vegas requires a permit from the city film coordinator before using any public property, facility or right-of-way for motion picture or television production under NLVMC Chapter 5.34. Applicants need liability insurance of at least $100,000 property damage and $500,000/$1,000,000 bodily injury, or an equivalent indemnity bond, and short newsgathering or sub-one-hour sidewalk filming is exempt.

North Las Vegas has no mandatory green building code. Instead, NLVMC § 17.24.140.B's voluntary "Menu of Sustainability Options" awards development incentive credit for green building certification. Item 4.7 credits projects meeting Energy Star, Water Smart, the Southern Nevada Home Builders Green Building Initiative, or LEED-H standards.

Starting January 5, 2026, every building permit North Las Vegas issues for a residential dwelling unit must include an automatic fire sprinkler system, regardless of whether the project is permitted under the 2018 or 2024 International Residential Code. The mandate is written into the city's Building Administrative Code adoption ordinance itself.

North Las Vegas requires a separate building permit before any building, structure, or building service equipment is erected, enlarged, altered, repaired, moved, or demolished, under § 15.72.140 of the Building Administrative Code. A short list of minor work, small sheds, low fences, low platforms, is exempt; everything else needs Building Official approval first.

North Las Vegas requires anyone excavating, installing or constructing a facility within a public place, streets, sidewalks, alleys or easements, to first file a written application with the City Engineer under Section 12.08.020. The engineer signs approved applications the same or next working day in routine cases, and the signed application becomes the permit itself.

North Las Vegas has no right-to-farm nuisance statute, but it does zone for agriculture through the Urban Agricultural (UA) Overlay District, which permits community gardens, urban farms, farm stands, and greenhouses on parcels of at least one acre, subject to setbacks, a seventeen-foot height cap, and a ban on keeping animals or growing regulated plants.

North Las Vegas bans laying down, sleeping, or storing personal property in ways that block sidewalks, doorways, driveways, fire hydrants, or the public right-of-way under Municipal Code § 8.90.040. North Las Vegas Municipal Code § 10.60.010 defines an 'Electric Bicycle' as a pedal bike with a motor capped at 750 watts and 28 mph of pedal assist: anything faster or throttle-only is instead an 'Electric Motorcycle,' a separate category banned from roads, sidewalks, trails, parking lots and parks under § 10.60.075.

North Las Vegas requires cyclists to ride as near the right side of the road as practicable and to use an adjacent bike path when one exists, under Municipal Code § 10.60.070. Separately, § 10.48.050.A.1.j bans parking any motor vehicle in a lane that's posted and marked as a bike lane.

North Las Vegas treats an unrepaired water leak as unlawful water waste. City code lists "failure to repair a water leak" as a Chapter 13.08 violation, and separately holds customers liable for water lost through breaks or leaks in their own plumbing once the escape should reasonably have been discovered and fixed.

The prohibition sits among Chapter 12.16's Prohibited Acts alongside bans on alcohol and illegal narcotics, and it applies across every City-owned park and trail, though the code reviewed here doesn't extend it to sidewalks or streets outside those spaces.

North Las Vegas bans skating on paved slabs and other paved surfaces inside any city park unless the area is specifically designated for it. The rule sits in the city's park prohibited-acts list, Municipal Code § 12.16.020, and is enforced alongside the chapter's general park violation penalty.
