These rankings are based on verified municipal code data, not opinion. A "strict" rating means the city has heavy restrictions, high fines, or outright bans. "Permissive" means few or no local restrictions beyond state law.
Most Restrictive
- 1Oak Park, IL7 AM–7 PM (Mon–Sat)
Oak Park restricts construction activities to 7:00 AM to 7:00 PM Monday through Saturday. No construction is permitted on Sundays or federal holidays. All construction projects in residential areas require building permits from the Village Building Department. Given the Village's dense historic housing stock including many Frank Lloyd Wright-designed homes, construction noise is closely monitored.

Coral Gables imposes strict construction hour limits with no Sunday or holiday work permitted. Weekday construction runs 7:30 AM to 6:00 PM Monday through Friday. Saturday exterior construction in residential areas or within 100 feet of residential zones is prohibited entirely, with interior work limited to 9:00 AM to 5:00 PM.

Construction noise across Oahu is controlled by state rule HAR 11-46, not a separate Honolulu ordinance, with permits required outside allowed daytime hours.

Under HAR 11-46-7(j), a community noise permit may not authorize construction noise exceeding the limits before 7:00 a.m. or after 6:00 p.m. Monday through Friday, before 9:00 a.m. or after 6:00 p.m. on Saturday, or at all on Sundays and holidays.

Flower Mound restricts construction activity to approximately 7 AM to 7 PM Monday through Friday and 8 AM to 5 PM Saturday. Sunday and holiday construction is prohibited without a variance approved by the Town. Violations may result in stop-work orders and fines up to $2,000 for repeat offenses.

Tarrant County has no construction hour restrictions for unincorporated areas. Texas counties cannot regulate construction hours through zoning. Construction noise is only actionable under Texas Penal Code §42.01 if it constitutes disorderly conduct.

Iowa City Code Title 6 Chapter 4 sets no fixed construction-hour window. Construction is regulated by the §6-4-1 reasonableness standard applied 24 hours a day. Project-specific construction hours come from Neighborhood and Development Services permit conditions, not from the Code itself.
